KARGIL, Oct 21: The Administration of the Union Territory of Ladakh has dissolved the erstwhile Ladakh Autonomous Hill Development Council (LAHDC), Kargil, with immediate effect following the reorganisation of districts in the region.
According to the decision, the Deputy Commissioner and Chief Executive Officer (CEO), Kargil, will exercise the powers and perform the functions of the dissolved Hill Council until separate Autonomous Hill Development Councils are constituted for the newly created districts.
The move marks an administrative transition in the governance structure of Kargil district following the reorganisation, under which new districts have been created with the objective of bringing administration closer to the people and improving the delivery of public services.
With the dissolution of the existing council, the Deputy Commissioner/CEO, Kargil, will temporarily assume responsibility for exercising its powers and discharging its functions to ensure continuity in administrative affairs until the new councils are formally constituted.
The interim arrangement is intended to maintain the functioning of local administration and avoid any disruption in governance during the transition period. It will remain in force until separate Autonomous Hill Development Councils are established for the newly created districts.
The development is significant in view of the role played by the LAHDCs in local governance, planning and development in the strategically important Ladakh region. These councils serve as important institutional mechanisms for addressing local developmental priorities and facilitating the participation of people in decision-making.
The dissolution of the erstwhile LAHDC Kargil is linked to the broader administrative restructuring of the region. The constitution of separate councils for the newly created districts is expected to determine the future framework of local-level governance in the reorganised areas.
However, the administration has yet to constitute the separate Hill Development Councils envisaged under the new arrangement. Until that process is completed, the Deputy Commissioner/CEO, Kargil, will discharge the relevant powers and functions as an interim measure.
The decision brings the existing LAHDC Kargil structure to an end with immediate effect and places its relevant administrative responsibilities under the Deputy Commissioner/CEO, pending the establishment of separate councils for the newly created districts.
