“Ready to talk with anyone to throw BJP out of power corridor,” says Congress leader Tariq Hameed Karra

Jammu — Congress candidate from Central Shalteng assembly seat Tariq Hameed Karra said on Sunday that they are ready to hold dialogues with any party and people who are on the same page to throw Bharatiya Janata Party out of the “power corridor” in Jammu and Kashmir.

“Indian National Congress has said that we are ready to hold a dialogue and associate with all those parties and people who are ready to throw BJP out of the power corridor…Everyone is welcome if they are on the same page and are like-minded,” he told ANI.

He also said that if Democratic Progressive Azad Party (DPAP) Chairman Ghulam Nabi Azad is ready to be on the same page regarding the ideology with Congress, then he is welcome to join the alliance.

“If today Ghulam Nabi Azad’s ideologies match with Congress and if he accepts the leadership and guiding principles of Congress, then he is welcomed in this pious programme. If any independent leader or political party will be on the same page in keeping the BJP out of power, then our doors are open for them. As of now, he (Ghulam Nabi Azad) is not on the same page but if he comes on the same page, it is for him to decide,” he said.

He further raised the issue of the nomination of 5 MLAs in the assembly which will be nominated by the Lieutenant Governor (LG), and said that the LG of a union territory should not have such “arbitrary powers.”

He told ANI, “The other thing was that we have been thinking about the nomination of the 5 MLAs. It was discussed and agreed that if the President of India doesn’t have the arbitrary powers to nominate a person. Because the Constitution says that the President of India can nominate anyone with the advice and guidance of the government, then how come the LG of a UT can have those arbitrary powers?”
He also talked about the problems faced by Congress candidates, alleging that liquor and money were being transported across the region during the election, but the Congress candidates did not get any help from the administration when complaints were raised.

“There was a consensus that they had to face a large number of complaints. Liquor, money and other things were being transported. They (candidates) say that they had been conveying these complaints to the administration. But, there was no cooperation from their side,” he added. — (ANI)

Other prominent professionals present on the occasion were Heads of Departments from other specialities of SKIMS Medical College, Prof Mohammad Maqbool, HOD psychiatry GMC Srinagar, Dr Showkat A Mir, senior Psychiatrist, another faculty member from SKIMS Medical College, Deputy Director (AO) SKIMS Medical College, Officers from Engineering Department and Nursing administration.


The advanced centre will offer multiple services on modernized lines like Ultra Brief Modified ECT, TMS, Addiction Treatment Facility, t DCS, Special outreach Clinics, Ketamine Therapy, Psychotherapies, EEG, Counselling, Multi-Behaviour Therapy, Special Clinics, Biofeedback, Consultation Liaison in addition to routine Outpatient and Inpatient services.


The Director agreed to allocate two additional staff and enhance the nursing and security staff for the Center for its smooth functioning in the best interest of patient care.


Dr Abdul Majid, Prof & HOD said that keeping in view the increasing trend of patients seeking treatment for Mental Health Issues, the centre has come as a big relief. He also added that 4th to 10th October is observed as Mental Health Week and dedicated to Mental health awareness, the timing of the opening of the centre is appropriate as well.

During the visit, Director SKIMS interacted with faculty, Residents, and Paramedical staff for inputs and took first-hand information from patients and their attendants regarding the services available and any deficiency thereof.

Shortly, the centre will offer inpatient services to patients with addiction-related problems. It is pertinent the mention that the Department of Psychiatry SKIMS Medical College has been offering services at SKIMS Soura in the form of OPD services and consultation liaison, Mental Health services to special populations in Prison, Voluntary Medicare Society and other registered organizations.

It was decided to start a unit of Mental Health at SKIMS Soura in the interest of the patient population for which recruitment of manpower and space requirements is underway.

“This is a great thing”: Farooq Abdullah on PDP hinting at joining Congress-NC alliance

Srinagar — Excuding confidence that the Congress-NC alliance would be coming to power in Jammu and Kashmir with a “majority,” National Conference President Farooq Abdullah on Sunday said that it is a “great thing” that People’s Democratic Party (PDP) is ready to join them.

When asked about the PDP leader’s remarks that the party is ready to join the Congress-NC alliance to keep BJP out of power, he told ANI, “Congratulations to them, this is a great thing, we are all on the same track, nafrat ko hume khatam karna hai, aur Jammu and Kashmir ko ikhate rakhna hai (we need to end the hatred, and keep Jammu and Kashmir united).”

Farooq Abdullah, however, refused to comment on the exit polls and said that on October 8, when the counting is due for the assembly polls, the results will be in front of all.

“On October 8 all the results would be in front of you, the boxes will be opened and we would know who stands where. But I do know this much that the Congress-NC alliance would be forming the government with a majority,” he said.

Earlier on Saturday, PDP candidate from Lal Chowk Assembly seat Zuhaib Yousuf Mir hinted that they can join the Congress-NC aslliance to keep BJP out of power and told ANI that they are ready to take any step to save the identity of Kashmir.

He said, “As far as we are concerned, exit polls are not a serious activity but time pass activity. PDP is confident that it will be an indispensable and important part of the secular government that will form in J&K. PDP will have an important role in forming any secular government. We had said that we are ready to take any step to save the identity of Kashmir but for this, it is important that we formulate a secular government, a government against BJP not with them.”

Various exit polls have predicted Congress-NC being ahead in a tight race.

According to TV-Today C-voter projections, the NC-Congress alliance is likely to win 40-48 seats while the BJP can win 27-32. Former Chief Minister Mehbooba Mufti-led People’s Democratic Party is likely to win 6-12 seats whereas others can win 6-11. As per Dainik Bhaskar’s projection, the NC-Congress alliance can win seats ranging from 35-40. The BJP can win 20-25 seats, PDP 4-7 while the others can win 12-18 seats.

The People Pulse survey has predicted 46-50 seats for the NC-Congress alliance and 23-27 for the BJP. As per them, the PDP can win 7-11 whereas the others can win 4-6 seats.The Gulistan News projection on Republic TV projected 28-30 seats for the National Conference, 3-6 seats for the Congress, 5-7 seats for the PDP and 8-16 seats for other parties and independents. — (ANI)

JK Polls : Three-Tier Security Arrangements In Place At Counting Centres

SRINAGAR, Oct 6: Stringent security arrangements have been put in place at all district headquarters in Jammu and Kashmir for the counting of votes on Tuesday for the 90-member assembly, paving way for first elected Government in the Union Territory following the abrogation of Article 370 five years ago.

A three-tier security set up has been put in place at all the 20 counting centres across Jammu and Kashmir where the votes will be counted on Tuesday, said an official of the Election Commission.

The first assembly elections in Jammu and Kashmir since 2014 was held over three phases with 24 seats going to polls in the first phase on September 18. The second phase of polling was held on September 18 in which 26 seats went to polls while the polling for remaining 40 seats was held on October 1.

“Only authorized counting agents of the contesting candidates and staff posted on counting duty will be allowed inside the counting halls,” the official said.
He said the tally of votes for each candidate will be announced after every round of counting on the public address system outside the counting halls.

The first ever polls in Jammu and Kashmir after it was made a Union Territory witnessed a voter turnout of 63.45 per cent, less than the 65.52 percent recorded in the 2014 assembly elections.

The fate of 873 candidates, vying for a seat in the 90-member house, has been sealed and it will be known by Tuesday evening.

The prominent among those in the fray are National Conference leader Omar Abdullah, who is contesting from Budgam and Ganderbal segments; Sajad Gani Lone of People’s Conference who is contesting from Handwara and Kupwara seats; Pradesh Congress Committee president Tariq Hamid Karra, who is a candidate from Batamaloo seat; and BJP state president Ravindra Raina, who is contesting from Nowshera seat.

The other notable contestants are AICC general secretary Ghulam Ahmad Mir (Dooru), PDP leaders Waheed Para (Pulwama), Iltija Mufti (Bijbehara), Apni Party president Altaf Bukhari (Chanapora), CPI(M) veteran Mohammad Yousuf Tarigami (Kulgam) and former deputy chief ministers Muzaffar Hussain Baig and Tara Chand.

The exit polls, which came out on Saturday, have put the National Conference-Congress alliance in the pole position with the regional party getting the lion’s share of the seats.

The BJP is expected to slightly improve on its tally of 25 seats which it had won in the 2014 assembly polls while the PDP, which had won 28 seats in the polls held 10 years ago, is predicted to win less than 10 seats this time.

The pollsters have not given much of a chance to the new and emerging parties like the People’s Conference, Apni Party, Democratic Azad Party of Ghulam Nabi Azad and Awami Ittehad Party of Lok Sabha member Sheikh Abdul Rashid. These parties along with independents are expected to win around 10 seats. (Agencies)

Fresh Snowfall in higher reaches of Gulmarg & Sinthan top

SRINAGAR, Oct 06: The famous hill station of Gulmarg in Jammu and Kashmir witnessed fresh snowfall as the upper reaches were blanketed with 2-3 inches of snow overnight.

Along with Gulmarg, the high-altitude Sinthan top also experienced fresh snow, marking the beginning of an early winter in the region.

The sudden change in weather brought a sharp drop in temperatures, making the nights particularly chilly and turning the mild autumn into a wintry experience in these hilly areas.

“We had light snowfall during the night in the mountains. The temperature has dropped so much that it feels like mid-winter has arrived,” Bashir Ahmad, a hotel owner in Gulmarg said.

The fresh snowfall has brought joy to tourists visiting Gulmarg. Many of them had expected to see autumn colors, but instead, they were treated to a magical snow-covered landscape.

“This is our first time in Kashmir, and we were expecting to see the autumn leaves. But seeing fresh snow in October is a wonderful surprise! It’s truly magical,” said Aisha Khan, a tourist from Delhi.

Sinthan Top, a mountain pass, also saw significant snowfall. The sudden snowfall has created excitement among tourists, planning to visit Kashmir in the coming months.

Local residents, on the other hand, are preparing for the coming winter season. (KINS)

Razdan Pass receives season’s first Snowfall, Bandipora-Gurez road remains open: Officials

BANDIPORA, Oct 06: The Razdan Pass, a key route connecting Bandipora to the remote Gurez Valley in Jammu and Kashmir, received its first snowfall of the season on Saturday.

The pass, nestled at an altitude of over 11,600 feet, was blanketed by fresh snow, heralding the onset of winter in the mountain area.

Despite the early winter showers, authorities have confirmed that the Bandipora-Gurez road remains open for vehicular movement, ensuring continued connectivity for the residents of Gurez. Gurez, located near the Line of Control, relies heavily on this pass for essential supplies and travel during the relatively short snow-free months.

Officials responsible for maintaining the route are closely monitoring the conditions and have assured that travelers can safely use the road.

The residents of Gurez welcomed the snowfall with a mixture of awe and concern.

Frequent travelers are cautious of the challenges the coming months could bring. Ghulam Qadir, a local shopkeeper, remarked, “The first snow is always beautiful, but we know it can also bring road blockages and isolation. We hope the authorities keep the roads clear.”

Authorities have advised travelers to stay updated on weather reports and heed any advisories regarding road conditions.

“We are prepared for contingencies. All measures are in place to ensure that the Bandipora-Gurez route remains operational for as long as possible before heavy snowfall makes it impassable,” added the official, reassuring the public about the government’s readiness for the winter months ahead.

This early snowfall, although light, serves as a reminder of the Gurez valley harsh winters, which can stretch for months, isolating entire communities. For now, the beauty of the season’s first snowfall is being enjoyed, but preparations are already underway for the inevitable challenges of the season ahead.(KINS)

Irrespective of J&K assembly poll results, control will lie with Delhi: Engineer Rashid

Srinagar — Awami Ittehad Party chief Sheikh Abdul Rashid on Saturday said irrespective of the Jammu and Kashmir assembly election results, the Union Territory’s control will lie with Delhi.

Rashid, popularly known as Engineer Rashid, also said he does not rely on exit polls and would wait for the final outcome of the assembly polls.

Congress leader Charanjit Singh Channi met the AIP chief at his residence here on Saturday. Their meeting has sparked speculations about the Congress leader seeking his support for the National Conference (NC)-Congress coalition for government formation.

“Everybody is at liberty to have an exit poll. They know better what the criteria were. People have voted, so let’s wait for October 8,” Rashid told PTI.

He said he has never relied on exit polls.

“Did anybody predict me winning the Baramulla parliamentary elections? Nobody! I was in jail and the least I could experience was that nobody talked about us. Anyway, people have voted, so let’s wait till October 8,” he added.

On Channi’s visit, Rashid said he was the only leader to raise voice for him in Parliament. “He came to visit and I thanked him for raising voice for me. We had a good discussion,” the AIP chief said.

Asked about the topic of discussion with the former Punjab chief minister, the Lok Sabha MP from Baramulla said, “When two politicians meet, politics will obviously be discussed.”

Asked if the elections will throw up a hung assembly in J&K, Rashid said irrespective of the results, the control will lie with Delhi.

“Whether we are going to have a hung assembly here or any one political party gets majority of seats, the control lies with New Delhi because J&K is a Union Territory.

“Whoever forms the government here — especially those who claimed to reinstate Article 370, statehood or Article 35A, or prisoners out of jails or to stop human rights violations or initiating talks with Pakistan — it’s an examination for them,” he said.

Rashid said the party, which gets more results, will have to share more responsibility.

On whether the Union Territory assembly will be weak, Rashid said the legislature was not about power.

“When public representatives are chosen, when MPs and MLAs are chosen, they will be given some power. So, let them fight. If they think they will be powerless, then why did they fight in the first place?

“Or they should fight like me so that either Modi ji listens to them or they go to jail. I will wait till October 8, that’s what is important to me,” he added. — (PTI)

Kashmir’s tobacco epidemic: Lack of effective policies leaves youth vulnerable

Srinagar, Oct 05 : Tobacco use has reached epidemic proportions in Kashmir, with a surge witnessed in the consumption of tobacco products in recent years. One of the primary reasons for this increase is the easy availability of cigarettes, bidis and smokeless tobacco.

According to social activists who spoke with the news agency—Kashmir News Observer (KNO), the lack of comprehensive tobacco control measures in the region has allowed tobacco companies to market their products to vulnerable populations, particularly youth and low-income individuals.

Recent data from the National Family Health Survey (NFHS) shows a troubling rise in smoking habits among Kashmir’s population.

A government survey from 2016 reveals that monthly spending on smoking tobacco in Jammu & Kashmir is much higher than in other regions.

The Global Adult Tobacco Survey (GATS) reports that approximately 70% of adults in Jammu & Kashmir are exposed to active tobacco smoke, which makes it the highest region in India for tobacco spending.

Since the launch of the National Tobacco Control Programme (NTCP) in 2016, efforts have expanded across all districts.

Data from the Directorate for Health Services Kashmir (DHS-K) shows that from 2020-2021 to August 2023, enforcement squads issued 2,967 challans, collecting a total of Rs 237,626 in fines during the 2023-24 period alone.

These figures reflect a marked increase in enforcement efforts; in 2020-21, only 271 challans resulted in fines totalling Rs 18,290. The following year, fines rose to Rs 20,250 through 324 challans. However, from August 2023 to August 2024, DHS-K reported 756 challans with a recovery of Rs 92,900.

Despite its rich tradition of holistic health practices, Kashmir has seen a sharp rise in tobacco use. A study investigating tobacco prevalence among individuals over 15 revealed that Kupwara district has the highest rate at 56.6%, while Jammu district has the lowest at 26.6%. Anantnag and Badgam districts follow closely, with 49.9% and 48.8% prevalence, respectively.

Among female tobacco users, Bandipora district leads at 9.1%, followed by Kupwara (6.8%) and Baramulla (6.5%). The lowest rates are found in Jammu (0.8%), Srinagar (1.9%), and Poonch (2.3%).

The study calls for increased awareness about the harmful effects of tobacco. It suggests that reducing tobacco use is a collective responsibility and should be addressed through public discussions about its mental, environmental, and health impacts.

According to the GATS report, smokers aged 15 and older in Jammu & Kashmir spend an average of Rs 513.60 monthly on cigarettes and Rs 134.20 on bidis, compared to Rs 399.20 and Rs 93.40, respectively, for the rest of India. The report reveals that passive smoking exposure is notably higher in Jammu & Kashmir, with 69.7% of adults exposed to tobacco smoke at home.

Historically, tobacco and hookah use have been woven into local culture and accepted as social norms during gatherings. This cultural acceptance has inadvertently facilitated the ongoing popularity of these practices.

Illiteracy regarding the health consequences of tobacco exacerbates the issue.

Experts and activists call for a multifaceted approach to combat tobacco use in the valley.

Advocate Zahoor Bhat called for raising awareness about the risks associated with tobacco, including increasing taxes on tobacco products. “There should be mass awareness campaigns led by religious leaders who can address the issue in sermons,” he said, adding, “The younger population, which is particularly vulnerable, needs to be informed about the effects of tobacco.”

Bhat advocated for targeted campaigns through various media channels, educational institutions and community organisations to disseminate critical information and debunk misconceptions.

“There is a need for accessible healthcare resources and programmes to support tobacco addiction treatment, including counselling, support groups and medical assistance,” he said—(KNO)

Kotiswar Singh on his elevation to Judge of Supreme Court of India and Justice Tashi Rabstan on assuming office as the Chief Justice of High Court of Jammu and Kashmir & Ladakh. The event began with a warm welcome by Parvesh Singh Salaria, General Secretary of the JKHCBAJ, who expressed immense pride in the accomplishments of both the judges. He praised Justice Kotiswar Singh for his humility and unwavering support to the Bar during his tenure as Chief Justice and commended Chief Justice Tashi Rabstan for his remarkable journey and leadership.

Vikram Sharma, Senior Advocate President JKHCBAJ, expressed heartiest appreciation for both judges. He acknowledged Justice N. Kotiswar Singh for his contributions towards the judiciary and his approachable nature. He also lauded Chief Justice Tashi Rabstan for his commitment to justice and fairness.

Sharma also presented a charter of demands on behalf of Bar Association, addressing key concerns important to the legal community.

Chief Justice Tashi Rabstan, in his address, thanked the JKHCBAJ for organizing the event and assured the Bar that all genuine demands will be taken into consideration and addressed with due care. He reaffirmed his commitment towards working closely with the Bar for the betterment of judiciary. Justice Kotiswar Singh also addressed the august gathering, sharing fond memories of his experience working with the Jammu Bar. He praised the Bar for its dedication and professionalism, stating that his time as Chief Justice of Jammu and Kashmir had been one of his most rewarding experiences. He complimented the office-bearers of J&K High Court Bar Association, Jammu for ensuring that while Lawyers’ grievances are redressed, yet the Justice Dispensation is not disturbed.

Omar Abdullah spreading poison in J&K: Tarun Chugh

SRINAGAR, Oct 5: Reacting to claims made by Omar Abdullah regarding the transaction of business rules in J&K Assembly Chugh said that the Lt. Governor of Jammu-Kashmir is a constitutional post and it’s the duty of each and every political party in the country to respect such posts. He said that the Ministry of Home Affairs has clarified this matter, stating without ambiguity that there is no proposal to amend the transaction of business rules.

The existing rules, formulated under the Jammu and Kashmir Reorganization Act of 2019, were duly notified in 2020 following due legislative process. Abdullah’s claims are not true. The rules were established to ensure a seamless and efficient governance framework, respecting democratic values. Any claims suggesting otherwise are speculative and are intended to create unnecessary confusion and mistrust among the public.

Chugh slammed Omar Abdullah’s misleading tweet as his continuation of spreading misinformation and misleading the people of J&K and asked Omar Abdullah to engage in responsible communication in public life, particularly when it comes to governance related matters in Jammu and Kashmir and to engage in dialogue that builds trust and transparency.

Chugh said that Omar Abdullah should refrain from spreading misinformation and should focus on constructive dialogue that benefits the people of Jammu and Kashmir. Our commitment to the democratic process and the region’s welfare remains unwavering. Our actions are consistently aimed at promoting stability, development, and harmony within the region, unlike Abdullah, who always creates confusion among the people of Jammu and Kashmir and engages in opportunistic politics without a thought for the welfare of the region. The fear of losing the elections has made him give such baseless statements.

Chugh said “I believe that the people of Jammu-Kashmir have full faith in the efforts made by Prime Minister Modi in restoring peace, development and democracy and it is clearly reflected in the outstanding polling numbers and I can say this without a doubt that the people will give their mandate in favor of the BJP.
