Enforce ‘No Horn Zones’ near hospitals, schools, courts in Srinagar: Div Com to Officers

To avoid inconvenience to the general public,  the Divisional Commissioner Kashmir Baseer Ahmad Khan on Thursday stressed all concerned officers to enforce ‘’No Horn Zones’’ near hospitals, educational institutions and courts immediately.

“Any person found violating the orders shall be dealt strictly as per the law,” he added.

He asked concerned officers to ensure the installation of a maximum number of signboards in this regard near hospitals, educational institutions and courts for the convenience of drivers.

Former BJP activist injured after shot at by gunmen in Tral

Srinagar, May 2 : Former Bhartiya Janta Party (BJP) activist was injured after shot at by suspected militants at Kuch Mulla of Tral in south Kashmir’s Pulwama district on Thursday late evening.

Reports reaching said that the masked gunmen believed to be militants fired upon the man identified as Abdul Rashid Bhat (50) son of Ghulam Ahmad Bhat of Kuch Mullaa outside his home. In the incident, Rashid received a bullet wound in his left foot.

Sources said that Rashid was earlier associated with BJP, however, later he quit the party several years back.

A police officer also confirmed the incident and said that the man has been hospitalized where his condition is said to be stable.

Soon after the incident, government forces launched searches in the area to track down the gunmen. (GNS)

Bosia

Bosia is almost 114 km north of Kashmir. It is a beautiful place surrounded by lush green forests. From Srinagar to Baramulla is 74 km and from Baramulla to Rohmu one has to travel 15 km approximately then from Rahmu, Bosia is situated at a distance of 25 km approximately which is nearly 119 kilometers from Srinagar. The place is good for trekking and camping. The best part about Bosia is that it has a huge Potato farm with a tremendous yield of potatoes which are exported to other parts of the State. The people of nearby areas are trying to get Bosia converted into a tourism destination because the local people have been visiting here for picnic and they have also witnessed some people coming there for trekking and doing camping of and on. The forest department has constructed a hut here. The natives here speak Pahari language. Roads are well constructed and one can easily come here using even public transport which is available in the area.

Mond Daji

Mond Daji is about 100 kilometers from Srinagar. Covered from all sides with lush green forests, this place is an unexploited tourist destination. It falls in Baramulla district. In order to visit this place, a person has to go to Baramulla town and then to Dangiwacha which is at a distance of 36 kilometers. From Dangiwacha to Mondiji it is around 17 kilometers distance approximately. This is the last village of Baramulla district. In 2006 the then tourism minister Mohammad Dilawar Mir had ordered construction of some huts for tourists here. This place is good for tracking and fishing also. The place is full of apple orchards. There are a number of medicinal plants that grow here. People usually speak Pahari language here to communicate with each other. Roads are well constructed. People can visit this place easily even through use of public transport.

Laduva

Laduva is almost 115 kilometers from Srinagar. One has to travel to Baramulla and from Baramulla town the visitors are supposed to reach Rahmu which is at a distance of 15 kilometers approximately. From Rahmu visitors have to travel a distance of 26 kilometers to reach Laduva. This place is known for its pristine glory and the locals here guide any visitor who wants to see the natures beauty. The locals here are very hospitable and even offer free accommodation because of lack of tourist infrastructure at this place. This place has water bodies and a covering of high altitude mountains. Laduva is good for tracking one can directly go to Vij-Top through tracking. Vij-Top is a meadow where Bakarwals take their animals for grazing in summers. The local speak Pahari but they can speak Urdu too. Half of the population here do farming and other half are in different government and private services. Habwar is one place here which resembles with Gulmarag. Basically this place is alpine. Good roads with good transport facilities are available. One can easily take private or public transport to reach this beautiful place. This place is also known for a revered shrine namely Dalari where people pay a visit especially on Sundays.

Athwatoo

Athwatoo is at a distance of 90 kilometers from Srinagar. The place falls in Bandipora district. The hamlet is tucked between mountains and the view is dominated by the Wular Lake, into which streams of crystalline water gush down from the slopes. For about a decade now, the place has attracted a substantial number of tourists. Private hotels have come up and the place is slowly turning into a tourist resort, with many preferring a night stay here. However, the accommodation available both in government or private sector is not upto the mark. Athwatoo is surrounded by Hajin, Lar, Wakura and Wavoora Blocks. This place is also known as ‘Chota Pahalgam’. This is good and newly developed picnic spot. This place is good for camping. Athwatoo people speak Urdu. Bandipora, Sopore, Baramula, Srinagar are the nearby Cities to Athwatoo. This place is all covered with lush green forests. The beautiful stream with fresh water mesmerizes the visitors. This place provides a very calm ambience with no cellular network coverage. Roads are good and constructed from Ahemshrief side.

Tosa Maidan

Tosa Maidan is a 61 kilometers from Srinagar. Tosa Maidan falls in district Budgam of Central Kashmir. This place is known as the king of meadows. Tosa Maidan shows growth of multiple types of trees of which Pine is the most dominant one. This place is a major trekking route to-Yusmarg-Budgam and is a large meadow used for cattle grazing by nomads. Tosa Maidan is a perfect spot for campers. You can camp at the base called Dam Dam. Horse riding is a potential adventure when you are in Tosa Maidan because of its vastness. The place is rich in diverse flora and fauna. There are a number of medicinal plants that grow here. Some of them are used by the local villagers as home remedies for a number of diseases. Kashmiri is mother tongue of this place.

Govt all set to function in summer capital Sgr from Monday

Srinagar, May 02 : The Jammu and Kashmir government is all set to start functioning in summer capital Srinagar from Monday with the authorities have made all necessary arrangements, including security, to ensure smooth functioning of all government offices for the next six months after shifting from winter capital Jammu.

The Raj Bhavan, Civil Secretariat and other offices closed in Jammu are scheduled to re-open in Srinagar as per the ‘Darbar Move’.

Director General of Police Dilbagh Singh told that adequate security arrangements to be put in place for re-opening of Civil Secretariat and other Darbar Move offices in the summer capital. “Security has been stepped up with additional deployment of forces in and around the Secretariat. Nobody will be allowed to disrupt the opening of the Secretariat,” the DGP said.

He said that that law and order situation is fully under control and police and other security agencies have taken all measures to ensure that peaceful atmosphere prevails.

The Srinagar has been given a face lift ahead of the re-opening of the offices. Every year, the city gets a face-lift on the eve of re-opening of Durbar move offices. Besides, the government offices and quarters have been renovated and the street lights restored.

Meanwhile sources said that Police in and around civil secretariat have been asked to remain vigilant on the re-opening of Civil Secretariat and traffic plan will be revised to ensure smooth flow of official and private vehicles.

Sources said that Governor Satya Paul Malik will be accorded Guard of Honour in the premises of Civil Secretariat before formally kicking off the functioning of the Government for next six months. 

Tral best example of PDP’s betrayal in south Kashmir: G A Mir

Srinagar , May 02: Ghulam Ahmad Mir on Thursday said that Tral was a most neglected area of south Kashmir, rising unemployment, mass arrests, lack of development and unnecessary harassment of innocent people has made the lives of people miserable, resulting in deep alienation among the people of this area.

    Mir said that PDP gave nothing to people of Tral except pellets, bullets and mass arrests, which will continue to haunt the people for decades.

This was stated by J&K Pradesh Congress Committee (JKPCC) President G A Mir while addressing a public meeting at Dragad Satoora in Tral today.

Mir also addressed a public meeting at Lethpora Pampore and appealed the people to show their anger by defeating both PDP, NC in the present elections to put an end to the deception and backstabbing by both PDP NC, who have equally exploited people, from time to time, for votes.

Mir was accompanied by Senior Party Leader Haji Abdul Rashid Dar, Gulzar Ahmad Wani, Surinder Singh Channi, Hilal Ahmad Shah, Gulam Mohd Mir and others.

Addressing the gatherings, G A Mir said that Tral area was a most neglected area of South Kashmir while having undergone tremendous damages in every respect, unemployment in this area has touched the sky, no development has taken place.

“Rather the developmental process started by UPA I UPAII was derailed merely on political lines, those who got elected never showed any concern for the people of this neglected area, as result, the grievances of inhabitants of this famous part of South Kashmir (Tral) remained unattended and unaddressed,” Mir said.

He said Congress Party is set to form government at Centre and assured the people of Tral and other neglected areas of South Kashmir that Party will create more and more employment avenues besides starting recruitment drive to curb the unemployment menace, besides ensuring their overall development and other basic amenities required by the people.

“History is replete with the betrayal and backstabbing on the part of PDP, NC & BJP, which will continue to remain source behind alienation among the people of Tral, who voted for PDP, but they were responded with unemployment, pellets, mass arrests and unnecessary harassment of innocent people day in and day out,” Mir said.

Mir also took a jibe at National Conference for doing lip service to people of South Kashmir to garner support, but this time South Kashmir has decided to defeat both PDP NC, which is indicative from the polling in Anantnag and Kulgam District in last two phases, saying that the claims made by NC & PDP was  a political drama being staged by them to mislead & exploit people of Shopian & Pulwama Districts going to polls on 6th of this month, the people of these districts have also rejected the opportunist politics by PDP & NC  for their dual standards and political exploitation,” he said

“I would emphasize the people of both Pulwama and Shopian District to strengthen the Secular Forces by ensuring the victory of Congress Party, with a thumping majority and assure them that Congress Party will do everything to ensure development, employment, safety and security of people,” Mir added.

“Congress Party is winning the Election in South Kashmir, feeling duty -bound to put an end to the harassment, mass arrests, besides curbing the employment menace would be in South Kashmir, the safety and security of the people would be its top priority, “Mir told the gatherings.

Kashmir journalist in international list of ‘most urgent’ threats to press freedom

In jail since August 2018 journalist Aasif Sultan, featured among this month’s list of the 10 ‘Most Urgent’ threats to press freedom across the globe.

The list — released monthly by the One Free Press Coalition, which was founded by a dozen news organizations including TIME, with the goal of defending journalists under attack — identifies 10 of the most severe examples of threats to press freedom around the world.

Asif features at number seven in the list followed immediately by journalist Jamal Khashoggi, who was murdered inside the Saudi Arabia consulate in Turkey.
Aasif, a journalist working with Kashmir Narrator, was picked up from his home five days before being formally arrested on August 31. He has been booked under the Unlawful Activities (Prevention) Act in a militancy-related case.

The list said that Aasif was “arrested on anti-state charges in August 2018. He has been repeatedly interrogated and asked to reveal sources by police, and has experienced health issues as he remains behind bars.”

Below is list of the journalists included in no specific order:
1. Azory Gwanda (Tanzania): Independent Tanzanian journalist goes missing.

Azory Gwanda, a freelance journalist working in rural Tanzania, has been missing since November 21, 2017. Before his disappearance, Gwanda had been investigating mysterious killings in his community. The Tanzanian government has so far failed to launch a credible investigation into his case.

2. Wa Lone and Kyaw Soe Oo (Myanmar): Reuters reporters imprisoned under the Official Secrets Act.

Following their investigation into a security force massacre of Rohingya men and boys in western Rakhine State, the pair were convicted under the colonial-era Official Secrets Act and sentenced to seven years each in prison, even though a policeman testified that they had been entrapped. The Myanmar Supreme Court recently upheld their convictions.

3. Miguel Mora and Lucía Pineda (Nicaragua): Nicaraguan journalists detained amid media crackdown.

In December, Nicaraguan police raided TV station 100% Noticias and arrested station director Miguel Mora and Lucía Pineda, its news director. Both journalists are being held on charges of “inciting hate and violence” and have been denied consistent access to legal services.

4. Miroslava Breach Velducea (Mexico): Murdered for reporting on corruption and politics.

In March 2017, La Jornada correspondent Miroslava Breach Velducea was murdered in the state of Chihuahua in connection to her reporting on links between politicians and organized crime.

Prior to her death, she had received threats on at least three occasions for her reporting. Currently there is one suspect in custody, and the next hearing is expected to take place in the coming months.

5. Claudia Duque (Colombia): Veteran investigative reporter deserves justice for harassment and attacks.

Duque has endured kidnapping, illegal surveillance, psychological torture, and exile as a result of her work. Colombian courts convicted three high-ranking officers of the Colombian security services for torturing Claudia and her daughter in 2003 and 2004. As of May 2019, all the defendants in the case were free.

6. Mahmoud Abou Zeid (Shawkan) and Alaa Abdelfattah (Egypt): Still not free, even after prison release.

Egyptian blogger Alaa Abdelfattah and photographer Mahmoud Abou Zeid (Shawkan) were released this year after spending over five years behind bars. However, both have to report to a police station each evening, and it is up to the police whether they can leave. So far, both have spent every night of their “freedom” behind bars.

7. Aasif Sultan (India): Imprisoned on anti-state charges for covering conflict.

Aasif Sultan, a reporter with Kashmir Narrator, was arrested on anti-state charges in August 2018. He has been repeatedly interrogated and asked to reveal sources by police, and has experienced health issues as he remains behind bars.

8. Jamal Khashoggi (Saudi Arabia): Justice denied for murdered Saudi journalist.\

Months after his brutal murder at the Saudi Arabian consulate in Istanbul, and despite findings from the CIA that point to the Saudi crown prince’s involvement, there has been no independent UN criminal investigation.

Calls for the White House to release intelligence reports have gone unheeded, along with a deadline to reply to Congress as required under the U.S. Global Magnitsky Act.

9. Mimi Mefo (Cameroon): An arrest on false news and cybercrime charges.
In November 2018, journalist Mimi Mefo was arrested on false news and cybercrime charges in connection to her reporting on unrest in the conflict-hit North West and South West Regions of Cameroon.

While she was released after four days, she continues to speak out against harassment of journalists throughout Cameroon and the impact of the conflict

10. Anna Nimiriano (South Sudan): Newspaper editor in South Sudan lives under constant threat.

As editor of the Juba Monitor, Nimiriano fights to keep her colleagues out of jail for their reporting and has in the past been ordered by the government to shut down the paper. She perseveres in spite of arrest threats and constant censorship of her.

IGP Kashmir visits Kargil, Chairs a meeting to review poll preparedness

Srinagar, May 02 : IGP Kashmir Swayam Prakash Pani-IPS today visited Kargil and chaired a meeting of officers.

IGP Kashmir was accompanied by DIG CKR Vidhi Kumar Birdi IPS and SP Kargil Dr. Vinod Kumar-IPS.

While chairing the meeting of officers from the district, IGP Kashmir at the onset appreciated the role of local police and CAPF in conducting smooth and peaceful election in the State and reviewed the preparedness for the upcoming parliamentary elections in Kargil.

IGP Kashmir enjoined upon all officers to visit the areas of their responsibility well in advance so as to get familiarized with the areas where they have to perform their duties and stressed on them to remain alive and sensitive to the local issues while performing their duties. He stressed on the officers to ensure elections are held in a conducive atmosphere.

Commandant ADHOC 4th, DySP PCR Kashmir, DySP Hqrs Kargil, Sr. PO Kargil and other officers from ITBP, JKAP and IRP were also present at the meeting. 

Section 144 Cr.P.C promulgated in south Kashmir’s Shopian

Srinagar: In order to maintain peace and tranquility in public life and to avoid danger to life and property, District Magistrate Shopian today promulgated Sec. 144 Cr.P.C. in the district from 03 May 2019 for a period of one month.

According to the order, no assembly of congregation shall be allowed without the prior permission of District Magistrate, Shopian, Duty Magistrates Subject to prior NOC from the concerned SP/SHOs of respective jurisdiction.
Furthermore, no person other than a member of armed force/Police/Magistrate or a public servant duly authorized and on duty shall carry in public fire arms or an article capable of being used as weapon of offence.
The order further read that no person shall use loudspeaker or any other amplifying sound for making a speech or any announcement for any other purpose whether from a moving vehicles or otherwise except with prior permission of District Magistrate, Shopian.

However, the restriction imposed on movement of people/congregations/ assembly of people shall not apply to holding of prayers in mosques and other places of worship or burial rites/ ceremonies.

In case of area notified for application of restrictions under Sec. 144 Cr.P.C, the duty Magistrates should be approached in order to prevent misconception about such occasions/ceremonies by law enforcement agencies.

The Senior Superintendent of police Shopian shall enforce the restrictions by making adequate deployments, wherever required, the order read.
