LGSSK to Address Issues of Serving Armed Forces Personnel

SRINAGAR, July 17: In a significant move aimed at addressing the civilian concerns of serving soldiers, the Lieutenant Governor of Jammu and Kashmir has approved the establishment of the Lieutenant Governor’s Sainik Sahayta Kendra (LGSSK)—a first-of-its-kind institutional platform dedicated to supporting personnel from the Indian Armed Forces and Central Armed Police Forces. This initiative, formalized under Government Order No. 933-JK(GAD) of 2025 dated July 17, 2025, seeks to ensure timely and structured grievance redressal for soldiers who are either currently posted in the Union Territory or originally hail from Jammu and Kashmir but are serving in different parts of the country.
Designed to function as a Soldiers’ Assistance and Liaison Cell, the LGSSK will act as a single-window mechanism for receiving, evaluating, and facilitating the resolution of grievances raised by serving soldiers. The Kendra will not only coordinate appointments with relevant civil or police authorities at the district level but also follow up on pending matters to ensure resolution. A performance dashboard will be maintained to monitor progress, and quarterly reports will be submitted directly to the Hon’ble Lieutenant Governor to ensure accountability and transparency in its functioning.
The Kendra is set to begin operations immediately and will function from dedicated offices located within the Civil Secretariat in both Jammu and Srinagar. To support its operations, the Information Technology Department will deploy two officials each in Jammu and Srinagar who are proficient in data entry, case tracking, file management, and official communications. These officials will be equipped with the required computer systems and allied hardware to ensure efficient handling of cases.
In addition, the Estates Department has been directed to make suitable accommodation arrangements for the Kendra at both Secretariat locations. For the administrative and operational management of the LGSSK, the government has nominated three officers, who will take on this responsibility in addition to their current roles. These include Prasanna Ramaswamy G, IAS, Secretary to the Government, Tribal Affairs Department; Aflaq Ahmad, JKAS, Under Secretary to the Government, Revenue Department; and Abhimanyu Singh, JKAS, Manager-cum-Protocol Officer at the Resident Commission of the J&K Government in New Delhi.
The establishment of the Lieutenant Governor’s Sainik Sahayta Kendra reaffirms the UT administration’s strong commitment to the welfare and dignity of its soldiers. By institutionalizing a support mechanism specifically for grievance redressal, the initiative reflects a broader policy vision of acknowledging the service of armed forces personnel and ensuring their civilian concerns are addressed promptly and effectively.
