Inmates in district jail Kupwara enter into scuffle, DIG NKR says situation under control

Srinagar, Jun 20 : The inmates in District jail Kupwara Thursday entered into scuffle, resulting in injuries to some among them.

Sources said that some of the inmates of district jail Kupwara were injured today after they enter into a scuffle over some issue.

Deputy Inspector General (DIG) north Kashmir Range, Sulieman Choudhary told news agency that the inmates have entered into scuffle over some issues unknown.

He said the inmates were later segregated to different barracks following which the situation was brought under control.

Police today said that on 21/06/2019 at about 12:25 pm, on a tip off, Police station Khansahib raided village Dooru and recovered 34 bags of Govt.cement in a private Tata mobile bearing Regd.No JK01AA/1367 from the possession of one Ab Majeed Mir S/o Gh Mohd Mir R/o Dooru and Bilal Ahmad Rather S/o Fateh Mohd R/o Haji Bagh Budgam (Driver).

Both the accused persons have been arrested. Accordingly, case FIR No.96/2019 U/S 409 RPC stands registered in PS Khansahib and investigation taken up. The respectables of the area applauded the timely action by Budgam Police.

Srinagar, Jun 21 : The Prime Minister Narendra Modi’s idea of one nation, one election, has triggered a serious political debate across Jammu and Kashmir with political parties trying to find out whether it was possible in a state that enjoys special status by virtue of article 370.

The National Conference believes only State Legislature has the powers to change the term of Assembly from six to five years while as BJP links the move with “cost cutting exercise”.

Political experts see the PM Modi’s idea as another attempt to erode the Jammu and Kashmir’s autonomy and the special status that has bore the brunt since 1975-Indhira-Abullah accord followed the successive regimes of Congress at the Centre that tore apart the autonomous character of the State confining it to article 370 and article 35 A. “If the one nation, one election becomes a reality, the term of J&K Assembly will be reduced to five years from six years. J&K is the only state where the term of Assembly is six years while as rest of the country have all assemblies in the States with five year term,” a senior political analyst told news agency.

“The fact is the government led by PM Modi at Centre have clear intentions to integrate J&K state fully into the union of India. First they have started with the idea of one nation, one election that will bring J&K Assembly at par with the rest of Indian states by coining the idea of “one nation, one election”.

The PM Modi had convened an All Party Meeting in New Delhi on June 19 to deliberate on the issue and it is believed that out of 40 parties invited a close to 30, who participated in the meeting backed PM Modi’s idea of one nation, one election. NC patron and the newly elected Member Parliament Dr Farooq Abdullah told the APM that the “idea should be examined and that it should not affect the federal structure.” Farooq’s guarded response somehow suggest that he and his party was not totally averse to PM’s idea of one nation, one election as he didn’t right away oppose the very idea and instead suggested to examine it.

Talking to news agency General Secretary National Conference Ali Muhammad Sagar said that the idea of one nation, one election can only be a reality in J&K if a constitutional amendment is brought to the State Legislature and the same is passed with the majority. “Reducing the term of Assembly from six to five years is possible only when State Assembly passes the amendment to the Constitution,” he said.

“Since constituent assembly is not in place, the sole prerogative lies with the state Assembly,” he said.

A Congress leader said that the party will first study the possibility of reducing the terming of State Assembly and then react. “We will discuss the issue first,” he said.
BJPs state spokesman Altaf Thakur said that the only purpose was to hold polls in one as it would help reduce election expenses and bring at par all the states. “What has it to do with the special status,” he said. (KNS) 

Tourism deptt for strict implementation of adventure tourism guidelines

Srinagar, Jun 21 : Following death of three persons during rafting in Pahalgam, tourism department has asked all its officials to ensure strict implementation of adventure tourism guidelines.

“To ensure the safety and the security of participants during adventure activities like, Rafting, Paragllding, SKING, Zipling etc, all the field functioners of tourism department shall strictly ensure implementation of adventure tourism guidelines issued by government order no 51-TSM of 2019, dated 14-02-2019.

It shall be ensured that adventure activities are carried out only after the field functionaries of the department fully satisfy themselves that precautionary measures have been put in place as per the above guidelines,” said an order issued by Rigzian Sampheal-IAS, commissioner secretary to government Tourism department.

The order said, “The registering authorities shall conduct a special drive exclusively for online adventure tour operators, the process shall be completed strictly by 7th July 2019, falling which the unregistered units, if any shall be sealed and appropriate action under the law shall be initiated against them without any further reference.

The registering authorities shall at the expiry of the stipulated time submit a categorical certificate that no un-registered unit is operating in their respective jurisdictions.”
It said, “The slightest of dereliction on part of the registering authority or any other field functionary shall invite disciplinary action as mandated under rules.”

Earlier, this month three persons including a rafting guide died when their raft boat capsized in Lidder river in Pahalgam.

SAC Approves Training Policy For Officers Of The Jammu And Kashmir Administrative Services

SRINAGAR, JUNE 21: The State Administrative Council (SAC) which met here under the chairmanship of Governor, Satya Pal Malik approved the Training Policy for the officers of Jammu and Kashmir Administrative Service.

The Government had set up a Committee to devise a Comprehensive Training Policy for the officers of the Jammu and Kashmir Administrative Service on the pattern of All India Service officers.

At present, J&K IMPA&RD is the nodal agency for training of officers. After their recruitment to the Jammu and Kashmir Administrative Service, the officers are imparted training for one year spread over at J&K IMPA&RD, Revenue Training Institute, Accountancy Training Institute and at the district level. Besides, the officers undergo training in five departments i.e. Revenue, Rural Development, Excise & Taxation, Social Welfare & the Secretariat.

After analyzing all aspects of the training in vogue, the Committee recommended a “Sandwich Pattern of Training” for the officers of Jammu and Kashmir Administrative Service on the pattern of training imparted by Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie to the IAS officers.

The ‘Sandwich Module’ includes a joint Foundation Course (FC) for all the combined Service Offices recruited to the Junior Scale of the Jammu & Kashmir Administrative Service, Jammu and Kashmir Police (G) Service and Jammu and Kashmir Accounts (G) Service for a period of one month. After completion of FC, the officers of the J&K Police Service & J&K Accounts Service shall report to their respective training institutes for advanced training. The officers of Jammu and Kashmir Administrative Service will undergo Phase-I of the training by J&K IMPA & RD for a period of eight (8) months excluding the study tour for two (2) months. Total period for Phase-I shall be ten (10) months.

After completion of the Phase-I, the officers shall be imparted district training for a period of 1 year. After completion of the district training, the officers shall undergo Phase-II of the training for a period of one (1) month. The State Darshan will be a part of the training module of the Foundation Course.

A Mandatory Mid-Career training programme for officers will be conducted in three phases viz. Phase-III, Phase-IV and Phase-V and shall be linked to their career progression from Time Scale to Selection Grade, Selection Grade to Special Scale and Special Scale to Super Time Scale. An officer shall be promoted to the next level only after he has undergone the required training. However, the officer who crosses the age of 55 years as on 1st January of the year, in which particular grade is to be released in his favour, shall be exempted from undergoing the particular training. The Mid Career training shall be arranged through reputed and prestigious institutions within and outside the country.

The policy also envisages an award scheme for the best trainee officers of every batch including Gold Medal and a cash award of Rs 1 lakh for 1st position, Silver Medal and cash award of Rs 75000 for 2nd position and Bronze Medal and cash award of Rs 50000 for 3rd position.

The Training Policy introduces other wide-ranging reforms to improve skills and broaden the horizon of the officers of Jammu and Kashmir Administrative Service.

The GAD will be the nodal department to implement the policy.

People participated in huge number for second day of Back to Village at Shopian. DDC visited several Panchayats.

Shopian: The second day of back to villages was celebrated with great zeal and enthusiasm in the respective panchayats at Shopian. Gram Sabha was held in all panchayats and social audit committee was also constituted.

On this day, District Development Commissioner Shopian Dr. Owais Ahmed along with other district officers visited several panchayat halqas and addressed huge public gathering. During this day grand melas were also organised at several different panchayats where officials from Horticulture, Agriculture, Animal and Sheep Husbandry department, Social welfare department, Handloon and Handicraft department installed their stalls and made public aware about the ongoing schemes in the district.

Besides heath camps were organised at various villages and sports kits was also distributed to the students by Youth Service and Sports department during in the melas.

During the visit of DDC, the people of these panchayat halqas apprised him about various issues and greviences being faced by them. The people project a number of issues on the occasion and sort their immediate redressal some people meet the DDC and raised other developmental issues of their respective areas.

    DDC gave a patient hearing to the people and said that all their genuine demands putforth will be looked into and redressed as soon as possible and at an earliest. Some issues were resolved on the spot.

People of these panchayats welcomed the initiative of State Government and many of them said that it was for the first time that an officer had spent two days with them.

DEPUTY COMMISSIONER SHOPIAN INAUGURATES DIGITAL X-RAY AND VIDEO ENDOSCOPE AT DISTRICT HOSPITAL SHOPIAN

Shopian: 21.06.19: Deputy Commissioner Shopian Dr. Owais Ahmad today paid a visit to district hospital Shopian and inaugurated Digital X-Ray and Video Endoscope facility for the public today.

    During the visit he also interacted with the patients and enquired about the health-care facilities and treatment being provided to them. He also inspected ongoing work of the District hospital Shopian and impressed upon the officers of concerned agency for early completion of building. He also inspected fair price and cooperative medical shop and urged them for providing better medicines to the patients on fair price rates.

    Speaking on the occasion Dr Owais said that the latest equipments provided under the district plan is a big leap forward in improving heath facilities in the district. He further added that both the video endoscope and digital X-Ray are of latest possible technology and have now made the district hospital Shopian as one of the most advance Hospital in the south Kashmir as far as availbility of these diagnostic equipments is concerned. 
 The people of Shopian have appreciated the steps taken by the District Administration for providing the basic health facilities to the people of the District.

Holding simultaneous polls to Parliament, Assemblies anti-federal, anti-democratic: Tarigami

Srinagar, Jun 21 : CPI(M) leader M Y Tarigami Friday said that holding simultaneous polls to Parliament and state Assemblies is fundamentally anti-federal and anti-democratic and thus, against the Constitution. “It will fade out local issues as elections for state assemblies and Lok Sabha are fought on different issues,” he said.

In a statement Tarigami said that regional parties target local issues while national parties target national issues. “So, there is a possibility that regional parties will not be able to raise the local issues strongly if the polls are held together. Simultaneous elections will enhance the role of the Governor and the Central intervention in the system,” he said.

CPI(M) leader said that apart from technical issues involved in the holding of the simultaneous polls, our opposition to this is based on the fact that it is fundamentally anti-federal, anti-democratic and strikes at the root of the parliamentary democratic system, as ordained in the Constitution. “Article 75 (3) states that the collective responsibility of the Council of Ministers is to the House of the People. Similarly, Article 164 (1) concerning the Council of Ministers states that it is collectively responsible to the Legislative Assembly of a state. Holding simultaneous polls would tamper with the constitutional scheme of accountability of the government to the legislature,” Tarigami added.

He said that also, the NITI Aayog’s proposal to implement the President’s Rule if the Lok Sabha is dissolved and less time is left for the next elections, is an outrageous proposal that will make the President the head of the executive and bring an executive Presidency through the back door. (KNS)

Crime Branch Kashmir registers case against fake on line shopping company for fraud

Srinagar, Jun 21 : Kashmir wing of the Crime Branch of Jammu and Kashmir Police has registered a case against a fake online shopping company for committing a fraud.

A statement issued by the Kashmir wing of the Crime Branch reads as under:-

Crime Branch Kashmir initiated a preliminary enquiry on the written complaint received from one person, which revealed that the complainant has received an SMS from Cell NO. 919523848205 informing him that he has won a lucky prize of Rs.12,80,000/- and TATA Safari Vehicle vide coupon code No. 101 from NAPTOL on line shopping Pvt. Ltd. He was induced to deposit different amounts in different bank accounts under the garb of different charges /duties. The complainant deposited Rs.10,26,500/- Rs. 1,48,800/- Rs. 2,75,88/- Rs. 1,44,200/- Rs. 3,33,500/= Rs. 25,400/- Rs. 2,67,600/- Rs. 91,600/- Rs. 49,400/- Rs. 1,91000/- making in all an amount of Rs=23,05588 in various Bank Accounts of Punjab National Bank provided by the callers who projected themselves to be the employees of NAPTOL On-Line Shopping Ltd. and Reserve Bank of India (RBI). It also came to fore that the suspects are not employees of NAPTOL On-line Shopping Pvt. Ltd. nor has the said company issued any Lucky Draw Coupon. In this manner the suspects who projected themselves to be the employees of NAPTOL On-Line Shopping Pvt. Ltd. and RBI, have in a deceitful and fraudulent manner and grabbed the hard eared money of the complainant amounting of Rs=23,05588/= on the pretext of winning a TATA Safari Vehicle and cash amount of Rs. 12,80000/- through a Lucky Draw.

Abducted Husband-Wife Injured After Shot At By Gunmen In South Kashmir

Srinagar, June 21 (GNS): Husband-wife duo who were abducted by unknown gunmen, last evening were injured after shot at by them in Arwani village of Anantnag district in south Kashmir on Friday.
Reports reaching GNS said that the unknown gunmen abducted Mudasir Ahmad Makroo and his wife Nusrat Begum last evening in Bijbehara.

Today afternoon, while Nusrat suffered injuries in her left leg after fired upon by the gunmen at Arwani area near graveyard, Mudasir was also fired upon near Frisal side and sustained bullet wound in his leg, they said.

A police officer also confirmed the incident and said that while Nusrat has been admitted in SDH Bijbehara and Mudasir was shifted to district hospital Anantnag for treatment. The officer said that the condition of both the persons is stated to be stable.

The officer said that a case has been registered and further investigations taken up. (GNS)
