Rail Revolution, Hydropower Surge, and Investment Inflows Mark Progress : J&K’s Post-370 Growth Story

Srinagar, August 4 :  Six years after the historic abrogation of Article 370, Jammu & Kashmir (J&K) is witnessing a tangible transformation across infrastructure, governance, and socio-economic indicators. From enhanced connectivity to improved public service delivery, the Union Territory (UT) is steadily emerging from decades of instability, though challenges of inclusive growth and sustained peace remain.  

Since 2019, J&K has embarked on an unprecedented infrastructure push, backed by central funding and policy support. Key achievements include:  

Power Sector Reforms : Hydroelectric projects like Pakal Dul (1,000 MW), Kiru (624 MW), and Ratle (850 MW) are advancing under the Prime Minister’s Development Package, aiming to harness the region’s 20,000 MW hydropower potential. The Revamped Distribution Sector Scheme (RDSS) has reduced AT&C losses and expanded smart metering coverage.  

Water Accessibility : Under the Jal Jeevan Mission, over 80% of rural households now have tap water connections, with full coverage targeted by 2025.  

Rail and Road Connectivity : The Udhampur-Srinagar-Baramulla rail link, featuring the world’s highest Chenab Bridge, and the Vande Bharat Express between Katra and Srinagar have revolutionized travel. Strategic tunnels like Zoji La and Z-Morh will ensure year-round connectivity to Ladakh.  

Urban Development : Smart City projects in Srinagar and Jammu, including the Jhelum Waterfront redevelopment, are enhancing livability and tourism potential.  

Investment inflows have crossed ₹5,600 crore since 2019, with proposals worth ₹66,000 crore under consideration—a sign of growing investor confidence.  

While security incidents have declined, the UT’s transition hinges on deeper democratic participation and equitable development. The Centre’s direct oversight has accelerated project execution, but critics highlight the need for grassroots political engagement.  

“Development alone isn’t enough; Kashmiris must feel they are stakeholders in India’s democratic process,” says political analyst Aarti Tikoo.  

The next phase of J&K’s transformation will depend on:  

Empathetic Governance: Bridging trust deficits through inclusive policymaking.  

Economic Diversification: Boosting tourism, agriculture, and tech sectors to create jobs.  

Sustained Security : Ensuring stability without over-reliance on militarization.  

As J&K moves from turbulence to tranquility, the progress since 2019 offers a blueprint—but the true test lies in making growth irreversible and participatory.
