Governor’s rule was Saturday imposed in the state as the PDP and BJP delayed the formation of the new government due to reluctance by PDP president to take oath after the demise of the sitting chief minister Mufti Mohammad Sayeed. A Raj Bhavan spokesperson stated that after receiving concurrence from the President of India, Governor N.N. Vohra issued a Proclamation today to impose Governor’s Rule in the State. “Consequent to the sudden passing away of Chief Minister Mufti Mohammad Sayeed on 7th January 2016, the process to form government had commenced and intimations were still awaited about the respective positions of PDP and BJP,” the spokesperson said. “Considering the likelihood of some more time being taken before government can be formed, with the approval of the President of India, Governor’s Rule has been imposed in the State with effect from 8th January, 2016, under Section 92(1) of the Constitution of Jammu and Kashmir,” he said. The Governor on Friday had asked the PDP and BJP to clear their stand over the government formation. This is the seventh time that governor rule was imposed in the state. In March 1977, the governor rule was first time imposed under then Governor L K Jha after Congress withdrew its support to the then National Conference government headed by NC founder Sheikh Mohammad Abdullah. In March 1986, Governor’s rule of Jagmohan Malhotra was imposed in the state for the second time when Congress withdrew support to the minority government headed Ghulam Mohammad Shah of Awami National Conference. In January 1990, for the third time the state came under governor’s rule after then Chief Minister Farooq Abdullah resigned. The then Governor Jagmohan’s rule was imposed for six years and eight months. His rule continued till October 1996 when fresh assembly elections were held. For the fourth time, Governor’s rule was imposed in October 2002 after then caretaker chief minister Farooq Abdullah refused to continue in office as his party suffered defeat in the assembly elections then. For the fifth time, Governor’s rule was imposed in the state for 174 days following the withdrawal of support by PDP to Congress-led government in July 2008 over the Amarnath land row. The state government was headed by Ghulam Nabi Azad. This year the state came under the governor’s rule for the sixth time after PDP and BJP took two months to cobble up a coalition government.
