BARAMULLA, Jan 13: The Jammu and Kashmir Anti-Corruption Bureau (ACB) has registered a Disproportionate Assets (DA) case against Riyaz Ahmad Parray, a retired Superintending Engineer of the Public Works Department (PWD), Roads & Buildings (R&B) division. Parray, a resident of Hygam, Baramulla, is accused of amassing substantial wealth through corrupt practices during his service tenure.
According to the ACB, a preliminary verification revealed that Parray has acquired an array of movable and immovable properties in multiple locations, including Baramulla, Srinagar, Jammu, and Delhi, which are disproportionate to his known sources of income. The probe further uncovered that he had intentionally enriched himself through illicit means, with expenditures and asset accumulation far exceeding his legitimate earnings.
Subsequently, a formal case under FIR No. 01/2025 was registered against Parray under Section 13 (1) (b) read with Section 13 (2) of the Prevention of Corruption Act, 1988, as amended in 2018. Investigators have initiated a detailed inquiry into the matter.
Extensive Properties and Investments
The investigation uncovered a vast network of properties and financial assets accumulated by Parray. These include:
Residential Properties:
3 BHK flat at Greater Kailash, Jammu.
3 BHK flat at Chhatarpur Enclave, Phase 2, Delhi.
Houses at Residency Road, Jammu; Hygam, Sopore; and a palatial house in Bagh-e-Mehtab, Srinagar.
Commercial Properties: A shopping complex at Hygam, Sopore, housing business establishments, including a J&K Bank branch. Four shops at Hygam, Sopore. 2 Kanals at National Highway Baramulla (village Bulgam). 17 Kanals 9.5 Marlas at Dodan, Hygam, Baramulla. 2 Kanals 9 Marlas at Kaidub, Hygam, Baramulla. TATA Safari, Hyundai i10, WagonR, and a John Deere tractor. Fixed deposits worth Rs. 88 lakh in J&K Bank and HDFC Bank.
Insurance policies amounting to Rs. 35 lakh and health insurance policies worth Rs. 10 lakh.
Significant expenditures on loan repayments.
Search and Seizure Operations
During the investigation, search warrants were obtained from the Hon’ble Court, allowing ACB teams to conduct searches at Parray’s properties within Jammu and Kashmir and in Delhi. The searches led to the recovery of incriminating documents related to property acquisition, which were seized in the presence of independent witnesses.
Further Investigations Ongoing
The ACB stated that investigations are underway to trace additional properties, investments, and financial transactions linked to the accused. Officials are also scrutinizing Parray’s service records and sources of income to establish the exact extent of illicit wealth amassed during his tenure.
The case underscores the Anti-Corruption Bureau’s commitment to rooting out corruption in public offices and ensuring accountability among government servants. Further updates on the investigation are awaited.
