MC Executive Officer suspended after toilets found locked in Shopian

Srinagar, July 4 : Deputy Commissioner Shopian on Thursday suspended Executive Officer Municipal Committee in the southern Kashmir district for “dereliction of duties”.

The office of the deputy commissioner Shopian has received numerous complaints against the functioning of Municipal Committee Shopain from time to time, reads an order issued by the Deputy Commissioner.

“During the joint inspection District judge and Additional District Development Commissioner Shopain on Thursday (July 4) to various toilet facilities located in the town, at district hospital Shopain and bus stand were found locked despite clear direction for opening and cleaning of the all toilet facilities within the limits of Municipal Committee Shopain,” the order reads, a copy of which lies with news agency.

“This is a serious case of dereliction of duties on part of Executive officer Municipal Committee Shopain,” the order said, adding, “Therefore in view of the facts Imtiyaz Ahmad Executive Officer Municipal Committee Shopain is hereby placed under suspension and attached in the office of the Additional District Development Commissioner, Shopain with immediate effect .”

Tehsildar Shopain has been directed to look after the routine work of Municipal Committee Shopain in addition to his own duties except for the financial matters till the incumbent joins his duties, the order added. (GNS)

RBA student in Kupwara loses engineering seat after ‘denied’ EWS certificate by officials

Kupwara, July 4 : The revenue authorities have allegedly denied EWS certificate to a student of backward area due to which he lost a civil engineering seat.

The people belonging to weaker sections of the society are entitled to get 10% reservation in government jobs and admission to educational institutions across India.

Shakir Shafi Dar, a student of Kupwara, who recently got selected for B.Tech course after qualifying one of the country’s top exams, under EWS category, said he was denied the certificate by the concerned tehsildar (revenue officer).

The father of the student said all the required documents were provided to tehsildar to get EWS certificate which was denied on different pretexts.

“We visited tehsildar office Kupwara several times to get the certificate but he refused to issue, citing different reasons,” Mohammad Shafi Dar told GNS. “First, he (tehsildar) told us that the people belonging to Resident of Backward Areas (RBA) category are not entitled to get the certificate. Later, he told us that he would go for spot verification to check the assets before issuing the certificate but didn’t visit.”

“I provided income certificate issued by the same tehsildar after proper verification of income and assets where my total annual income is around Rs 44000 from all sources,” the father said.

Dar, however, claimed that “DDC Kupwara had already clarified to the tehsildar that there is no reason for not issuing the certificate to RBAs as EWS pertains to the central government while as RBA certificates are not entertained in NEET exams”.

“Tehsildar Kupwara ruined the career of my son by not providing the certificate. Tuesday, (2 July 2019) was the last day of submitting documents for counselling and we failed to provide EWS certificate because of official apathy due to which he lost civil engineering seat,” the father said.

Lawyer Owais Geelani told that the concerned officials are obliged to issue EWS certificates to Resident of Backward Areas as per law.

Advocate Syed Mujtaba said that anybody who doesn’t fall under the scheduled caste, schedule tribes and other backward classes in the central list applicable to the state of Jammu and Kashmir and qualify for EWS category, is eligible to receive the benefits of reservation for EWS.

Tehsildar Kupwara, Javid Ahmad rejected allegations and claimed that he left no stone unturned to support the applicant-student under rules and also discussed the matter with DDC, ACR and ADC Kupwara in presence of the applicant.

“I’m not the only competent authority to issue the aforesaid certificate,” tehsildar said but didn’t respond to the question asking the reason for not issuing the certificate to the applicant.

The father of the student has appealed government and DDC Kupwara to take serious note of the issue and deliver justice. “Nobody should suffer unduly,” he said.

However, sources informed that in Kupwara, several files of EWS certificates are waiting approval of concerned officials and are gathering dust in office shelves. (GNS)

Sopore, July 04 : A 50 year old man was killed after a part of a wall collapsed on him following dismantle of an old house in north Kashmir’s Sopore village on Thursday evening.


Reports reaching Kashmir Despatch said a 50 year old man on Thursday evening died after a wall collapsed on him during the dismantle of an old house building in Warpora area of Sopore.


The deceased identified as Mohd Shabaan War son of Late Abdul Aziz War of Usmaniya Mohalla Warpora.

‘Chinese’ drone seized in Kishtwar belonged to teenager; had lost control: Police

Srinagar: In a dramatic incident in a prison at Kishtwar prison where hundreds of inmates including militants are lodged, a drone was spotted hovering over the jail building that later crashed inside the premises of the prison raising doubts whether the act was backed by militants.

Probing the incident within 24-hours, the police said that the drone was put to test by a teenage boy, and it had lost its access to the remote control leading to an incident. According to reports, rumours had gripped the area that the drone may have been sent by the militants in a bid to carry out attack on the jail to secure release of some militants, but police after its investigations, ruled out any militant angle to the act.

Reports said, addressing the presser at Kishtwar, today, the Senior Superintendent of Police Kishtwar, Shakti Pathak said that drone was purchased by a 16-year old local boy, who put it to a test in Chougam ground. “As the drone went high in the sky, it lost its control with the remote and later crashed in jail premises after colliding with a tower inside jail,” the police officer said.

He said that although the drone was “not much sophisticated”, but as it was found hovering over jail premises, the police took the matter seriously and started an a high level probe.

“During investigation, a local boy also approached police and informed that he is the owner of drone and narrated entire incident after which it got established that there is no militancy  angle to it,” the SSP said. He also said that news published in a section of media was out of proportion and far from the facts.

On Tuesday the Jammu and Kashmir police claimed it had seized a Chinese drone fitted with a camera allegedly flying over the premises of a high-security district jail at Kishtwar.

According to the Jail Superintendent Mohammad Iqbal the drone crashed against one of the watchtowers of the jail and fell down at around 5.35 pm. (KNO)

Amarnath Yatra: Advisor Kumar reviews arrangements at Ramban

Advisor to Governor, K Vijay Kumar on Thursday visited Chanderkot, Ramban to review the security and other necessary arrangements put in place by the administration for the pilgrims of Amarnathji Yatra 2019.

He chaired a high-level meeting of officers and reviewed the security arrangements, yatra convoy timing, traffic movement and other arrangements put in place by the security agencies and district administration.

The meeting was attended by ADG Muneer Khan, IG Traffic Alok Kumar, DC, Ramban Showkat Aijaz Bhat, DC, Udhampur,  Dr Piyush Singla, DIG, DKR Range, Bhim Sen Tuti, DIG, Udhampur- Reasi Range,  Sujit Kumar, Brig. 11 Sector RR, DIG CRP, SSP Ramban Anita Sharma, SSP Traffic JS Johar, SSP, Udhmapur Rajiv Pandey, ADDC, Nawab Din and other Senior officers

The SSP, Ramban briefed the meeting about the security arrangements through a power point presentation.

Deliberating on the regulation of traffic movement, IG Traffic and SSP Traffic briefed the chair about traffic plan and other related issues.

To overcome the manpower deficit, ADG provided one hundred additional personnel and two vehicles to SSP traffic for smooth regulation of traffic on the highway.

The Advisor directed security agencies to work in close coordination to make yatra more comfortable and secure. He stressed on the smooth functioning of joint control rooms.

The SRTC authorities were directed to deploy a mobile workshop with requisite men and machinery in district Ramban to meet any emergency. The district administration was asked to make provision for more toilet units at designated places.

The Advisor directed the administration to ensure proper maintenance and management of highway stretch from Nashri to Banihal to avoid disruption of traffic.  He also reviewed the arrangements for drinking water, bathroom, toilet facilities and availability of essential commodities.

AK Misra appointed as Additional Director JK Bank BOD

SRINAGAR, JULY 04: Reserve Bank of India (RBI) has appointed Mr. A.K Misra, ex Executive Director RBI as Additional Director on the Board of Directors (BOD) of the Jammu and Kashmir Bank Limited, in exercise of the powers conferred by sub-section (1) of Section 36 AB of the Banking Regulation Act, 1949 (10 of 1949).

His appointment shall be for a period of two years with effect from July 3, 2019 to July 2, 2021 or till further orders.

“He shall hold office during the pleasure of Reserve Bank of India, and subject thereto, for a period of two years upto July 2, 2021 or till further orders, whichever is earlier”, reads the order.

As Additional Director on BOD of the JK Bank, Shri Misra shall be entitled to the usual sitting fee and allowances as payable to other directors for attending the meetings of the Board and Committees.

Now excursion bus turns turtle in Watlab Sopore, driver Injured, students safe

Sopore, July 04 : Now a bus on excursion carrying students met with an accident at Watlab area of Sopore in north Kashmir’s Baramulla district on Thursday.

Reports reaching Kashmir Despatch said an excursion bus on way to Sopore from Bandipora met with an accident when the driver of the Vehicle lost Control on his speed at Sangri Top Watlab this afternoon.

Reports said in the mishap all students are safe, while driver of the Vehicle was critically injured and was taken to nearby hospital for treatment where from he was referred to Srinagar hospital for specialized treatment.

A police officer also confirmed the incident to Kashmir Despatch and said all the students traveling in the bus are safe, officer said a driver was injured and he has been referred to Srinagar hospital for specialized treatment. Officer said that a team headed by SHO Sopore reached to the spot to verify the incident.

Pertinently, on Wednesday evening 18 girl students were injured as excursion bus fell down into Nallah at Ganderbal district.

Local officials see a sense of fatigue and a yearning for change across the state. “People want change and better governance, which has been our focus in the past one year,” a senior government official said. One such initiative, ‘Back to Village’ campaign, just ended under which gazetted officers spent two days and a night in all 4,483 panchayats of the state.

“Zakir Musa’s father was one of the participants in the ‘back to village’ event at Dadsara in Tral area, the native village of slain militant Burhan Wani. It was unimaginable a few months back,” an official, who was on duty at Dadsara village, told TOI. Killed recently, Musa had succeeded Wani after the latter’s killing in an encounter.

Although huge security cover was provided to officials visiting the villages, including in south Kashmir which is still in the grips of terrorism, success of the ‘back to village’ event is seen as a major impetus to peace initiatives and efforts to weed out extremists from the state.

The state government is working hard to generate employment as unemployment is a major factor leading to distress among the youth. The state has planned an investment summit in October. “The state will address the apprehensions of potential investors and we expect many of them to contribute in the state’s development,” an official said. State officials said one of the biggest achievements of the state was the huge response to elections to urban local bodies and panchayats, which witnessed turnout of over 74%, despite boycott call by regional parties, Hurriyat and death treats issues by the terrorist organisations.

Although efforts are on to ensure all-round development, senior officials admitted that there were challenges galore. “Governance has eroded over decades but people are totally unaware about it,” an official said, adding that after visiting five to six districts, his experience was an eye-opener.(TOI)

First batch of Hajj pilgrims leaves for Madina

Hurriyat (G) chief spokesperson booked under PSA, shifted to Udhampur jail

Srinagar, July 4 : Authorities has booked Hurriyat (G) chief spokesperson under Public Safety Act (PSA) in Srinagar district and shifted him to Udhampur jail on Thursday morning.

Hurriyat (G) senior leader and Chief Spokesperson Ghulam Ahmad Gulzar, was arrested from his residence by police station Shergardi Srinagar more than a fortnight ago and was yesterday booked under the PSA vide order number DMS/45/PSA/2019.

Official sources told GNS that Gulzar was arrested by a contingent of police on June 15 and since then was in police custody.

A police officer while confirming it said that Gulzar was involved in creating law and order problems and was also involved in anti-national activities and as such he was booked under the PSA.

Gulzar was today morning shifted to district jail Udhampur for lodgment, the officer added. (GNS)
