The Road from Education to Employment; An Investment in Learning and Building Livelihoods

Economic empowerment begins when a young person completes education and starts preparing for a career. The Department of Social Justice and Empowerment has designed its schemes around this journey, ensuring that support at one stage creates opportunities for the next. From scholarships that help students continue their education to fellowships, coaching, skilling and financial assistance for entrepreneurship, these initiatives seek to establish a continuum of support that enables individuals to move towards economic independence.

Building the Foundation Through Scholarships

For a student from a disadvantaged background whose family has limited financial resources, completing school can be a challenge. At the end of Class 8, the question of whether education can continue often becomes a difficult one for the family. The Pre-Matric Scholarship Scheme addresses this concern by helping students remain enrolled through Classes 9 and 10. Beyond school, the Post-Matric Scholarship Scheme supports students with educational expenses, including tuition fees and maintenance costs, enabling them to pursue higher studies.

Keeping students within the education system is the foundation of the Department’s scholarship architecture. Over the last twelve years, the Pre-Matric and Post-Matric Scholarship Schemes for Scheduled Castes (SCs), Other Backward Classes (OBCs) and other eligible students have released more than <span;>₹<span;>65,756 crore to over 19.8 crore beneficiaries. These figures reflect the scale of support extended to students to help them overcome financial barriers and continue their education.

Alongside the expansion of coverage, the delivery system has also undergone significant improvements. Since 2021–22, scholarship schemes have moved to Direct Benefit Transfer (DBT), supported by measures such as de-duplication to eliminate redundant entries, biometric e-KYC for students and officials, and one-time registration to track students across academic years. Integration with DigiLocker, the All India Survey on Higher Education (AISHE) and the Unified District Information System for Education (UDISE) databases has further strengthened the system. These measures help ensure that financial assistance reaches students directly in their bank accounts, reducing the role of intermediaries and improving transparency.

Opening Pathways to Higher Education and Research

For students who complete school and aspire to pursue higher education, financial constraints can continue to limit their choices. The Department’s higher-education schemes seek to remove these barriers at different stages of the academic journey. The Top Class Education Scheme supports students admitted to designated premier institutions by meeting tuition fees and other eligible academic expenses, helping ensure that admission secured on merit is not lost because of a lack of financial resources.

For those who wish to pursue research, the National Fellowship Scheme provides financial support through stipends and contingency assistance, enabling scholars to concentrate on their academic work. The National Overseas Scholarship offers selected students an opportunity to pursue Master’s and doctoral programmes at leading universities abroad, widening access to advanced education and international academic exposure.

Students belonging to Other Backward Classes (OBCs), Economically Backward Classes (EBCs) and De-Notified Tribes (DNTs) also receive support through the PM Young Achievers Scholarship Award Scheme for Vibrant India (PM-YASASVI), which includes provisions for Top Class Education at both school and college levels. Together, these initiatives help students progress from school education to specialised learning, research and advanced academic qualifications.

Addressing the Challenge of Accommodation

Financial assistance for tuition and academic expenses is only one part of ensuring that students can continue their education. For a student from a small town who gains admission to a good institution in another city, finding safe and affordable accommodation can become an additional challenge. The absence of suitable residential facilities can increase the financial burden on families and, in some cases, contribute to students dropping out.

The hostel component of the Pradhan Mantri Anusuchit Jaati Abhyuday Yojana (PM-AJAY) and the Scheme for Construction of Hostels for OBC Boys and Girls seek to address this challenge by supporting access to residential facilities. Such infrastructure complements scholarship assistance and helps create conditions in which students can pursue their studies with greater security and continuity. The objective is to ensure that a lack of financial resources or essential infrastructure does not become an obstacle to educational advancement.

From Education to Innovation and Entrepreneurship

Education opens several pathways to economic empowerment. While many students aspire to secure employment, others wish to establish enterprises and create livelihoods for themselves and others. The Department’s economic interventions are designed to support both aspirations by extending assistance at different stages of the journey from learning to earning.

For young innovators and researchers, the Ambedkar Social Innovation and Incubation Mission (ASIIM) supports the development of innovative ideas into viable ventures, with funding of up to <span;>₹<span;>30 lakh. By encouraging entrepreneurship among students and researchers, the initiative seeks to connect knowledge and innovation with practical economic opportunities.

The Venture Capital Fund provides concessional finance to eligible enterprises, with an interest rate of 4 per cent, offering a comparatively affordable source of capital for business development. Such support can help aspiring entrepreneurs address one of the most significant barriers to starting or expanding a business: access to finance on reasonable terms.

Making Livelihood Finance More Accessible

Not every graduate wishes to establish a large enterprise. For many individuals, a small shop, workshop or service business may offer a practical route to financial independence. Access to affordable credit can make the difference between an aspiration remaining an idea and becoming a sustainable livelihood.

The Vanchit Ikai Samooh Aur Vargon ko Aarthik Sahayata (VISVAS) Yojana supports livelihood activities undertaken by eligible SC, OBC and Safai Karamchari borrowers, including individuals and self-help groups. Through an interest subvention of 5 per cent on income-generating loans, the scheme helps reduce the effective cost of borrowing from regular lending institutions. The benefit is credited directly, easing the financial burden on borrowers seeking to establish or expand small businesses.

For workers engaged in the sanitation sector, the Swachhta Udyami Yojana provides concessional loans through the National Safai Karamcharis Finance and Development Corporation (NSKFDC). The scheme supports sanitation-related enterprises involving vehicles and equipment, helping eligible beneficiaries move towards enterprise ownership. By facilitating access to finance for such activities, the initiative creates opportunities for workers to strengthen their livelihoods and participate more actively in economic development.

Creating a Continuum of Opportunity

Consider again a student who has completed Class 8 but is uncertain about the future. A scholarship can help the student remain in school and continue to college. Coaching support can open the way to competitive examinations, while assistance under higher-education schemes or fellowships can enable further study and research. For those who choose a different path, skilling opportunities, start-up funding and concessional loans can provide a route to employment or entrepreneurship.

Each stage of assistance prepares the ground for the next. The impact of these interventions can also extend beyond the individual beneficiary. A graduate who secures employment may help younger siblings continue their education. An entrepreneur who establishes a business and employs people from the neighbourhood can widen the circle of opportunity within the community. Over time, these gains can help families improve their circumstances and enable the next generation to begin its journey from a stronger position.

The Department’s task is to ensure that the links between these stages remain strong, so that a student taking the first step towards education can also see the possibilities that lie ahead. When scholarships, coaching, higher education, skilling and credit support work as complementary interventions, empowerment becomes more than a collection of separate benefits. It becomes a sustained progression from the classroom to the workplace, from education to enterprise and from one generation to the next.
