High Court directs Union road transport ministry to reduce toll rates in J&K

Jammu — In a major relief for commuters, including pilgrims to the Mata Vaishno Devi shrine, the High Court of Jammu and Kashmir and Ladakh has directed the Union Ministry of Road Transport and Highways to slash hefty toll fees in the Union Territory within four months.

It also said the fees collected at the Lakhanpur and the Bann toll plazas would be 20 per cent of the rates in force prior to January 26 last year till the national highway from Lakhanpur to Udhampur could become fully operational.

A division bench of Chief Justice Tashi Rabstan and Justice MA Chowdhary passed the directions on a PIL seeking exemption of the toll collected along the Jammu-Pathankot Highway between Lakhanpur and Bann till the ongoing work on the Delhi-Amritsar-Katra Expressway was completed.

The highway is being extended to be connected to the expressway.

“There should not be mushrooming of toll plazas in the Union Territory of Jammu and Kashmir and the Union Territory of Ladakh only with the sole aim and objective of minting money from the general public… Respondents are charging hefty toll fees at Bann toll plaza, whereas toll fees at other toll plazas are also high,” the bench said in a 12-page order issued on Tuesday.

“Thus, not only the treasures of NHAI (National Highways Authority of India) are being filled with thousands of crores of rupees, private contractors are also enriching themselves by accumulating crores of rupees,” it added.

Since the fees must be fair enough for the general public and should not be a source of revenue-generating mechanism, the respondents — particularly the Union ministry concerned — are directed to consider levying of “fair and genuine” fees at the toll plazas, thereby slashing the existing fees at all the plazas as the current rates are on the higher side, the high court said.

“The decision in this regard (will) be taken positively within a period of four months from today (Tuesday),” according to the order.

The high court also ordered the respondents — the NHAI, Jammu and Kashmir government and the Union Ministry of Road Transport and Highways — to withdraw within one week the order or direction regarding redistributing the influence length from Lakhanpur to Udhampur between the Lakhanpur and the Bann poll plazas with effect from January 26 last year after closure of the Thandi Khui toll plaza.

“Respondents are directed to levy only 20 per cent of the toll fee with immediate effect, ie, the toll fee at Lakhanpur toll plaza and Bann toll plaza shall be 20 per cent of the rates earlier in force before 26.01.2024 till the national highway from Lakhanpur to Udhampur gets fully operational for smooth utilisation of the public,” the high court said.

“Respondents to charge the full toll at both these toll plazas only after the issuance of a certificate in this regard by an independent surveyor,” it said.

The high court also directed the respondents not to establish any toll plaza within 60 kilometres of National Highway 44. “If there is any toll plaza in the Union Territory of Jammu and Kashmir or in the Union Territory of Ladakh within 60 kilometres on the national highway, respondents (are directed) to remove the same within two months from today (Tuesday).”

The respondents and the contractors of the toll plazas were directed not to employ anyone with a criminal background.

The high court also directed the respondents and the contractors to deploy personnel at the toll plazas only after verification by police agencies concerned. “In case of any deviation in this regard, the concerned SHO or in-charge shall be personally responsible for the same.” — (PTI)

DJMC hosts spl session on Public Service Broadcasting in digital era

AWANTIPORA, Feb 26: The Department of Journalism and Mass Communication (DJMC), Islamic University of Science and Technology (IUST), organised a special session on ‘Role and Challenges of Public Service Broadcasters in the Era of New Digital Platforms’ on Tuesday.

The lecture was delivered by Shabir Ahmad Dar, an Indian Information Service officer and Assistant Director (News) at Doordarshan, Srinagar, under IUST’s Industry Connect initiative.


During his interaction with students and scholars of DJMC and other departments, Dar discussed the role of Public Service Broadcasting and Prasar Bharti in India. Highlighting the milestones achieved by Doordarshan in Kashmir, he emphasised how the content fosters a sense of community in the region.


Encouraging students to prioritize accuracy amid the rise of misinformation, he shared the challenges of verifying information at Doordarshan. “Ignoring the race to break the news first, we wait for information to be verified but do not disseminate false information,” he asserted.


Discussing various challenges including the growing competition from digital platforms, he informed that Prasar Bharati is adapting by tailoring content to meet audience needs, and enhancing its presence on social media and streaming platforms. “We are investing in digital technologies, which also gives job opportunities to local talent.”


Mr. Dar further shared insights into the current trends in journalism, urging students to consider pursuing government exams like the UPSC for job security in an era of industry saturation and job layoffs. He also encouraged students, particularly those in their final year, to seize the opportunities. He also shared his personal journey, including his experiences with various organisations before joining Doordarshan. He answered numerous student queries, offering valuable career advice.


Head DJMC, Dr Rabia Noor, delivered the welcome address, while Senior Assistant Professor, DJMC, Dr Monisa Qadiri, proposed the vote of thanks.

Days after developing cracks, portion of Hajin road collapses, traffic restricted

Bandipora, Feb 26 : A portion of a road along the Jhelum river in Hajin town of north Kashmir’s Bandipora district has collapsed after developing cracks over the past few days, promoting authorities to restrict traffic movement on the road, officials said.

The situation has caused panic among locals, who had been raising concerns about the worsening condition of the road.

Deputy Commissioner Bandipora Manzoor Ahmad Qadri told news agency—Kashmir News Observer (KNO) that the traffic on the road has been restricted as a precautionary measure.

He also said that teams of Irrigation and Flood Control have been mobilized to provide temporary solutions. “Formal tendering process for the project will be completed this week, and the restoration work on the road is expected to begin soon,” he said.

Locals said that they have been noticing the cracks over the past few days, but today a portion of the road collapsed completely, creating fear among the residents—(KNO)

Awantipora Police Registers First-Ever e-FIR via Email

Awantipora, Feb 26 : In a sophisticated way towards digital policing, Police Station Khrew has registered its first electronic First Information Report (e-FIR) following a complaint lodged via Email.

The complaint was filed by Mushtaq Ahmed Bhat resident of New Colony Khrew, against Adil Ahmad Bhat and Bilal Ahmad Bhat both residents of New Colony Khrew.

The complainant alleged them about assaulting his whole family causing injury to them. The complainant has supported the complaint with OPD ticket from PHC Khrew and copy of Aadhaar card as evidential proof.

Upon examining the complaint the cognizance has taken by registering e-FIR, coves under Case FIR No. 17/2025, under the relevant sections of the BNS in Police Station Khrew.

Intruder killed as BSF foils an infiltration bid on Pathankot

Jammu, Feb 26 :- An intruder was killed as BSF on Wednesday said to have foiled an infiltration bid in Pathankot on the international border.

An official said that at pre dawn , BSF troops observed a suspicious movement across the IB in BOP Tashpatan, Pathankot border area and a intruder was observed crossing IB.

He said that the intruder was challenged by the alert troops but paid no heed and kept on moving.

BSF troops sensing threat neutralised the intruder while the identity and motive of the intruder is being ascertained, he said.

Vigilant BSF troops thwarted infiltration attempt and strong protest will be lodged with pak Rangers, he said.—(JKNS)

Govt SSA Primary School Gutted In Midnight Blaze In Anantnag

Srinagar, February 26 : A government primary school building was reduced to ruins in a midnight blaze in Malpora area of Ranipora in South Kashmir’s Anantnag district on Wednesday.

Officials said that during intervening night fire erupted from the building of government SSA primary school. Due to the blaze, the cylinder inside the building also exploded, causing extensive damage to the building.

Soon, team of police and Fire tenders reached to the spot and doused off the fire. However, no loss of life or injury was reported in this incident.

Meanwhile, police have started investigation regarding the cause of fire.(GNS)

Jammu family anxiously awaits return of son trapped in Telangana tunnel

Jammu — Four days after eight workers got trapped in a partially collapsed SLBC tunnel in Telangana, a family near the international border in Jammu are eagerly awaiting safe return of their son and prayed for speeding up the rescue efforts.

Sunny Singh, 32, was working as a machine operator at the site and was among the eight workers trapped inside the partially collapsed tunnel in the Srisailam Left Bank Canal (SLBC) project in Telangana’s Nagarkurnool district on Saturday.

Despite relentless efforts by the Indian Army, the Navy, the NDRF and other agencies, no breakthrough has been achieved so far in the rescue operations as the teams had to navigate through thick muck, tangled iron rods and cement blocks to reach the accident spot in the tunnel to extricate the trapped persons.

The relatives have been making a beeline to the family living in Gurha Manhasan village in Pargwal area on the India-Pakistan border, 40 kms from here, offering prayers for his safety and giving hope of their reunion.

Singh’s father Ram, a retired soldier, is holding back his emotions, while his mother Chanchalo Devi and sisters Anjali and Radha are terribly upset along with their younger brother Rajesh. Singh’s wife Deepti had shifted to her parent’s home.

“We have had no news about him for the last four days and are looking forward to hearing good news soon. One of our relatives, who is also working there, was the one who informed us about the incident,” Rajesh told PTI.

He said the company had not contacted them so far and the wait is very painful for the entire family.

“I only want my son to return home safe and sound. It has been four days and he must be hungry. I appeal to the government to get him out as soon as possible,” Devi said.

She appealed to Prime Minister Narendra Modi to speed up the rescue operation to get the eight trapped children safely out of the tunnel.

“We were talking to him on an almost daily basis, but we did not talk with him on that fateful day,” the mother said with tears rolling down her eyes.

Ram said that he came to know about the incident on February 22 itself at 2.30 pm.

“The son of my uncle is working in the same company and he informed us about the incident. We left for the state but returned from Amritsar after our relative informed us that the company had asked us to wait at your home.”

Radha said that Sunny was planning to return home in April to complete the work of his under-construction house. — (PTI)

SRINAGAR, Feb 25: Asia’s largest Tulip Garden, located in the heart of Srinagar, is gearing up for yet another mesmerizing display of vibrant blooms, as it prepares to showcase an astonishing 1.7 million tulip bulbs this year. Adding to the grandeur, the garden will introduce two new tulip varieties imported from the Netherlands, further enhancing its visual splendor, officials confirmed.

Nestled at the foothills of the majestic Zabarwan Range and offering a panoramic view of the iconic Dal Lake, the Indira Gandhi Memorial Tulip Garden is one of the most sought-after tourist destinations in Kashmir. Every year, nature enthusiasts, photographers, and travelers from around the globe flock to this garden to witness its breathtaking beauty.

Assistant Floriculture Officer (AFO) Asif Ahmad, while speaking to UNI, emphasized the continuous efforts of the Floriculture Department in enriching the garden’s appeal. “Every year, we strive to introduce new tulip varieties to make the garden more vibrant and visually appealing. This year, we have added two new varieties to make the display even more colorful and attractive,” he said.

The garden, which featured 72 varieties of tulips last year, has now expanded to showcase 74 different varieties, offering an even more mesmerizing floral experience. With preparations in full swing, the garden is expected to be opened to the public after March 20, allowing visitors to immerse themselves in a sea of colors.

Asif further revealed that the two new tulip varieties being introduced this year are the ‘Triumph’ and ‘Darwin Hybrid’—both of which have been imported from the Netherlands, a country renowned as the world’s largest producer of tulips. These additions are expected to add a fresh burst of color and charm to the garden, making it an even more delightful spectacle.

Apart from the 74 varieties of tulips, the garden will also feature a diverse array of other flowering species, including daffodils, hyacinths, muscari, and supreme blossomed bulbs, along with trees in full bloom. Altogether, 1.7 million bulbs of tulips and other supreme varieties will grace the garden this season, creating an enchanting floral paradise for tourists and nature lovers alike.

Highlighting the uniqueness of the garden, Asif stated that India, like several other countries, sources its tulip bulbs from the Netherlands due to its status as the largest producer of these exquisite flowers. “Every year, we modify the vibrant color schemes displayed in the garden to provide visitors with a fresh and captivating experience. This year’s display will be quite different from previous years,” he added.

The AFO explained that while there are more than 3,000 varieties of tulips worldwide, the garden’s display is primarily curated based on three dominant colors—red, yellow, and white—which are most admired by tourists. The vibrant color coordination is meticulously planned to create a visually harmonious and picturesque landscape.

Asif also shared updates on the garden’s ongoing expansion and development projects. “The Tulip Garden has nearly reached its full expansion, with green spaces added wherever necessary. Additionally, work on Project Sakura is underway and will take a couple of years to complete,” he said. Other expansion initiatives, such as the construction of water channels and the installation of high-rise fountains, have also been nearly completed, further enhancing the garden’s overall appeal.

The Tulip Garden has already earned a place in the World Book of Records (London) for its unparalleled beauty, making it a unique selling point for Kashmir’s tourism industry. As one of the valley’s prime attractions, the garden significantly contributes to the local economy by drawing in a large number of visitors.

Last year, the garden witnessed a record-breaking footfall of 4.65 lakh tourists during its short 25-day blooming period. The brief yet spectacular lifespan of tulips has proven to be a major boost for Kashmir’s tourism sector, benefiting all stakeholders involved. As the countdown to this year’s tulip bloom begins, the region is set to witness another surge in tourism, with visitors eager to experience the breathtaking floral spectacle firsthand.
