NCB Busts Clandestine Methamphetamine Lab in Delhi NCR, Uncovers Mexican Drug Cartel Links

NEW DELHI, Oct 29: In a significant breakthrough in India’s fight against narcotics, the Narcotics Control Bureau (NCB), in collaboration with the Delhi Police Special Cell, successfully dismantled a clandestine methamphetamine manufacturing laboratory operating in the National Capital Region (NCR) of Delhi. The raid, executed on October 25, 2024, uncovered substantial quantities of methamphetamine and highlighted an alarming cross-border connection with Mexico’s notorious CJNG (Cartel de Jalisco Nueva Generacion) drug cartel.

Drug-Free India Vision & Strategic Operation

This high-stakes operation aligns with Prime Minister Narendra Modi’s vision of a “Drug-Free India” (Nasha Mukt Bharat) and the Union Home Ministry’s directive for a comprehensive crackdown on narcotics, targeting networks from top to bottom. The NCB and Delhi Police coordinated the effort to dismantle a major synthetic drug manufacturing operation that was supplying both domestic and international drug markets.

Raid Unveils Large-Scale Drug Production and Mexican Cartel Involvement

Upon receiving intelligence that a lab in the Kasana Industrial Area of Gautam Budh Nagar was producing methamphetamine intended for distribution within India and for export, the NCB swiftly mobilized resources. During the raid, authorities seized approximately 95 kilograms of methamphetamine in both solid and liquid forms. The laboratory contained chemicals commonly used in the drug’s synthesis, including acetone, sodium hydroxide, methylene chloride, premium-grade ethanol, toluene, red phosphorous, and ethyl acetate. Imported machinery designed for high-volume production was also discovered on-site.

The involvement of CJNG, Mexico’s leading drug cartel, marks a concerning development in India’s narcotics landscape. One cartel operative, based in Delhi, reportedly tested the drugs manufactured at this facility, underscoring the cartel’s active role in quality control and supply chain operations within India.

Key Arrests: Delhi Businessman, Tihar Jail Warden, Chemist, and Cartel Operative

The NCB’s initial investigation revealed that a Delhi-based businessman, along with a warden from Tihar Jail, masterminded the establishment of this illegal manufacturing unit. The businessman, previously arrested by the Department of Revenue Intelligence (DRI) in a similar drug case, reportedly met his accomplice—the Tihar Jail warden—during his earlier incarceration. Together, they procured chemicals from various sources and imported the necessary machinery to set up the operation.

The operation’s drug synthesis was conducted by a chemist based in Mumbai, brought in specifically to oversee the production process. The methamphetamine’s quality was then tested by a CJNG operative residing in Delhi, signaling a sophisticated supply chain involving global cartels. Following the raid, NCB detained all four individuals, who were presented before a magistrate on October 27, 2024. The court subsequently remanded them to a three-day police custody period. In a follow-up operation, NCB apprehended another key member of the syndicate from the Rajouri Garden area, who is expected to be presented in court shortly.

Financial Network and Supply Chain Analysis Underway

As investigations proceed, NCB is focusing on tracing both the forward and backward linkages of this drug operation. Authorities are meticulously analyzing the syndicate’s financial trail and any assets accumulated through illegal drug trafficking, aiming to dismantle the entire supply chain and prevent further infiltration by international drug cartels.

Surge in Clandestine Drug Labs Across India

This latest bust adds to a growing list of synthetic drug laboratories uncovered by the NCB this year. Previous operations in Gandhinagar and Amreli (Gujarat), Jodhpur and Sirohi (Rajasthan), and Bhopal (Madhya Pradesh) have exposed the escalating presence of clandestine labs. Earlier in October, a joint NCB and Gujarat ATS raid in Bhopal’s Bagroda Industrial Estate led to the seizure of approximately 907 kilograms of Mephedrone in both solid and liquid forms, alongside around 7,000 kilograms of chemicals and specialized machinery.

With synthetic drug production costs relatively low, India’s drug cartels are increasingly shifting operations to concealed industrial areas, where manufacturing activities can be disguised under the pretense of legitimate business. NCB officials highlighted that these labs often remain undetected due to regular transportation of raw materials and equipment, as well as the industrial processes that generate waste and fumes typical of such zones.

Training Programs to Strengthen Local Police Capacities

Acknowledging the threat posed by these clandestine labs, NCB is actively working to enhance local law enforcement’s ability to detect and dismantle them. Earlier this month, a five-day training program in Ahmedabad, organized in collaboration with the United States’ Drug Enforcement Agency (DEA), aimed to bolster the detection and investigative skills of local police forces across India.

NCB’s Deputy Director General of Operations, Gyaneshwar Singh, emphasized the importance of community awareness and police sensitization regarding the illegal manufacturing of synthetic drugs. “Our efforts to combat the narcotics trade in India will be unrelenting,” Singh noted, reaffirming the bureau’s commitment to eliminating drug syndicates at every level.

As India intensifies its anti-narcotics campaign, the NCB and partner agencies remain vigilant, determined to prevent synthetic drug labs from proliferating within the country’s borders. This case, involving both local and international actors, is a stark reminder of the complex networks fueling the illegal drug trade and the pressing need for ongoing, rigorous law enforcement action.
