Madam,

                   With deep disappointment over the party affairs being run by the PDP leadership, it has become clear to me that I will not be able to fulfill my party responsibility henceforth. During my long association with this party I have witnessed many phases wherein this party was trying to prove as a viable political alternative. But in light of the present situation within the party, I have come to conclusion that the party is not following the principles of democracy which formed basis of its creation. 

I hereby tender resignation from my basic membership and as the District Organizing Secretary of the Jammu and Kashmir Peoples Democratic Party (JKPDP) Srinagar with effect from 20-06-2019.

Dental surgeon suspended over dereliction of duties in Central Kashmir

Srinagar, June 20 : Authorities has suspended a dental surgeon for derelection of duties in Ganderbal area of central Kashmir.

“Dr syed Amin Dental surgeon while posted at PHC Burzahama srinagar was relieved by CMO srinagar to this Directorate in terms of letter dated 05_11_2018 on the basis of the fact that the doctor concerned is arrogant not loyal and punctual towards his duties,” reads an order issued by Director Health Services Kashmir.

The doctor concerned inspite of being relieved did not report to this directorate, the order reads.

Taking cognizance of the matter a team from the Directorate was deputed to enquire the matter, the order reads.

“The enquiry committee among other contents reported that the doctor is definitely involved in subordination and recommended action as warranted under rules against him. Besides to transfer him to any other place which does come under the administrative control of CMO Srinagar. But at the same time it was reported by the enquiry committe that the doctor even after being relieved attended his duties intermittently of his own but was not allowed to mark his attendance,”the order reads.

Such behaviour of the doctor was also reflected by CMO Ganderbal previously while on his posting in District Ganderbal, the order said.

After recieving the report from enquiry committe on 24-05-2019 the case was under active consideration of this directorate.The doctor approached to this office on 19-05-2019 for his case but the dealing assistant concerned were in civil secteriate for official work which was conveyed to the doctor by the officials present in Directorate, the order said.

“As the doctor lend a deaf ear to the fact and took a video clip of the section through his mobile and uploaded through the same and in the clip he has been found passing derogatory remarks by virtue of which he tried to maglin the image of the department and violated the classification control and appeal rule.Besides tried to get his case solved by compulsion, the order said.

Such behaviour of the doctor in this office authenticated the complaint against him made by ZMO Zadibal and CMO Srinagar, the order said.

Nowtherefore in view of above details Dr syed suhail Amin dental Surgeon is hereby placed under suspension with immediate effect and is attached with the office of CMO Ganderbal, the order reads.

Consequently 50% subsistance allowance in favour of the doctor is concerned is accorded in terms of Art 108-A of J&S CSR Volume-1 which shall be drawn in favour of the doctor by CMO srinagar against the post which was previously occupied by him, the order added. (GNS)

Soon Track Your Stolen Mobile Phone: Govt Ready To Roll Out IMEI Database

In a bid to curtail the rampant cloning and theft of mobile phones across the country, the Telecom Ministry is ready to roll out a Central Equipment Identity Register (CEIR) a database of IMEIs, the 15-digit numbers that uniquely identify each mobile device.

Once implemented in the coming weeks, consumers in India whose mobile phones are lost or stolen can inform the Department of Telecom (DoT) via a helpline number after filing a report with police. The DoT can then blacklist the IMEI (International Mobile Equipment Identity) number, effectively blocking the mobile device from accessing any cellular network in the future. Alongside this, the stated objectives of India’s CEIR specifically refers to facilitating “IMEI-based lawful interception”. India had 1.16 billion wireless subscribers as of March 2019, according to TRAI data.

The DoT had announced its plan to implement this project in July 2017 and a pilot was conducted in the Maharashtra. “The theft and cloning of mobile phones have become a serious problem. The theft of mobile phones is not just a financial loss but also a threat to personal life of the citizens as well as national security. Counterfeit mobile phones in the market are another issue for DoT. A substantial number of counterfeit mobile phones are active in our mobile networks with fake IMEI numbers,” stated a DoT office memorandum detailing the project that was accessed by The Indian Express.

In India, the plan to prepare the registry of mobile identification numbers was first conceived in the National Telecom Policy-2012. A pilot for the project was developed and conducted by state-owned BSNL’s IT Project Service unit in Pune. In the interim budget for 2019-20, the government allocated Rs 15 crore to the DoT for the CEIR project.

In line with global practices, DoT’s identity register will be a database of IMEI numbers that will consist of three lists – white, grey and black. Mobile phones with IMEI numbers in the white list will be permitted for use, while those in the blacklist will be the ones that are reported stolen or lost and will not be allowed to access the network. Devices with IMEI numbers in the greylist will be the ones that do not conform to standards but will be permitted to connect under supervision.

The concept of a central identity register is advocated by the GSM Association (GSMA), a body representing mobile operators, equipment manufacturers, software and internet companies, among other stakeholders in the telecom ecosystem.

Globally, the equipment identity register is in use across various geographies including Australia, the UK, Azerbaijan, Egypt and Turkey among others.

Among the stated objectives of India’s CEIR are the curtailment of counterfeit mobiles, blocking of lost or stolen mobiles across networks thus discouraging theft of mobile phones, maintaining a registry of all equipment identity to facilitate database of valid devices, and facilitate IMEI-based lawful interception. The CEIR will also have access to GSMA’s global IMEI database, allowing comparison of IMEI numbers to identify counterfeit devices.

Pulwama IED Attack: Car Bomb Used To Target Army Patrol Vehicle, Says NIA

A Maruti 800 car is suspected to have been used in Monday’s terror attack on an Army patrol vehicle on the Arihal-Pulwama road in South Kashmir, initial probe suggests.

An improvised explosive device (IED) packed in a car parked by the road was detonated when a mobile vehicle patrol of the 44 Rashtriya Rifles passed by. Two Army personnel were killed and six others injured in the attack. The Army said it was “a failed attempt”.

A team of the National Investigation Agency (NIA) visited the scene of the explosion on Tuesday and picked up samples for forensic examination.

A senior government official said they were not certain about the explosives used in the attack, the third of its kind in the past four months.

Probe stuck

The NIA is also investigating the February 14 Pulwama terror attack, in which 40 CRPF personnel were killed after a car bomber — Adil Ahmed Dar, a Jaish-e-Mohammad (JeM) militant — rammed into a bus on the Jammu-Srinagar highway near Pulwama.

The second such case being investigated by the NIA was reported on March 30, when “some militants exploded a car laden with explosives near Banihal (in Ramban district) with intention to kill the CRPF jawans.” Six alleged Hizbul Mujahideen militants, including a Ph.D. scholar, were arrested for the “failed attack”.

The NIA’s investigation into the February 14 incident is stuck, as the agency is yet to trace the source of explosives used. A senior government official told The Hindu that the NIA had not received the forensic report that would establish where the explosives came from.

Lone link

The lone link, Sajjad Bhat, who would have provided details about the Pulwama conspiracy, was killed in an encounter with security forces on Tuesday.

The Maruti Eeco car used in the February incident had changed hands seven times and the last person to own it was Bhat, a resident of Bijbehara in Anantnag.

The NIA said Bhat acquired the vehicle on February 4, 10 days before the attack. A student of Siraj-ul-Uloom in Shopian, Bhat later joined the JeM.

As per the initial post-blast analysis conducted by the National Security Guard (NSG), hours after the February attack, the suicide bomber’s vehicle was packed with RDX, a high grade military explosive mostly found in Army stores.

Forces warned

Security forces deployed in the Kashmir Valley have been alerted to car-borne IEDs and extra measures were being taken to sanitise routes for the Amarnath Yatra that commences on July 1. More than two lakh pilgrims are expected to visit the shrine.

Around 30,000 security forces have been deployed for the Yatra’s security.(The Hindu)

Siblings add new twist to Hrithik, Kangana spat

MUMBAI: The Hrithik Roshan-Kangana Ranaut spat refuses to die down. A day after Hrithik’s sister Sunaina tweeted support for the “Queen” actress, Kangana’s sister Rangoli Chandel alleged in a tweet that Sunaina was being “physically assaulted” by the Roshan family.

Sunaina had on Tuesday tweeted: “And living in hell continues ….gosh I’m tired. I support Kangana all through”.

Rangoli took to Twitter on Wednesday for a series of posts on Sunaina.

She tweeted: “Sunaina Roshan is asking Kangana for help, her family is physically assaulting her because she is in love with a Muslim man from Delhi. Last week they got a lady cop who slapped her, her father also hit her, her brother is trying to put her behind bars… I fear her dangerous family might harm her, we want to make this public because Sunaina (is) calling Kangana and crying all the time, Kangana doesn’t know how to help her… so now she has blocked her number, but we fear for her safety.

“Everyone has a right to love whoever they want, hopefully this will scare Roshans and they back off… Kangana was so distressed after so many calls from Sunaina. Roshans are capable of harming Kangana, but this time around I am very careful I myself also spoke to Sunaina, I have kept all the messages and recordings, Sunaina is in trouble for sure and asking Kangana for help, but her father and brother must not harm Kangana.

“I have her back but at the same time it’s my moral duty to help Sunaina also, present these facts to the world on Sunaina’s request, so that Roshans know they are being watched now.”

Kangana and Hrithik have had an infamous spat. The actors were involved in a row which began after Kangana hinted at Hrithik being her “ex-boyfriend”. This was followed by an exchange of legal complaints and mud-slinging.

Birmingham: New Zealand captain Kane Williamson led from the front and showed nerves of steel with a masterful unbeaten hundred as he guided his team to a four-wicket win over South Africa in a thrilling World Cup clash here on Wednesday.

Williamson remained not out on 106 off 138 balls, his innings decorated with nine fours and a six, as the Kiwis saw off stiff resistance from the Proteas to win with three balls to spare.

Colin de Grandhomme supported Williamson well with a gutsy 47-ball 60 which was studded with five fours and two sixes.

The pair shared a match-winning 91-run stand for the sixth wicket.For South Africa, Chris Morris (3/49) was the best bowler.

New Zealand moved to the top of the table with the win, having nine points from five matches and remaining unbeaten.

South Africa, meanwhile, succumbed to their fourth loss in six games, having three points and being in eighth position in the 10-team table.

Chasing 242 for victory, the Black Caps were reduced 80/4 after Colin Munro (9), Ross Taylor (1), Martin Guptill (35) and Tom Latham (1) failed to get going.

Munro was caught and bowled by Kagiso Rabada (1/42) while Guptill, who looked good, could not carry on as he was hit wicket off Andile Phehlukwayo (1/73).

Taylor was caught behind by de Kock off Morris and Latham was dismissed in similar fashion. But with Williamson holding up one end, James Neesham (23) shared a crucial 57-run stand with his captain to steady to ship.

After Morris broke the partnership sending Neesham back in the hut, de Grandhomme joined the rock-solid Williamson in the middle with the game still in the balance.

The big moment of the match came in the 38th over when Williamson, batting on 76, bottom edged Imran Tahir to wicketkeeper Quinton de Kock. South Africa did not appeal but replays showed the Kiwi skipper had nicked it with stump microphone also picking up the sound of the ball kissing the bat.

Unanimously turns down resignation of Guild prez Fayaz Kaloo


Srinagar : Turning down resignation of Kashmir Editors Guild president Fayaz Ahmad Kaloo, Kashmir Editors Guild, Kashmir’s prominent newspapers, reiterated their commitment to uphold the journalistic values while reporting the ground realities in Kashmir.


A statement said the KEG discussed the issue of resignation submitted by its president at a meeting today and unanimously turned it down requesting him to continue leading the body for its smooth functioning.


“It was resolved in the meeting that under Kaloo’s able leadership, KEG has emerged as an efficient votary of freedom of press and has been contributing its bit for strengthening the institution of media,” it said.


Reiterating commitment to uphold the journalistic values while reporting the ground realities in Kashmir, the Guild resolved to create an atmosphere that will help in creating a free and independent institution of media in the state.


The meeting also complimented the efforts of the members to help establish an institution of media that is professional to the core as media in Kashmir has been operating in a testing situation since the past three decades.

AES deaths: Ministers face social media users’ wrath

New Delhi, June 20 : With over 100 children losing their lives to Acute Encephalitis Syndrome (AES) in Bihar, social media users are livid with strong messages targeting several key functionaries, including Chief Minister Nitish Kumar, while others have even asked for their resignations.

“Nitish Kumar: A heartless man, a terrible friend, a disloyal ally and an awful Chief Minister,” wrote one user on Twitter.

“Disaster of Health and Education in Bihar. @NitishKumar. CM has time to visit Iftar party but it took 17 days for him to visit the Hospital. No water to drink in Hospitals. No Research yet on the unknown Disease. No beds in the Hospitals. Children dying for the last 10 years,” alleged another user.

Kumar visited Muzaffarpur on Tuesday and following his visit the government commissioned a survey in blocks and villages which reported high death toll to study the socio-economic profiles of the affected families and their living conditions.

Hundreds of angry protesters staged a demonstration against Kumar’s visit to Muzaffarpur.

The protest took place outside the state-run Sri Krishna Medical College and Hospital (SKMCH).

The protests continued on social media on Wednesday.

“Shameless Nitish Kumar and Sushil Modi (Bihar Deputy Chief Minister). children are dieing (sic) due to non availability of proper medical care and medicine. Bihar govt officials have time for enjoying party. Why Nitish Kumar is so insensitive towards death of children. Why central govt is silent spectator,” wrote another user.

Earlier, Opposition leaders demanded the resignation of Bihar Health Minister Mangal Pandey on Monday for allegedly asking about the score during the World Cup cricket match between India and Pakistan, while he was at a press conference of Union Health Minister Harsh Vardhan in Muzaffarpur district where nearly 100 children have died due to Acute Encephalitis Syndrome (AES).

Union Health Minister Harsh Vardhan also came under the attack for the deaths in Bihar. They reminded him of the promises he had made in 2014. He promised that a 100-bed paediatric intensive care unit would be set up at SK Medical College hospital. He also announced setting up o five Vilogical Diagnostic Laboratories in the state.

“The trio of Nitish, Sushil Modi and Harshavardhan should resign and quit politics forever. #BiharInvestigation,” said one user.

The Ministry of Health and Family Welfare on Wednesday said that Vardhan has directed for five teams of senior pediatricians and para-medics to be sent to Muzaffarpur immediately to further strengthen the state efforts and measures in the affected districts.

Ten pediatricians (including five senior consultants) and five para-medics from RML Hospital, Safdarjung and Lady Hardinge Medical College will be part of the five teams, the statement added.

U.S. envoy says Washington seeks new deal with Tehran

WASHINGTON,  (Xinhua) — U.S. Special Representative for Iran Brian Hook on Wednesday described U.S. latest move in the Middle East as “defensive”, reaffirming that Washington seeks a “comprehensive and enduring deal” with Tehran.

“No one should be uncertain about our desire for peace or our readiness to normalize relations should we reach a comprehensive deal,” Hook said during a congressional hearing over U.S. Iran policy.

Hook told the House Committee on Foreign Affairs that the ongoing pressure campaign against Iran has been effective, which aims to deprive Iran’s revenue and to force it back to the table.

U.S. President Donald Trump pulled Washington out of a nuclear deal in May last year and resumed energy and financial sanctions on the Islamic Republic.

The United States in the past weeks has continuously deployed military assets to the region on the pretext of “Iran’s threat.” The latest move was on Monday when Pentagon announced to send about 1,000 additional troops to the Middle East.

Despite Hook called these actions as “defensive move” to restore deterrence, lawmakers were worried about the growing risk of unintended conflict between the United States and Iran.

“I see a growing risk of miscalculation. I see more and more scenarios that could spark a conflict-that could lead to the United States stumbling into war,” said Eliot Engel, chairman of the House Committee on Foreign Affairs.

Engel also made clear to Hook that “military action against Iran without the approval of Congress is absolutely not an option.”

The tensions between Washington and Tehran have been rising due to the attack on two oil tankers last week in Gulf of Oman as well as Iran’s threats of not complying with the 2015 Iran nuclear deal.

Hook started his intensive trip to the Middle East and Europe on Wednesday, during which he would discuss the Iran issue with U.S. allies and partners, according to a statement issued by the U.S. State Department.

The statement said Hook would hold bilateral meetings in Saudi Arabia, United Arab Emirates, Kuwait, Oman, and Bahrain. The envoy would then travel to Paris, discussing “a range of issues concerning the Iranian regime” with his counterparts from Britain, Germany, and France.

Iranian President Hassan Rouhani said Tuesday in a broadcast speech on state television that U.S. efforts to isolate Iran have been unsuccessful.

CISF personnel commits suicide in Delhi

New Delhi  (PTI) A 27-year-old CISF personnel allegedly committed suicide by hanging himself from a ceiling fan at his home here, police said on Wednesday.

The body of Vipin Kumar, a native of Jahanabad, Bihar, was found after his neighbours noticed a foul smell emanating from his ground floor apartment in Shahdara’s Dilshad Colony, they said. 

It seems that Kumar died two to three days ago, police said, adding that the body was sent to the GTB hospital for post-mortem. The time and cause of death will be ascertained after the report, they said.

The deceased’s nephew Manav Thakur said that Kumar had joined the Central Industrial Security Force (CISF) in 2013 and was posted at the CGO Complex in New Delhi. He was earlier posted in Mumbai. 

“He was unmarried and living in Dilshad Colony for the last one and half years. He came to Delhi on June 15 from his native place after spending couple of days there,” Thakur said.

“We have seen the body and it seems like somebody has killed him and later hanged his body from the ceiling fan,” Thakur alleged. 

Kumar was the youngest of three brothers. His elder brother Arvind Kumar is a doctor who practices in Loni and lives near his house while the other one lives in Bihar, he said.

Kumar’s father died in 2017 and his mother lives with one of the brothers in Bihar. The family members have been informed and would be reaching Delhi soon, he added.
