J&K Rail Revolution: ₹844 Crore Boost in FY 2025-26 Budget to Fast-Track Connectivity, Growth

NEW DELHI, Feb 5: In a landmark move to accelerate connectivity and economic development in Jammu and Kashmir, the Indian government has allocated ₹844 crore to the region’s railway infrastructure in the Union Budget for the fiscal year 2025-26. This substantial investment highlights the government’s unwavering focus on transforming the region’s transportation network, fostering economic integration, and improving the quality of life for its residents. The announcement comes at a time when Jammu and Kashmir is witnessing unprecedented infrastructure development, with railways playing a pivotal role in bridging the region with the rest of the country.

A Decade of Transformation: Milestones Since 2014

Over the past decade, Jammu and Kashmir’s railway infrastructure has undergone a remarkable transformation. Since 2014, 135 kilometers of new railway tracks have been laid, connecting remote and underserved areas, thereby improving accessibility and fostering regional development. A significant achievement has been the electrification of 344 kilometers of railway lines, achieving 100% electrification in the region. This is a stark contrast to the period between 2009 and 2014, when no electrification work was undertaken. These milestones underscore the government’s commitment to modernizing the region’s rail network and integrating it with the national grid.

USBRL: A Game-Changer for Kashmir Valley

One of the most ambitious projects currently underway is the Udhampur-Srinagar-Baramulla Rail Link (USBRL), a 272-kilometer stretch with an investment of ₹41,159 crore. This project, often dubbed the “lifeline of Kashmir,” aims to seamlessly connect the Kashmir Valley with the rest of India. Once completed, it will drastically reduce travel time, boost tourism, and enhance economic integration. The USBRL project is expected to be operational by 2026, and its progress has been closely monitored by both the central government and local authorities. Recent reports indicate that 80% of the work has been completed, with tunnels and bridges in challenging terrains nearing finalization.

Modernizing Stations: The ‘Amrit’ Initiative

As part of the government’s modernization drive, four key railway stations in Jammu and Kashmir—Budgam, Jammu Tawi, Shri Mata Vaishno Devi Katra, and Udhampur—are being developed into world-class ‘Amrit’ stations. With a combined budget of ₹292.5 crore, these stations will feature state-of-the-art amenities, including modern waiting lounges, improved sanitation facilities, and advanced passenger services. The development of these stations is expected to significantly enhance the travel experience and accommodate the growing number of passengers, particularly pilgrims visiting the revered Shri Mata Vaishno Devi shrine.

Infrastructure Upgrades: Flyovers and Under-Bridges

To address safety concerns and reduce congestion, six rail flyovers and under-bridges are under construction across the region. These infrastructure enhancements are part of a broader strategy to ensure smooth and safe rail operations, particularly in high-traffic areas. The construction of these flyovers is expected to be completed by mid-2026, significantly improving the efficiency of rail transport in the region.

Enhanced Passenger Amenities

Since 2014, passenger amenities in Jammu and Kashmir have seen significant upgrades. A total of 5 lifts and 6 escalators have been installed at various stations, ensuring ease of access for elderly and differently-abled passengers. Additionally, 28 stations have been equipped with Wi-Fi facilities, providing passengers with seamless connectivity during their journeys. These upgrades aim to make rail travel more comfortable and convenient for the region’s residents and visitors.

Vande Bharat Express: A Leap into the Future

In a major boost to rail services, Jammu and Kashmir have welcomed the introduction of two Vande Bharat Express trains. These high-speed trains, which cover three districts with four unique stoppages, offer reduced travel times and enhanced comfort. The Vande Bharat Express has been a game-changer for the region, aligning its rail services with modern standards and significantly improving connectivity. The trains have received an overwhelmingly positive response from passengers, with occupancy rates consistently above 90%.

Government’s Vision for Regional Development

The ₹844 crore allocation in the FY 2025-26 budget reaffirms the government’s commitment to the development of Jammu and Kashmir. By improving connectivity and integrating the region more closely with the national rail network, the government aims to promote regional development, boost economic growth, and enhance the overall quality of life for residents. The ongoing projects, coupled with the introduction of modern amenities and high-speed trains, are expected to transform Jammu and Kashmir into a hub of economic activity and tourism.

The budget announcement has been met with widespread appreciation from local residents, business leaders, and political representatives.
