LMD imposes fine on School, booksellers in Bandipora

A joint team of Legal Metrology Department and Food Safety conducted inspections of various schools and booksellers in Sonawari area of Bandipora district on Monday.

During the inspection, the team found Greenland Public School Inderkoot Sumbal involved in selling textbooks supplied by SS Stationery of Inderkoot Sumbal in the school premises. The team registered case against the both and imposed a fine of Rs 25000.

The LMD team also imposed a fine of Rs 6000 on Modern Book Depot Bori Kadal for selling textbooks on exorbitant rates while a case was also registered against Green Valley School Naidkhai Sumbal.

Assistant Controller Legal Metrology Department said Deputy Commissioner Bandipora Dr Shahid Iqbal Choudhary has constituted various inspection teams to keep a check on the violation of rules with regard to the sale of textbooks. He said the joint inspection teams make surprise checks of schools and booksellers during the inspection adding that strict action will be taken against the violators.

The government has earlier passed strict directions to the private schools not to compel parents to buy books and uniform from the school or from any specific shops. The booksellers have also been warned not to sell books on exorbitant rates.

Yasin Malik visits Chowkibal Kupwara, Aripal Tral, Pampore in last two days

Chairman of Jammu Kashmir Liberation Front (JKLF), Muhammad Yasin Malik has said that looking after the sufferers of Indian aggression is our religious, moral and national duty.

“India is destroying our houses and families and we as a nation are duty bound to rebuild them again,” Malik said in a statement issued.

Malik along with a delegation comprising of Noor Muhammad Kalwal, Mushtaq Ajmal, Bashir Ahmad Kashmiri and others visited Zunreshi Chowkibal Kupwara, Aripal Tral Pulwama and Pampore Kashmir.

JKLF chairman started his journey towards Kupwara in the wee hours of morning today and managed to reach Kupwara where he straightaway went to Zunreshi Chowkibal Kupwara and met with the destitute victim family whose residential house was blasted and burnt down to ashes by forces in 2014.

“Head of this family, Muhammad Sadiq had built a single story house after years of labor and his three blind children had barely started recognizing their house when on 08th April 2014, Army staged a fake encounter in their house, killing two youth and burning down their house of dreams to ashes,” he said.
“From 2014, this family whose one member is paralyzed after being hit by Indian bullets during the said encounter and three children are blind had no place to live in so they turned the upper part of their cowshed into a living room where they are forced to live in a dilapidated and miserable condition,” the statement said, adding that Malik met with the poor family and expressed solidarity with them.

Earlier, Malik yesterday reached Aripal Tral where family of Ghulam Nabi Ganie a painter by profession was vandalized on November 10, 2018, as their residential house and cow shed along with a cow and calf were put on fire by forces leaving this poor family roofless.
“The forces not only blasted their house but destroyed their crops too and looted walnuts from the house. This family has already sacrificed a son and another member of family for the sacred cause in 2009,” Malik said.
JKLF chief met with this persecuted family and expressed solidarity with them.

During this two-day long journey, Malik also visited the family of slain Muhammad Amin at Pampore Kashmir and expressed solidarity with his bereaved family.

Speaking to the victim families, Malik said that “India was busy killing our young and old, destroying our residential houses and properties and ruin our families and we as a nation are duty bound to rebuild and rehabilitate these persecuted families.”

He said that “looking after the sufferers of Indian aggression is our religious, moral and national duty and as a living nation we cannot turn away from this obligation and duty.”
Malik said that “after Shadah and Salat, Zakat (giving alms) is the most important pillar of our faith. We have been taught by Allah and his last messenger (SAW) to provide monetary assistance to poor, destitute, homeless and prisoners. Even among the eight ways in which Zakat is to be used, poor, destitute and homeless have to be given priority and preference according to Quran and Sunnah.”
“Moreover, as a nation striving for freedom and right to self-determination providing relief and assistance to the victims of Indian aggression is our national duty and as a living nation we should never fail in this religious, moral and national obligation of ours,” he added.

Appealing every Kashmiri especially those who have been given wealth by Allah to fulfill their duty in this regard, Malik said that “Kashmiri nation is a living nation which is striving for its freedom and right to self determination and has collectively rendered precious sacrifices for this righteous cause and we are hopeful that as a nation we will not fail those among us who are victimized and wronged by Indian militarized violence.”

Weatherman predicts light rains in plains, snow in higher reaches

As the weather remained cloudy, the weatherman here has predicted light to moderate rainfall across Kashmir on Tuesday and Wednesday, saying that the higher reaches may experience snowfall.

Talking to Kashmir News Service (KNS), Director Meteorological (MeT) department, Sonum Lotus said that there is possibility of light to moderate rainfall in the plains on Tuesday and Wednesday.

He said that the plains wouldn’t experience snowfall in between, saying that there is a forecast of light snowfall in higher reaches. “As pre the forecast, the weather would remain wet till November 14 and will improve from November 15 morning,” he said.

Lotus said that the snowfall in reaches will not be heavy as it occurred last week.

Earlier on October 27, the higher reaches as well plains in Kashmir here experienced season’s first snowfall that also resulted in the blockade of roads and especially affected the power supply across the Valley.

The four transmission towers in the Valley at Lissar, Kulgam, Shopian and Wanpoh got fully damaged in the snowfall, thereby left southern districts without electricity for days together.

Inter-state Gang Of Fraudsters Involved In Thefts, Cheating, Defrauding Busted In Udhampur, 3 held

Police on Monday said that it has busted an inter-state gang of fraudsters by arresting three persons involved in defrauding the innocent public of Udhampur and its surrounding areas on the pretext of being a “Tantrik” who can cure the life-consuming terminal diseases with his magic power.

Giving details, Rayees Mohammad Bhat, SSP Udhampur told GNS that based on some reliable information, police took the contingency of the fraud and a Case FIR No. 555/2018 U/S 420/406/380 RPC was registered in Police Station Udhampur.

During the course of the investigation, police succeeded in identifying the victims of these fraudsters who were motivated to assist the police to nab these fraudsters. Accordingly, a special police team led by Inspr. Sanjeev Chib, SHO PS Udhampur assisted by SI Vishavpartap Singh under the supervision of Zahid Saif Wani, Dy.SP Hqrs. Udhampur was constituted and a massive hunt was launched to nab these fraudsters by way of utilizing human and technical intelligence, SSP said.

“The raids have been conducted in various suspected locations and ultimately the police team arrested the accused gang of fraudsters red handed and subsequently all the 03 fraudsters were arrested and on their disclosure, cash recovery to the tune about 12 Lacs and stolen jewellery worth Rs. 60 thousand were recovered,” SSP said.

Modus operandi of these fraudsters was that they used to gain entry in a house on the pretext of being a “Tantrik” who can cure various diseases especially life consuming terminal diseases with their magic power and soon after gaining the entry in a house in this way, the gang led by Maan Singh son of Nagina Singh of Darhar, Tehsil Padrona, District Gorakhpur, Utter Pradesh and his associates namely Gouri Devi wife of Bala Deep of Jhansi, MP, Sachwinder Singh son of Charan Singh, Wamini, Gurdaspur, Punjab used to befool the house owners with the suspicion of availability of some hidden treasure/wealth etc. which they can trace after performing some special kind of rituals/pooja secretly, the officer said.

Accordingly, they used to collect money from the house owners for being used for pooja purpose so that the hidden wealth could be extracted and shifted in the household utensils by way of rituals. Besides, Maan Singh used to utilize many other ways which included fasting, performing rituals along with family members and sometimes alone inside the housekeeping all the family members out of the house etc. thereby committing thefts with a free hand from these houses, the officer said.

Moreover, Maan Singh used to warn the family members not to disclose about the treasure/hidden wealth their rituals/pooja to anyone during 41days of Pooja otherwise the whole exercise will go in vain and would be having adverse effects on the family. This way, the fraudsters cheated 03 families of district Udhampur besides committing thefts to the tune of about 18 Lacs approx. As of now, cash recovery of 12.03 Lacs and stolen jewellery worth Rs. 60 thousand has been made besides freezing of their bank account having the balance to the tune of Rs. 4 Lac. Further investigation of the case is going on, the officer added.

Geelani shifted to SKIMS for medical check-up

Hurriyat Conference (G) chairman, Syed Ali Geelani was on Monday shifted to SKIMS Soura for medical check-up.

Hurriyat (G) leaders informed KNS that Geelani is fine and that he had to undergo some medical tests and calibration of pacemaker.
“After complaining of chest pain, Geelani was shifted to SKIMS for medical checkup,” he said.

Director SKIMS, Dr Omar Javaid Shah confirmed to KNS that Geelani was admitted in the institute after he had complained of chest pain.

He said that Geelani’s pacemaker battery has to be changed, saying that he is stable and his health condition is better.

Three inmates injured inside Baramulla lockup scuffle, says police

Srinagar: Three youths who were arrested allegedly on charges of stone pelting suffered injuries inside a police lockup in north Kashmir’s Baramulla district after they had scuffle with each other, police said.

SSP Baramulla Imtiyaz Hussain said that the “stone pelters” were locked up and under proper remand from Court fought with each other and got injured.

They were given proper medical aid in district hospital Baramulla and are stable, SSP said.

Chief Secretary reviews winter preparedness

Following explicit directions of the Governor, Shri Satya Pal Malik to the administration to provide all basic services and supplies to the people in Kashmir division during the winter months when the durbar is at Jammu, Chief Secretary, Shri B V R Subrahmanyam Sunday held an extensive review with the divisional and district administration of Kashmir division at Srinagar and impressed upon the concerned departments/agencies to work 24×7 to ensure that people are provided all basic necessities in particular power, water, essential commodities and petroleum products during the winter months without any interruption.

Chief Secretary directed the Divisional Commissioner, Kashmir and Deputy Commissioners of Kashmir division to remain alive to the weather prediction for the next week and ensure that the action plan for restoration of basic services is in place in advance with role clarity for convenience of the people.

While conveying appreciation of the Governor to the concerned departments, divisional and district administration for their untiring efforts in restoration of various services post snow fall, Chief Secretary stressed upon identifying the gaps, if any, noted during the restoration work post November 3rd &4thsnowfall and devise appropriate strategy to tackle these in future.

Chief Secretary expressed deep anguish over the inconvenience to the people on account of extensive damage to 4 transmission towers due to which power supply in certain areas was badly affected. He asked Divisional Commissioner Kashmir to have the matter relating to damage to these towers examined critically; lapses if any identified and report furnished to the Government, as already decided.

Recognizing the importance of power for the people in general and various key sectors in particular student community during winter months and ensuring against damage to the power infrastructure in the event of snowfall, Chief Secretary directed the PDD to check that transmission towers, power lines and poles are in good condition and trees closer to power lines are pruned as per the requirement. The PDD was further asked to keep in readiness a well conceived ‘zone wise restoration plan’ in the event of snowfall or break down of power supply. PDD was also asked to ensure that sufficient quantity of required material including oil for gensets be stocked in snow bound areas like Gurez and Ladakh during winters.

To ensure that major, secondary and residential roads are kept open for traffic in the event of snowfall, men and machinery is deployed rapidly to clear the roads, PW(R&B) and the district administration was asked to keep ‘zone wise snow clearance plans’ ready. It was informed that additional 15 snow ploughing machines and 22 bulldozers are being procured and will be provided to the snowfall prone districts soon to quickly and effectively deal with closure of roads during snowfall. The Deputy Commissioners were asked to spare the services of Engineers of Mechanical Engineering Wing for the restoration work in the event of heavy snowfall.

Preparedness with regard to snow/ landslide clearance, traffic management, rescue plan and facilities for stranded passengers/truckers along the Srinagar-Jammu National Highway and other important roads was also reviewed during the meeting.

The concerned departments and the district administration was asked to be fully prepared to ensure uninterrupted water supply, cleaning of lanes and drains and dewatering of potential waterlogged areas. “Check that dewatering pumps are in operational state and ready for use” Chief Secretary said.

Chief Secretary asked the Health Department to ensure that hospitals have adequate heating arrangements, availability of medicine/facilities; and alternate power source (gensets) and funds required by a hospital on this count should be immediately projected to the Government to obviate any difficulty. He specifically took stock of functioning of major hospitals including SKIMS Soura, SMHS and G B Panth hospitals and directed the hospital administration and the health department to ensure that healthcare services are provided 24×7 to the best satisfaction of the patients.

Chief Secretary asked the School Education department to ensure that heating facilities are provided in the examination centres being conducted by the J&K Board of School Education.

Chief Secretary also took stock of availability and stocking of ration, Gas, Petroleum, K oil and other essential food items in Kashmir division including snow bound remote areas like Gurez. He directed the Director Food Civil Supplies & Consumer Affairs, Kashmir to ensure supply of food grains and petroleum products to the consumers during the winter months. For this purpose, the Food Civil Supplies & Consumer Affairs Department shall remain in constant touch with the oil companies so that there is no shortage of cooking gas and petroleum products.

Chief Secretary asked Divisional Commissioner, Kashmir to have joint control rooms functional throughout the winter months with general public kept informed through weather advisories/alerts and about the potential avalanche prone areas for their safety. He also instructed the divisional administration to share with the district administration, the names and contact details of the nodal officers designated for coordinating air rescues.

Regarding disbursement of relief among the affected farmers of the November 3rd & 4th snow fall, Chief Secretary directed the district administration to start the process of providing interim relief by November 12th, till final assessment is completed. He said that keeping in view the extensive damages/ losses caused by the snowfall of November 3rd & 4th, Governor’s administration has declared the snowfall as a State Specific Special Natural Calamity, treated the apple as a perennial crop for relief purposes under SDRF and enhanced the relief amount five times i.e from Rs 6800/Ha to Rs 36000/Ha under SDRF. Chief Secretary also added that Government of India has been requested to depute a team to assess the quantum of damage so as to explore the possibility of providing compensation above the permissible limits under SDRF.

Besides Divisional Commissioner, Kashmir, Director SKIMS, Principal GMC Srinagar, DC Srinagar, DC Budgam, HoDs of various departments participated in the meeting. Deputy Commissioners of other districts including Leh & Kargil participated through video conferencing.

Advisor Kumar, CS visit Chrar-e- Sharief

As part of the Governor Administration’s efforts to reach out to the general public, Advisor to Governor K Vijay Kumar and Chief Secretary B V R Subrahmanyam today visited Chrar-e-Sharief where a large number of public deputations met them and projected their demands.

The Public Darbar was also attended by Divisional Commissioner Kashmir Baseer Ahmad Khan, IGP Kashmir SP Pani, District Development Commissioner Budgam Dr Syed Sehrish Asgar, SSP Budgam Tejinder Singh, ADDC Budgam Khurshid Ahmad Sanai, ADC Budgam Khursheed Ahmad Shah, SDM Chadoora, Aziz Ahmad, district/sectoral officers and Tehsil Officers and other concerned.

On the occasion, various deputations put forth various demands particularly up-gradation of power receiving stations, improvement of electricity and supply of drinking water facilities, development of playgrounds, indoor stadiums, establishment of Fruit Mandies and cold storage facility, up-gradation of schools and health centers, availability of sufficient staff at different health centers in Chadoora Sub Division, construction of bridge, Pilgrim House and shopping complex and enhancement in the developmental funds under various sectors.

The delegations, which met the Advisor, include senior citizens of Budgam, delegations from village Nagam, Pakherora, Dardpora, BK Pora, Chattergam, Kanehuma, Kralepora and other villages, Traders and Market Associations, Bar Association Chadoora, Civil Society Organizations and Youth Delegations, Sumo Stand Association Chadoora, Charari Sharief Shrine and transporters, Fruit Growers Association, Students of Degree College, Trade Union Chrar-e-Sharief and various other deputations of the subdivision.

The student and youth delegations demanded better sports-related infrastructural facilities at their schools and other areas in Budgam. The Fruit Growers delegation demanded the establishment of cold storage at Chrar-e-Sharief for the growers.

The Advisor assured the delegations that all their issues raised during the Public Darbar shall be taken with the concerned departments to ensure their resolution and the Government shall explore the possibility of construction of filtration plant at Chrar-e-Sharief, bridge over Sukhnag, Court Complex at Chadoora, Pilgrim House and Shopping Complex for displaced shopkeepers.

The Advisor stressed on expediting the work ongoing developmental and public utility projects and passed on-spot directions to the concerned to ensure the speedy redressal of issues raised by the deputations.

He also emphasized on prompt delivery of public services and directed officers to ensure completion of all pending/languishing developmental projects within the stipulated time frame.

A large number of respectable citizens from many areas of the district turned up with their grievances, demands and suggestions.

On National Education Day, DSEK kick-starts enrolment week

To commemorate National Education Day, Director School Education Kashmir (DSEK), Dr. G.N. Itoo, today kick-started enrolment week in schools here.

Highlighting the need for increasing the enrolment of students in schools, DESK said that the students of the state have a lot of talent which needs to be groomed to nurture their capabilities.

He said efforts are underway to further improve literacy rate of the State and make the vision of making the State successful in education sector a reality.

Dr. Itoo expressed these views while participating as a chief guest in the Divisional Level function of National Education Day organized by Directorate of School Education Kashmir in collaboration with Navkriti Foundation, New Delhi in Zone Rainawari.

DSEK said to nurture the potential of students and to achieve academic excellence, teachers need to be properly trained. He stressed on providing teachers with training as per the latest trends and practises in the field of education.

President Navkriti Foundation Rajeev Kumar and Journalist Wajahat Qazi were the guests of honour in the function.

The Foundation adopted Government BMS Kathidarwaza and will be setting up a computer lab and provide sports kits to the school.

Earlier, DSEK unveiled the computers provided by Navkriti Foundation to BMS Kathidarwaza in presence of President Navkriti Foundation, General Secretary Asif Nabi Khan, CEO Srinagar, ZEO Rainawari and other officers of the Department.

Chennani-Udhampur track unsafe for travelers this winter

The passengers who were stuck in snow recently on the Srinagar-Jammu highway here on Sunday said that Chennani-Udhampur track is a dangerous accident prone area and almost unsafe for the travelers this winter.

A legion of travelers while narrating a woeful tale during the recent snowing on Srinagar-Jammu highway at Srinagar office of Kashmir News Service (KNS) alleged that the authorities of National Highway Authority of India (NHAI) are carrying out the work at a snail’s pace despite seeing vehicles dancing on the sketchy track. Though the condition of the road is unfit for the movement of traffic from Ramban-Ramsoo also where the landslides come down frequently and traffic gets disrupted but the Chennani-Udhampur track has become unsafe for travelers this winter as the repair work is going on at a very snail’s pace.

Repeated attempts to establish contacts with the concerned authorities of the National Highway Authority of India failed as they didn’t bother to respond to the repeated calls from KNS office Srinagar.
