Bandipora, Oct 13:- Member of parliament north Kashmir Engineer Rasheed on Sunday i Gurez Bandipora said that the central government’s claims of border areas have been developed after abrogation of Article 370 are baseless and says border area’s priority for him.

Speaking with the media during his visit to a village near the line of control in Gurez Rasheed said that the politicians have to keep their ego aside and start work for peoples betterment.

“I promise to the people of Gurez their operational theater will be functional by the end of this year from my own MP fund, and will demand LG for permanent Gynecologist posts for Gurez valley so that people will not suffer anymore and will not travel to Bandipora in winter months for medical facilities.”

He also said that his priority in his tenure will be to sanction a road tunnel for Gurez valley, whether he will be in Tihar or outside that.

“Bharatiya Janata party invested a lot on Gurez assembly seat and was expecting this seat for BJP in which they were almost successful somehow, but their promises with people remain unfilled” he added. “PM has promised the villagers of Tarbal 5 of land if PM cannot fulfill that promise in the last five years. What else can people expect from him? Border peoples are tied up with fake promises of center.”

FairPoint: Balancing Jammu and Kashmir, Omar Abdullah’s crown has thorns

New Delhi — With the formation of the newly elected government — the first since the abrogation of Article 370 — the second crucial test begins in Jammu and Kashmir.

The first test was passed with flying colours with over 60 per cent turnout in the Assembly elections.

The Union Territory is unlike any other state/UT. It is a place which has still not fully neutralised Pakistan-supported terrorism and continues to be in the sensitive bracket. Undoubtedly, significant progress has been made in containing terrorism, separatism, stone-pelting, and hartals after the abrogation of Article 370. The challenge now is to sustain these gains and not let them erode.

NC Vice President Omar Abdullah has no easy path. This will be his second term as the Chief Minister of Jammu & Kashmir. His first term was from 2009 to 2014 when he served as the CM of the erstwhile state. The separatist lobbies were very active then. The Hurriyat Conference was dictating hartals now and then and stone-pelting incidents were routine. Syed Ali Shah Geelani, the hawk who dominated separatist politics for decades in the valley, would give a call for hartals and force everything shut.

For instance, in 2009, Geelani managed to enforce a nearly 45-day shutdown by exploiting the deaths of two women who drowned. The case was initially presented as a rape and murder by security forces, but it was later found to be false, with two doctors involved in preparing fake reports. The rot was so deep, and Omar Abdullah could do nothing but endure the situation as the Hurriyat writ ran large. Even in 2010, Geelani brought the valley to a grinding halt after a teargas shell killed a youth during a protest.

Then in February 2013, Afzal Guru, the Parliament attack convict, was hanged and Omar Abdullah’s government imposed a curfew for 10 days. He managed to keep the situation in control and not let things go out of hand. However, Abdullah tripped when he added ‘Saheb’ to the convict’s name and termed the hanging “political.”

During his first term as CM of J&K, Omar Abdullah faced intense Hurriyat activism, and towards the end of 2014, his government’s failure to tackle the 2014 floods changed everything for him. In the 2014 Assembly elections, his government was voted out of power. He lost the Sonawar Assembly seat and managed to win from Beerwah by a margin of over 1,000 votes.

Now again voted to power after 10 years in the 2024 Assembly elections, Omar Abdullah is again the CM, but this time there is no Hurriyat Conference, separatists to curb, Geelani is dead, Yasin Malik is in jail and other anti-India forces operating in the valley have been checked. There are no stone pelters and shutdowns don’t happen.

In fact, he is taking over when peace is predominant, tourism is booming, various businesses have taken off and infrastructural development is on.

His challenges are largely to maintain the pace of development, peace, security and harmony between Hindu-dominated Jammu and Muslim Kashmir.

The election verdict is clear, but largely fractured and definitely not as simple, given the numbers — NC-42, Congress-6, BJP-29, PDP-3, CPI(M)-1, PC-1, AAP-1 and Independents-7. In the 43 seats of the Jammu division, BJP retained its stronghold. Out of the 29 seats, 14 were won with a margin of victory greater than 20 per cent of the respective constituency’s vote share. The party also improved its vote share from 22 per cent in 2014 to over 25 per cent. On the other hand, in the 19 seats the party contested in the Valley, its candidates lost their deposits in all but one seat. But even in Kashmir, the party’s vote share saw a rise.

Kashmir voted in favour of the National Conference-Congress. Of the 47 seats in Kashmir, the combine won 41. The NC did exceedingly well in the valley though the NC’s overall vote share at 23.43 per cent was behind the BJP’s 25.64 per cent.

The way Kashmir and Jammu voted again, polarization is too glaring to be brushed aside. The two regions have strongly asserted their religious identities, with Hindu-majority Jammu electing BJP and Muslim-majority Kashmir voting overwhelmingly for Abdullah’s NC. These stark preferences pose a big challenge to Junior Abdullah as he will have to balance the two and not appear as Kashmir-inclined only. And the Centre, through the Lieutenant Governor, will closely monitor him.

Omar Abdullah has already announced that his first Cabinet decision will be on statehood and wants the Prime Minister to keep his word on this. While he has reaffirmed his stand on statehood, about Article 370, he has said that it will not be possible to get it back so long as the PM Modi-led government is at the Centre.

Will Omar Abdullah maintain the conciliatory approach in dealing with the Centre? Only time will tell. However, his government has the potential to make or break Kashmir’s peace and security, while also meeting Jammu’s aspirations for a better deal. – (IANS)

Man stabbed to death in Parimpora, Sgr

Srinagar, Oct 13 : A man was stabbed to death by another in the Parimpora area of central Kashmir’s Srinagar district on Sunday, officials said.

An official told the news agency—Kashmir News Observer (KNO) that a man was stabbed by another person, reportedly his cousin, and was left seriously injured in Parimpora Srinagar.

He said the man was immediately taken to the hospital in critical condition, where doctors declared him dead on arrival.

Meanwhile, the victim was identified as Amir Ahmad, and police have initiated an investigation—(KNO)

Dar-ul-Uloom Sheeri Administrator Suspended for Mismanagement, Corruption

Baramulla: Molvi Abdul Qayoom Qasmi, the administrator (Muhtamim) of the esteemed Islamic seminary Dar-ul-Uloom Islamia Arbia Sheeri in Baramulla, has been suspended following serious allegations of mismanagement and corruption. The decision comes after Qasmi reportedly defied directives from the Working Committee (Majlis-e-‘Aamila) and the Advisory Council (Majlis Shura), as well as obstructing the financial audit by imposing personal locks on the accounts section and donation box.

An official order from the Majlis Shura and Majlis-e-‘Aamila, issued under No. 54-64/B/2024 on October 12, 2024, confirms the suspension. The document, titled “Suspension of Maulvi Abdul Qayoom Qasmi Muhtamim Dar-ul-Uloom Sheeri,” outlines significant violations, stating, “You have clearly violated the orders of the Majlis-e-Amila by installing an additional lock on the Accountant’s Room and Donation Box (Chanda Beti), thereby hindering the audit and accountability process. Consequently, you are suspended until further orders. You are further directed to provide a written explanation within two days concerning these violations, or face potential legal action.”

In light of Qasmi’s suspension, Molvi Mohammad Yusuf has been appointed as the in-charge administrator. The order urges all staff members to cooperate with the acting Muhtamim to maintain the seminary’s operations without disruption.

This development follows ongoing concerns regarding the seminary’s financial practices, including allegations of misappropriating and misallocating funds, allegedly contravening Sharia law. Tensions heightened as Qasmi purportedly interfered with the audit, contributing to uncertainty within the institution.

A report from the Majlis-e-‘Aamila presented to Markazi Awkaf Islamia Sheeri highlighted significant discrepancies, specifically Qasmi’s unauthorized purchase of a Ford EcoSport vehicle for Rs 3,70,000 using funds from the Zakaat account (CD 314). This transaction was made without prior approval from the Majlis Shura or Majlis-e-‘Aamila. An additional allegation details the illegal withdrawal of Rs 40,000 from the Welfare Fund, further emphasizing breaches of Sharia law.

Despite efforts by Awkaf Islamia to mediate and proceed with the audit, Qasmi reportedly declined to cooperate with the delegation, exacerbating concerns about transparency. The investigation also indicates widespread misappropriation of funds collected through alms, donations, and Zakaat from the local Muslim community, raising alarms about the integrity of financial management.

Community members from the Sheeri and surrounding Narvaw area have called for the Working Committee of the Dar-ul-Uloom to take decisive action to combat corruption within the institution. They stress the importance of restoring the seminary’s credibility, upholding its constitutional values, and ensuring accountability and transparency.

Moderate earthquake jolts Chenab valley this morning

Doda, Oct 13 : A 4.3 magnitude earthquake hit Chenab valley with an epicenter in Gundoh area of district Doda this morning.

The earthquake shook the entire region around 6.14 am but the time period was short.

“We don’t often feel such moderate earthquakes at our home but today it woke us all up. The tremor didn’t allow anyone to come out of their homes,” a resident of Doda town, told news agency—Kashmir News Observer (KNO)

For the past few years Chenab valley has been witnessing frequent earthquakes and experts believed that such moderate earthquakes release pressure and the chances of any big earthquake become less.

NCP leader Baba Siddiqui shot dead in Mumbai, 2 arrested, opposition slams govt

Mumbai — Nationalist Congress Party leader and former Maharashtra minister Baba Siddique was shot dead by three men in Mumbai’s Bandra area on Saturday, and two of the assailants have been since arrested, officials said.

The shocking incident prompted the Opposition to question the law and order situation in the state where assembly elections are expected to be held next month.

Siddique (66), a former Congressman, was admitted at the Lilavati Hospital but succumbed to the injuries.
He was attacked outside his MLA son Zeeshan Siddiqui’s office near Colgate ground in Nirmal Nagar, Bandra East, police said.

Baba Siddique had represented Bandra (West) seat three times in the assembly. A prominent Muslim leader from Mumbai, Siddique was also known be close to several Bollywood stars.

In a condolence message on X, deputy Chief Minister and NCP chief Ajit Pawar described the attack as extremely unfortunate and condemnable.

“I was shocked on learning that he died in this incident,” Pawar said, adding that he had lost a good friend and colleague.

“We have lost a leader who fought for the minority community and secularism,” he said, adding that a thorough probe would be conducted into the attack.

Maharashtra Chief Minister Eknath Shinde said earlier that Mumbai police commissioner Vivek Phansalkar had told him that two alleged shooters have been taken into custody.

One of them is from Uttar Pradesh and the other from Haryana, while a third accused fled from the spot, the CM told TV channels.

Deputy Chief Minister Devendra Fadnavis, who also holds the home portfolio, arrived at Lilavati Hospital some time after the incident.

Siddiqui had joined the Ajit Pawar-led NCP only this year.

NCP (SP) president Sharad Pawar said the deteriorating law and order situation was worrying. It was also alarming that the situation was being handled so lightly, Pawar said as he targeted Home Minister Fadnavis.
The ruling party should take responsibly and quit, the senior Pawar said in his post on X.

Balasaheb Thorat, leader of the Congress legislature party in Maharashtra assembly, said a leader from the ruling party with Y-category security was shot dead, which raises serious questions on the law and order situation.

Shiv Sena (UBT) leader Aaditya Thackeray said the murder was shocking.
“This, sadly, reflects on the law and order situation in Maharashtra. The complete collapse of administration, law and order,” Thackeray said.

NCP working president Praful Patel, a close friend of Siddiqui, said he was at a loss for words.

BJP leader and former Congressman Ashok Chavan said he had worked with Siddiqui when both were in the grand old party, adding the news was shocking.

In a post on X, Congress leader Ramesh Chennithala, the party’s in-charge for Maharashtra, said he was deeply shocked at the death of a “dear friend from my Youth Congress days”. — (PTI)

SRINAGAR, Oct 12: CPI(M) leader and MLA-elect Mohamad Yousuf Tarigami on Saturday expressed serious concern over the issuance of new orders regarding appointments and service matters by the Lieutenant Governor (LG) of Jammu and Kashmir, just days before the formation of the new legislature and cabinet. The J & K government on Friday Amended the Civil Services Rules to provide for the setting up of the Services Selection Board for the recruitment of non-gazetted staff.

The CPI(M) leader said that these actions undermine the significance of the upcoming legislature and cabinet, which are expected to be formed soon.

In a statement, Tarigami pointed out that since 2018, Jammu and Kashmir has been under central rule, and such orders should have been issued in previous years.

He questioned the timing of the LG’s decisions, suggesting that these matters should have been left for the elected representatives to handle.

Describing the new orders as “unwarranted,” Tarigami called for their immediate rollback, emphasizing the need to respect the democratic process as the region prepares for a new legislative Assembly and new government. (Agencies)

SRINAGAR, Oct 12: The Panchayat election in Jammu and Kashmir will be held only after the new government approves reservation recommendations to be made by Other Backward Classes (OBC) Commission. With approximately 6.5 million voters poised to shape the future of local governance, the commission is diligently working to finalise its report on reservation recommendations, which will be submitted to the government shortly.

Following the recent Lok Sabha and assembly elections, the State Election Commission ramped up its efforts regarding panchayat elections, recognising the pivotal role that local bodies play in the development of rural areas.

To facilitate the electoral process, preparations are underway to upload the list of existing voters on the State Election Commission’s website by the end of this month. This will enable voters to amend their records during special summary process.

As already reported, the UT administration constituted a three-member OBC Commission led by retired judge Janak Raj Kotwal, alongside retired IAS officer Raj Kumar Bhagat and former Dean of SKUAST Jammu, Prof Mohinder Singh. Their task is to evaluate the representation of OBCs in Jammu and Kashmir’s total population, as well as to assess the reservation provisions in municipal corporations and other local bodies.

This groundbreaking initiative is aimed at implementing OBC reservation for the first time in both panchayat and local body elections in Jammu and Kashmir. The commission’s findings will play a crucial role in determining whether adequate representation already exists in respective areas, which may influence the decision on the necessity of reservation.

The term of the current panchayats expired on January 9, 2024, leaving the development work to be managed by the Block Development Officers (BDOs). With 65,85,263 voters eligible to cast their ballots, the numbers may be updated with amendments before the elections, which are tentatively slated for November-December. The government will oversee the election process under the Panchayati Raj Act, with the State Election Commission committed to ensuring transparency throughout.

Jammu and Kashmir has a total of 4,291 panchayats, each led by a Sarpanch, with 33,597 Panch positions available for election. The distribution of panchayats varies across districts, with notable numbers in Udhampur (236), Ramban (143), Poonch (229), and various districts in the Kashmir division, including 21 in Srinagar and 402 in Baramulla.

Farooq Abdullah Calls for Return of Kashmiri Pandits, Emphasizes Statehood for J&K

SRINAGAR, Oct 12:  National Conference President Farooq Abdullah expressed optimism about the return of Kashmiri Pandits to their homeland and called for unity among the people of Jammu and Kashmir.

Speaking to the media, Abdullah emphasized the need for peace and reconciliation, stating, “The truth wins. You saw how the lie was burning and how the truth was rising. We are Indians and we want to support everyone.”

Addressing the question of Kashmiri Pandits, Abdullah was firm in his belief that it was time for them to return.

“They should come back home, and they should come back soon,” he said, adding that solutions for the region’s issues would encompass not only the Pandits but also the people of Jammu. “We have to behave well with them. They should also feel that they have no enemies in the National Conference,” he remarked.

Abdullah reflected on the historical unity of the people of Kashmir, recalling the time when Hindus, Muslims, and Sikhs stood together against external threats. “When Kabali came, who was there to save us? Sheikh Mohammed Abdullah and the National Conference. We Kashmiris were ready—Hindus, Muslims, and Sikhs. And God willing, we will remain one,” he added.

On the political front, Abdullah hinted at the formation of the new government in Jammu and Kashmir, stating that he would invite Sonia Gandhi and other leaders of the opposition alliance to the event. “Why not? We will definitely invite them once the president’s rule is lifted, and the date is confirmed,” he said.

Abdullah also addressed the pressing issue of unemployment, especially among the youth, citing a severe shortage of doctors, nurses, paramedics, and teachers in the region.

He promised that addressing these job shortages would be a priority for his government. “The situation is very bad here. We have children ready to go forward, and my first priority will be to unite Jammu and Kashmir and remove the hatred,” he stated.

He reaffirmed that restoring statehood to Jammu and Kashmir remains at the top of the National Conference’s agenda. “We are already requesting that the state should be restored so that the state can work and we can get on with our job,” Abdullah concluded.

SRINAGAR, Oct 12: National Conference vice president and Chief Minister designate of J&K Omar Abdullah Saturday said that to end the presidents’ rule, a cabinet rule is a must and that he was hopeful about the Oath ceremony on Wednesday.

“Don’t link technology with the government formation. We once tried to form a government through a fax machine, but couldn’t,” Omar said amid laughs…. He was responding to a query of reporters at Bakshi Stadium, Srinagar as to why government formation was taking time in times of technology.

“There is a need for a cabinet note to end presidents’ rule in J&K. Today was Dussehra holiday and I am hopeful that the process would be completed by Monday and we would take oath on Wednesday,” Omar said.

Omar yesterday (Friday) presented the letters of support to Lieutenant Governor Manoj Sinha at Raj Bhawan and also staked claim on the government formation.

Omar watched the Legends League match with full excitement. Asked who were his favourite players, he said as far as yesteryears’ cricket, he liked Sunil Gavaskar and Ravi Shastri. “In present times, players like Irfan Pathan, Yousuf Pathan and Rohit Kohli in the Indian team play exciting cricket,” he said.

About today’s match, Omar said that “the cricket match was exhilarating and the energy from the crowd was evident. Their enthusiasm lifted the game as they cheered for every play,” he said. “It is a fantastic opportunity for our local athletes to gain exposure. Hopefully, in the future, we will see our youth participating in such high-level matches.”

Omar said: “We need to work on our infrastructure—better stadiums, proper lighting, and modern facilities. Once we have that in place, we can push for more international events to be held here,” he said in response to a query about the possibility of hosting IPL and other international matches in the valley.
