Police registers FIR Against BJP Pulwama District President Showkat Gayoor Andrabi Over Alleged Extortion, Threats

PULWAMA, Aug 11: Police have registered a case against Showkat Gayoor Andrabi, BJP district president Pulwama, following a complaint alleging extortion, criminal intimidation and wrongful restraint in connection with the extraction and transportation of soil for work being undertaken for Gurudwara Parbandhak, Barthana.

A copy of the FIR in possession with Kashmir Despatch reveals, that the case was registered at Police Station Pulwama as FIR No. 145 of 2026 on August 10, 2026, at 9:15 pm. The FIR invokes Sections 126(2), 351(2), 308(2) and 308(3) of the Bharatiya Nyaya Sanhita (BNS), 2023. The police have taken up the investigation, with Assistant Sub-Inspector Bashir Ahmad Dar appointed as the investigating officer.

The complaint was submitted by Mohammad Yaseen Ganie, son of Ghulam Ahmad Ganie, resident of Suthsoo B.K. Pora, Budgam. According to the FIR, the alleged incident relates to the Parigam area of Pulwama, falling within the jurisdiction of Newa Police Post.

According to the complaint incorporated into the FIR, Mohammad Yaseen Ganie was engaged in the extraction and transportation of soil for work being undertaken for Gurudwara Parbandhak, Barthana. The complainant has stated that the activity was being carried out under permission granted by the competent authorities and that relevant documents could be produced before the investigating agency.

The complainant has alleged that Showkat Gayoor Andrabi repeatedly interfered with the activity despite the claimed permissions and allegedly contacted him over the telephone, demanding money as a condition for allowing the work to continue.

The complaint alleges that Showkat Gayoor Andrabi made demands for ₹5 lakh on several occasions and allegedly warned that the complainant would not be allowed to continue his work unless the demand was met. The complainant has described the alleged conduct as a continuing pattern of pressure, intimidation and obstruction.
A major allegation in the FIR relates to an incident reported to have taken place on August 8, 2026, at around 10:50 am at the work or extraction site in Parigam.

The complainant has alleged that Showkat Gayoor Andrabi arrived at the site where vehicles engaged in transporting soil were stationed and deliberately placed his personal vehicle in front of the complainant’s vehicles, allegedly preventing them from moving forward and thereby obstructing the work.
The complainant has further alleged that Showkat Gayoor Andrabi had no lawful authority to stop the vehicles and that the alleged obstruction prevented the drivers and workers from carrying out the activity for which permission had purportedly been obtained.

The FIR consequently includes Section 126(2) BNS, relating to wrongful restraint.
The complaint also contains allegations of abusive and threatening behaviour at the site. According to the complainant, Showkat Gayoor Andrabi allegedly recorded videos on a mobile phone while accusing the complainant and those working with him of undertaking illegal activity.

The complainant, however, has maintained that he possessed the requisite permission from the competent authorities and that the work was being carried out lawfully.

According to the complaint, the confrontation allegedly created fear and apprehension among the drivers and workers present at the site. The complainant has alleged that when some of the drivers and workers questioned Showkat Gayoor Andrabi about the alleged obstruction, they were threatened with being booked under the Public Safety Act.
The complainant has further alleged that Showkat Gayoor Andrabi threatened to use his position or influence to have the PSA invoked against him if he did not comply with the alleged monetary demands.

These allegations form part of the criminal intimidation component of the case, with Section 351(2) BNS included in the FIR.
The complaint further alleges that the alleged pressure ultimately resulted in payments totalling ₹54,000 being made to Showkat Gayoor Andrabi.

According to the FIR, the complainant has alleged that ₹50,000 was paid on November 21, 2025, and another ₹4,000 on November 22, 2025, taking the alleged total to ₹54,000. The complainant has specifically claimed that the payments were not made voluntarily but were allegedly made under pressure and fear arising from the threats and alleged obstruction.
On the basis of these allegations, the complaint alleges that the circumstances disclosed the ingredients of extortion under Section 308(2) BNS, as the complainant claims he was allegedly placed in fear and thereby induced to part with money.

The complaint further alleges that the alleged demands continued even after the payment of ₹54,000. It claims that Showkat Gayoor Andrabi allegedly continued contacting and pressuring the complainant and making further demands for money.

The FIR accordingly also invokes Section 308(3) BNS, concerning putting or attempting to put a person in fear for the purpose of committing extortion.

The complainant has described the alleged conduct as a continuing pattern of harassment and intimidation and has expressed apprehension that further obstruction, threats and monetary demands could occur.

The complaint seeks investigation into the alleged payments of ₹50,000 and ₹4,000, examination of the complainant, drivers and workers who were allegedly present during the incidents and verification of the alleged repeated monetary demands. It has also requested investigation into whether similar demands were allegedly made from other persons.

The police have formally registered the case and initiated investigation. Assistant Sub-Inspector Bashir Ahmad Dar has been directed to investigate the matter. The FIR also records Deputy Superintendent of Police Mohd Waseem Khan as the officer in charge of Police Station Pulwama.

The investigation is expected to establish the circumstances surrounding the alleged payments, the nature and validity of the permissions relied upon by the complainant, the events at the Parigam site and the alleged threats and obstruction.

Police are also likely to examine the complainant and persons who were allegedly present at the site and to verify the documentary and other evidence relating to the alleged payments and communications between the parties.

Meanwhile, when contacted, a BJP leader told Kashmir Despatch that the matter has been brought into the notice of Party President Sat Sharma and any disciplinary action, if warranted, would be shared with the media very soon.
