Mubarak Gul’s Retreat Fuels Speculation Over Behind-the-Scenes Talks Within National Conference

What was widely anticipated as a potentially significant political moment for the National Conference ended in an abrupt change of course on Wednesday, as senior party leader Mubarak Gul called off his proposed press conference, leaving unanswered questions about the internal developments that had fuelled speculation across Jammu and Kashmir’s political circles.

For more than a week, reports of growing discontent within the ruling party had dominated political discussions, with suggestions that resentment over the recent cabinet expansion could develop into a broader organisational challenge for Chief Minister Omar Abdullah.

Legislators reportedly dissatisfied with their exclusion from the new Council of Ministers, alongside concerns over the continuation of existing political arrangements, were said to be weighing their options. Gul, a six-time MLA from Eidgah and former Speaker of the Legislative Assembly, had emerged as one of the prominent figures associated with this discontent.

His public announcement that he would “reveal everything” on November 4 had raised expectations of an unusually candid account of the party’s internal affairs. However, when the scheduled day arrived, the anticipated disclosure did not materialise. Addressing reporters, Gul declined to make any revelations, attributing his decision to the advice and sentiments of colleagues and friends.

The sudden reversal has naturally prompted questions about what may have transpired between his earlier announcement and Wednesday’s appearance. While Gul has offered no detailed explanation, the sequence of developments leaves room for speculation about whether interventions within the party helped avert an open confrontation.

The immediate backdrop was his exclusion from the cabinet expansion, a development that reportedly caused considerable resentment among his supporters, some of whom staged protests outside the National Conference headquarters at Nawa-i-Subh. In an apparent effort to address the disquiet, party president Dr Farooq Abdullah subsequently appointed Gul as the NC General Secretary.

The arrangement, however, appeared to generate further uncertainty when, following a meeting involving legislators described in political circles as a rebel group, it emerged that veteran leader Ali Mohammad Sagar would continue to hold the organisational position. This left questions about Gul’s exact role and the extent of the accommodation offered to him.

Having remained associated with the National Conference throughout six consecutive electoral victories, Gul’s public expression of dissatisfaction was significant. His announcement of a November 4 press conference suggested that the differences had reached a point where he was prepared to take his grievances beyond the party’s internal forums.

Wednesday’s decision to step back, therefore, represents an important turn in the episode, although the reasons behind it remain unclear. Gul’s reference to the “guidance and sentiments of colleagues and friends” could indicate that well-wishers urged restraint. It may also suggest that conversations within the party had persuaded him that a public confrontation would serve little purpose at this stage.

Whether these interactions involved specific assurances, a possible organisational accommodation or simply an appeal to preserve party unity is not known. Nevertheless, the timing of his decision has strengthened the possibility that efforts were made to resolve the differences through internal engagement rather than allowing them to escalate publicly.

The episode also needs to be viewed against the broader political arithmetic of Jammu and Kashmir. Despite reports of discontent, there has so far been no clear indication of a coordinated move by National Conference legislators to leave the party or challenge the government’s stability. The ruling party continues to enjoy the advantage of a substantial electoral mandate, while the available political alternatives offer no obvious guarantee of greater influence to disgruntled legislators.

For Gul in particular, a political break would carry considerable implications. His decades-long association with the National Conference, its organisational network and his established electoral base in Eidgah make any departure a consequential decision. Having represented the constituency six consecutive times, he has strong political roots within the party structure. This does not rule out differences over recognition or responsibility, but it does make an outright rupture a more complicated proposition.

Against this backdrop, some of the predictions of an imminent party split may have overstated the extent of the crisis. The developments appear, at least for now, more consistent with an internal disagreement over political representation, organisational standing and the distribution of influence than with an ideological or institutional breakdown.

The response of other National Conference legislators has also been relatively measured. Rather than publicly escalating the dispute or demanding disciplinary action, several leaders have sought to portray the episode as part of the normal functioning of internal party democracy. Such a response may have helped lower the political temperature while giving all sides room to avoid an embarrassing public confrontation.

For NC leadership, containing the disagreement without creating the impression of an internal revolt was clearly important. For Gul, withdrawing from the proposed press conference allowed him to keep the possibility of further engagement open without committing himself to a confrontation that could have lasting consequences for his relationship with the party.

Yet his closing remark, “I am a fighter. I will continue to fight,” suggested that his concerns should not necessarily be considered settled. The statement appeared intended as much for his supporters as for the party leadership, signalling that his decision to remain silent should not be interpreted as an abandonment of his political expectations.

This recent episode also highlights a wider organisational challenge for the National Conference as it enters a new phase of governance under Omar Abdullah. The party must reconcile the expectations of senior leaders whose long association and electoral contributions have shaped its political foundations with the ambitions of a younger generation seeking greater space in the organisation and government.

Managing this transition will require a delicate balance between experience, political loyalty and generational change. Cabinet positions are only one aspect of that equation; organisational authority, political recognition and the distribution of responsibilities also carry considerable weight.

For now, the immediate confrontation appears to have been averted, although the underlying differences may not have been entirely resolved. Gul’s proposed revelations remain undiscloseda nd the precise nature of any understanding with the party leadership is yet to emerge.
