Jammu, 20th April: The Chief Executive Councilor Ladakh Autonomous Hill Development Council Kargil, Haji Mohammad Haneefa Jan called upon Hon’ble Chief Minister Mehbooba Mufti at Civil Secretariat here today. The Executive Councilor Zanskar Affairs and Agriculture LAHDC Kargil, Tsering Angdus was also present on the occasion.
During the meeting Mr. Haji Haneefa Jan extended heartiest congratulation to the Hon’ble Chief Minister on her assumption of high office as 13th and first women Chief Minister of Jammu and Kashmir State on behalf of people of Kargil District.
The CEC apprised the Hon’ble Chief Minister of all the issues of Kargil in detail and submitted a written memorandum in this regard. The following issues were raised by the delegation which got a positive response from the Hon’ble Chief Minister. 1. Inclusion of Kargil Town under AMRUT Scheme. 2. Enhancement of District Plan Ceiling. 3. Sanctioning of financial package to the District for completion of various development works/important projects, which are lying in a state of uncertainty due to paucity of funds under the schemes like: a. Construction of 200 bedded Hospital at Kargil. b. Construction of AMT School at Kargil. c. Construction of Council Secretariat at Kurbathang Kargil. d. Completion of balance work of Lift Irrigation Scheme Soth Kargil. e. Reconstruction of Infrastructure damaged in Floods. f. Financial Assistance for works taken under 13th Finance, STF and other Centrally Sponsored Schemes. g. Compensation of damages caused to crops and orchards during floods of current and previous year. 4. Construction of Multipurpose Indoor Stadium/Archery Stadium Kargil. 5. Construction of Indoor Stadiums at Block Headquarters. 6. Shifting of administrative control for Snow Clearance and maintenance work of Zojila Pass up to Sonamarg from Project Beacon to Project VIJAYAK. 7. Introduction of Civil Air Services at Kargil. 8. Establishment of Women’s Degree College at Kargil. 9. Lack of teaching staff and infrastructure at Govt. Degree College Kargil. 10. Opening of Kargil-Skardu Road. 11. Development of Tourism in Kargil by way of:- a. Promotion of Kargil as new tourist destination. b. Celebration of Kargil Vijay Diwas on large scale with involvement of local administration. c. Promotion of Kargil Festival on large scale and including the event in Tourism Calendar of the state. d. Promotion of Adventure Tourism including Rock-climbing, Mountaineering, snow expeditions etc in Kargil District. e. Grant of Incentives to private sector for construction of tourism infrastructure. f. Improvement of roads, footpaths, streetlights and signage in the district. g. Construction of parking places in Kargil town. h. Promotion of Border Tourism. i. Preservation of Historical Monuments and their documentation. j. Proper banking facilities with sufficient foreign exchange scope. k. Opportunities for representative of Tour and Travel Operators of the District in major events relating to tourism within and outside the country. 12. Dearth of Doctors at District Hospital Kargil and Primary Health Centers of Different Block Headquarters. 13. Poor Performance of RGGVY (NHPC) in the District. 14. Poor Cellular phone/Internet connectivity in Kargil.
On the request of Haji Hanifa Jan, The Chief Minister Mehbooba Mufti instructed to Director General BRO telephonically to allow the Project VIJAYAK for starting the snow clearance work beyond Zero Point, for which immediate response from DG BRO has been received and expected to start snow clearance work by the VIJAYAK beyond Zero Point tomorrow positively.
The Chairman/ CEC further raised the issue of inadequacy of infrastructure at Govt. Degree College Kargil and requested to intervene for shifting of the DIET building from its existing location and transfer of the said building to Govt. Degree College Kargil. The Chief Minister has agreed the request and assured to issue directions for immediate transfer of the said building to Degree College Kargil.
Regarding development of Tourism in Kargil Mehbooba Mufti has assured to depute Director Tourism J&K to visit Kargil District soon after the reopening of Zojila Pass.
The Chief Minister assured to fulfill the issues in a phased manner and also assured to give full support to Ladakh Autonomous Hill Development Council Kargil to overcome the problem and issues of the district.
Later the Haji Hanifa Jan and Executive Councilor Agriculture and Zanskar Affairs LAHDC Kargil met with Haji Anyat Ali, Hon’ble Chairman J&K Legislative Council and Shri. Naieem Akhtar, Hon’ble Education Minister and appraised predominant issues of Kargil district.
