A law scrapping committee constituted by erstwhile Omar Abdullah led NC-Congress coalition government scrapped seventeen law but the committee turned non-existent thereafter and now the proposal for the constitution of a state law commission on the pattern of national commission to identify unimplementable laws moved by the law department is lying in General Administration department where from it has to go to the cabinet for final approval. When contacted senior National Conference leader and former Law Minister Ali Mohammad Sagar told Kashmir News Services “ A committee headed by Secretary law and represented among others by Secretary General Administration Department was constituted during my tenure to identify the uniplementable laws. Seven laws were implemented in the first phase but unfortunately law baning beef under section 298 A&B was not identified by the committee scrapping.Thereafter I don’t know what happened with that law scrapping committee”. However Secretary Law Mohammad Ashraf Mir when contacted told Kashmir News Service “The committee about which the former Law Minister Ali Mohammad Sagar is making a reference scrapped only seventeen law and could not work thereafter due to government’s hectic engagements with the conduct of last year’s assembly elections. However a proposal has been moved for the constitution of a state law commission on the pattern of National Law Commission to identify the unimplementable law. The file pertaining to the constitution of State Law Commission is lying in the General Administration Department and is to be sent to the cabinet for final approval.” When asked about the appointment of law officers Secretary Legislative Council said “ so for there is no mechanism for the appointment of law officers by the government. A commit has been constituted to lay down rules and procedures for the appointment of law officers in future”.
