Sets Pro-Active Security Mandate at High-Level Conference

JAMMU, Dec 18: In a decisive address that framed security as the cornerstone of development, Jammu & Kashmir Lieutenant Governor Shri Manoj Sinha chaired a high-level UT Level Security Conference in Jammu today, mandating a proactive and uncompromising strategy to dismantle terrorism in all its manifestations. The conference, held on the lines of the national DGPs/IGPs conference, served as a pivotal hub for deliberation and collaboration among Senior J&K Police, Intelligence, Civil Administration, and CAPFs officials, aiming to develop a whole-of-government approach.
The Lieutenant Governor, setting the tone for the discussions, stated that the conference was being held under the guiding leadership of Hon’ble Prime Minister Shri Narendra Modi Ji and Hon’ble Union Home Minister Shri Amit Shah Ji. He reflected that the threadbare discussions on the theme ‘Viksit Bharat: Security Dimensions’ during the DGPs/IGPs conference in Raipur this year embody the Government of India’s commitment to transforming policing institutions for a rapidly changing world.
Unequivocally defending the progress made, LG Sinha asserted that the tangible security gains achieved since 2019 must be robustly defended. To this end, he issued a clear command: “every single terrorist and its supporter operating in valley, forest, hills or village must be neutralised.” He highlighted that over the past six years, a strengthened security grid and the collaborative efforts of J&K Police, Army, Intelligence agencies, and CAPFs have yielded a significant decline in terrorist violence, the number of operating terrorists, and local recruitment.
Expanding the scope of action, the Lieutenant Governor underlined the critical need for coordinated action against not just terrorists, but also their enablers and ideologues, to completely eradicate the terror ecosystem and its safe havens. He emphasized a policy of equal severity, stating, “Armed terrorists and its supporters, OGWs and those elements intimidating the common citizen should be treated equally. We must ensure they pay a very heavy price for their action.”
Recognizing the evolving nature of threats, LG Sinha noted that the landscape of security threats has undergone a profound change in recent years. He called for a fundamental strategic shift from reactive to proactive security strategies, advocating for the deployment of sophisticated tools like Artificial Intelligence to effectively counter contemporary challenges including terrorism, terror financing, radicalisation, and the growing menace of narco-terrorism. The conference subsequently dedicated itself to formulating detailed strategies to tackle these evolving threats, enhance intelligence capabilities, and build a next-level security grid equipped for new-age security challenges.
