BJP top brass rejected Omar’s rotational CM offer: Sajjad Lone

SRINAGAR, Apr 9: Peoples Conference Chairman Sajad Gani Lone on Tuesday claimed that top leadership of the BJP had turned down National Conference vice president Omar Abdullah’s “offer” of rotational chief ministership of Jammu and Kashmir following the 2014 Assembly elections.

Addressing a mammoth gathering at Handwara, Sajad said that “Omar Abdullah, after the 2014 polls, met the top BJP leadership for more than two and half hours in a high rise building at Connaught Place and sought support from them to form the government. The deal that he had offered them was for a rotational chief minister wherein he would be the CM for 3 years and the BJP would have their Chief Minister from Jammu for 3 years. However, the deal was rejected by the top BJP leadership.”

Sajad said that Omar, who has been beating everyone with the BJP stick, is, in fact, a BJP reject. Let him rebut what we are saying.

“Omar has been accusing every political opponent of being close to the BJP. May I ask Omar that if he is so ideologically opposed to the BJP, then why did he meet their top leadership for more than two and a half hours? Why did he beg for their support to become the Chief Minister? He was he so desperate for their support that he was even willing to accept a Jammu’s CM for three years. However, his offer was rejected by the BJP leadership after which he has been beating everyone with the BJP stick. Had the BJP accepted his offer, he would have wholeheartedly accepted the BJP and their demand for Chief Minister from Jammu.”

Sajad provided a detailed timeline which he said is a bloody timeline for the Kashmiri people.

“Let’s start with the UN where Sheikh sahib had gone in his capacity as the Chief Executive of the Maharaja and to which Pakistan had objected. They termed him as an employee of the Maharaja. It is during that regime that the massacre of the Muslims took place in Jammu. In 1975, the Sheikh bartered away the post of prime minister and took oath as Chief Minister. In 1987, Farooq Abdullah rigged the polls and pushed Kashmir into a state of violence which shows no sign of abating and devours Kashmiri on a daily basis. The Kashmiris rose in revolt in 1989 and took up the gun. As the Kashmiris rose in revolt, thousands were killed, and mainstream political activity came to a halt”, he added.

Sajad further said that no Kashmiri party was willing to contest polls until the Indian state offered some political deal to the Kashmiris but Farooq Abdullah sabotaged any such possibility.

“Narasimha Rao as Prime Minister in trying to end the conflict made a speech prior to 1996 elections saying ‘Sky is the Limit’ in terms of political concessions that the Indian state could offer to the Kashmiri people. It was a clear hint at offering internal autonomy. Farooq Abdullah starved of power yet again moved in sabotaged any such possibility. He cut a deal agreeing to contest in return for ‘government on a platter’. In what was more of a selection than election the NC was again handed over power through a theatrical election bereft of electors.  He literally took on the role of a military administrator and some of the cruelest days that the Kashmiris endured were during his tenure in 1996-2002.”

Sajad said that Farooq Abdullah scuttled talks between GoI and the Hizbul Mujhaideen in 2001.

“In 2001 Hizbul Mujhaideen announced a ceasefire. The GOI responded positively and a ceasefire was brought in effect. Farooq sahib was unambiguously opposed to it and favoured continued military action. The GOI initiated dialogue with the militants of HM. The first round was supposed to be held in Srinagar. The talks were supposed to be held away from the glare of the press. The CM office under Farooq Abdullah tipped the press and the unsuspecting militants arrived at the venue to finds hundreds of pressmen. That was the end of the dialogue process and subsequently, all those militants were killed. There is not a single atrocity in Kashmir which does not bear the sign and seal of the NC. The two hangings the PSA, POTA all executed during their regimes.

On Omar Abdullah frequently referring to some person and his elder brother, Sajad said that he will try and figure who Omar is referring to as his elder brother. He said that Omar Abdullah should make efforts to ensure the safety of Kashmiris in Rajasthan where his close relative is deputy chief minister.

“It might be a good idea to utilize their influence to prevent frequent attacks on Kashmiris in Rajasthan,” he said.

On AFSPA Sajad Lone said that “military measures have outlived their utility, if any, in Kashmir. Non-military measures are overdue. And non-military measures would mean full reversal of the erosion to state’s special status. BJP needs to understand that AFSPA is a part of the problem and cannot become a part of the solution. Arrogance and belligerence won’t take the BJP too far in Kashmir”, he added. 

Mufti Sayeed Didn’t Want Advani Yatra Stopped: Lalu

The then Union Home Minister Mufti Mohammad Sayeed had wanted the controversial ‘rath yatra’ of L.K. Advani in 1990 to “go on”, says a book authored by Bihar Chief Minister Lalu Prasad who had arrested the BJP leader to scuttle his programme.

In his autobiography titled “Gopalganj to Raisina: My Political Journey”, which was made available from Sunday, Lalu Prasad narrates how he was called to Delhi to discuss the issue related to the yatra.

“To be honest, nobody had asked me to stop the procession or arrest Advani. The Prime Minister (V.P. Singh) had said nothing. Mufti Mohammad Sayeed, who was then the Union Minister for Home Affairs, called me to Delhi and enquired if I planned to detain Advani,” he has written.

“Sayeed told me ‘why are you taking upon yourself (to block the procession)? Let the yatra go on’,” he added.

The Rashtriya Janata Dal (RJD) chief, who was then in the Janata Dal, however, said he retorted by saying: “Aap sab ko satta ka nasha chad gaya hai (all of you are intoxicated by power).”

Prime Minister V.P. Singh had called a meeting of various Hindu religious figures, and these people impressed upon him that the yatra should not be blocked, Lalu Prasad said, adding that no solution could be arrived at even after several discussions.

He said it was clear in his mind that Advani’s yatra was a direct threat to the minority community and communal harmony, and the secular character of the nation had to be protected at all costs.

Lalu Prasad said the initial plan was to arrest Advani in Sasaram on September 9, 1990 but it was leaked to him and he altered his route. He was then arrested from Samstipur the next day.

As consequences of his “bold decision”, the two-time Chief Minister of Bihar said, some communal elements, who had been opposing the implementation of the Mandal Commission report, found in Advani’s arrest a pretext to vent their anger.

While he dealt with them with an iron hand, Sayeed pleaded with him to allow Advani’s release in the interest of the continuation of the National Front government, he said.

“I told him he was drunk on power, and banged the receiver down,” he added.

The RJD supremo claimed that he had put meticulous planning to get Advani arrested because of his hunch that the BJP leader was leading a frenzied mob of volunteers to demolish the Babri mosque in Uttar Pradesh.

“I felt that by arresting him I had haled the demolition of the Babri mosque, which could well have happened in 1990 itself. I was at peace with myself over the realisation that I had done the right thing,” Lalu Prasad said.(IANS)

Prescriptions to be treated as travel passes

SRINAGAR, Apr 9: After exempting employees, students, tourists and other emergency cases, the government on Tuesday exempted learned advocates of High Court and other courts and all medical emergencies from the restriction order on highway on every Wednesdays and Sundays.

Earlier, the government had issued an order, directing that no civilian traffic would be allowed to ply on the national highway from Baramulla till Udhampur for two days every week that is Sunday and Wednesday. However, after facing outrage, the government had exempted employees, students, tourists and other emergency cases from the restriction order.

Moreover, Divisional Commissioner Kashmir, Baseer Ahmad Khan today ordered that learned advocates or lawyers of High Court and other courts be exempted from the restriction on civilian movement on highway twice a week.

An order under number Div.Com/Dev/120/2019, dated 09-04-2019, reads that the learned advocates/lawyers of high court and other courts shall also be exempted from the restrictions given in the previous order and identity cards of the learned advocates shall be treated as travel passes by the concerned.

It also reads that the magistrates/facilitators/police personnel present at all the critical/crossing points/intersections of NH1A shall ensure that the commuters are allowed to pass the national highway in a hassle free manner.

The order added that all medical emergencies shall be kept beyond the restrictions enumerated and the medical prescriptions shall be treated as travel passes by the implementing agencies. 

ECI to take prompt cognizance of MCC violation by TV channels

JAMMU, APRIL 09- The Election Commission of India (ECI) has put in place an effective monitoring system to keep watch on any violation by English, Hindi and regional news channels on the day of  poll  and a day prior to the polling during the Lok Sabha elections -2019.

The Commission has entrusted the job of media monitoring to Electronic Media Monitoring Centre (EMMC), Ministry of Information & Broadcasting.

On the day of poll and a day prior to the poll, the EMMC will send two-hourly report to the Election Commission of India and the concerned Chief Electoral Officer. The CEO concerned will file Action Taken Report (ATR) through the Media Monitoring and Response Team on the items reported by EMMC in the form of ATR.

For the prompt action, EMMC shall forward the Media Report of any important events/MCC violation/search and seizure across the State to the CEO and ECI. On the completion of each phase of poll, an analysis on Media Monitoring based on EMMC report and action taken at ECI/CEO level shall be submitted to the Commission for perusal and information. After the election is over, a consolidated analytical report shall be submitted to the Commission on a dynamic/comparative chart format.

Defining the role of CEOs, the guidelines of Election Commission envisages that the CEO will ascertain status on the items on the report and file ATR/Status Report within two hours before the generation of next report to the Commission for its perusal/action. The analysis of Media Monitoring shall be done by the ECI after each phase of poll and final analysis will be done after the elections are over. 

Meantime, the EC has imposed complete prohibition on broadcasting or propagating election-related material on TV, Radio or newspapers. Any such material influencing the voters would not be permissible during the 48 hours before the polls. However, any advertisement being published in the newspapers during this specified period requires prior permission/certification from the ECI.

SRINAGAR, Apr 9: The Election Commission of India (ECI) has directed that Assured Minimum Facilities (AMF) shall be provided at all polling stations by the Chief Election Officers of the states and Union Territories for the convenience of the voters.

In a communiqué to the CEOs, ECI has issued an elaborate list of the facilities to be provided on the day of polling at the polling booths.

The AMFs to be provided are ramps with an inclination ratio of 1:10 and not more than 1:14; separate toilets for men and women with the provision for sanitation, provision of crèche for children accompanying the voters, provision of transport for persons with special needs (PwD voters), drinking water facility, adequate furniture, medical kit, proper lighting/electricity of the polling centre, help desk, 15/ 15 Sq feet tented shade, besides proper Signage for guidance of the voters about route/ layout of the location of the Polling centre, deployment of volunteers from NCC/NSS/Scout and Guides/Chunavi Pathsala for helping PwD and senior citizens, arrangements for queue management with three separate rows for men, women and senior citizen and PwD voters and display of Voter Facilitation Posters at the polling station.

SRINAGAR, Apr 9: Justice (Retd) Masoodi, National Conference candidate for Anantnag Parliamentary Constituency has strongly refuted the Home Minister’s statement that Article 370 and 35-A will go in case of separate Prime Minister for Jammu and Kashmir. 

Hasnain Masoodi has stated that not only the Articles 370, 35-A have nothing to do with the  Sadar-i-Riyasat (President) and Wazir-e-Azam (Prime Minister) but both the Articles  visualize two positions, that are symbols of Jammu and Kashmir’s sovereignty. Justice Masoodi has pointed out that after accession was conditionally accepted subject to referendum and  Article 370 came into  force both Sadar-i-Riyasat (President) and Wazir-e-Azam (Prime Minister)  remained in place and   co-existed with Articles 370 and 35-A for little less than two decades; that after unwarranted and undemocratic dismissal and arrest of Sher-i-Kashmir Sheikh Mohammad Abdullah the first Prime Minister of Jammu and Kashmir  in 1953, the positions were replaced by Governor and Chief Minister by the 6th constitutional amendment of 1966 to the J&K Constitution and not by any Presidential order. 

He has emphasised that 6th amendment being beyond Legislative competence of Jammu and Kashmir Legislature  can be revoked and undone anytime by the Jammu and Kashmir Legislature as part of its constitution obligation not to fiddle with the  basic structure of the constitution and rectify any mistake committed in violation of the Constitution. 

Refuting the assertion that restoration of  Sadar-i-Riyasat (President) and Wazir-e-Azam (Prime Minister)  would  end Articles 370 and 35-A, Justice Masoodi has maintained that the two position being provided under the Jammu and Kashmir Constitution and guaranteed by the pledges made to the people of Jammu and Kashmir, more particularly by Delhi Agreement in 1952, are in tune with the sovereignty enjoyed by the State under the Agreement  and the Constitution. Justice Masoodi was addressing NC workers of Anantnag Assembly segment and youth wing of the party.

Omar, Mehbooba condemn Kishtwar killings

SRINAGAR, Apr 9: The National conference Vice president Omar Abdullah and PDP president Mehbooba Mufti on Tuesday condemned the killing of an RSS leader and his Personal security guard in Kishtwar district of Jammu and Kashmir.

In a tweet, the former chief minister of J&K Omar sad; “Unequivocally condemn the brutal murder of Chandrakant & his personal security officer in #Kishtwar today. There can be no place for targeting political operatives like this.  I hope the residents of the area will cooperate with the administration & maintain calm.

Meanwhile, the PDP president Mehbooba Mufti and former chief minister of J&K said that the act seems like a part of a bigger plan to incite communal tension.

“Condemn this act of terror. Seems like part of a bigger plan to incite communal tension. Urge @jandkgovernor to initiate a probe & appeal to people of Kishtwar to maintain peace & harmony,” Mehbooba tweeted.

SRINAGAR, Apr 9: Governor Satya Pal Malik on Tuesday condemned the killing of an RSS leader and his PSO inside a hospital in Kishtwar district.

Expressing grief over the tragic loss of lives, Governor in a condolence message has prayed for peace to the departed souls and strength to the bereaved families in their hour of grief.

Governor has directed civil and police administration to review the safety and security aspects of all the important installations, establishments and public places and maintain strict vigil to thwart the nefarious designs of the forces inimical to peace and stability of the State. Governor has appealed to the people to cooperate with the administration and maintain peace and harmony.

Curfew imposed, army called for flag march

SRINAGAR, Apr 9: A cop and a RSS affiliate were on Tuesday killed after unidentified gunmen fired upon them in the premises of District Hospital Kishtwar.

The deceased cop was identified as Rajinder Kumar, a Personal Security Officer (PSO) of RSS leader Chandrakant Singh, a Medical Assistant, by profession and who was posted at District hospital Kishtwar.

The cop as per sources died on spot while as the RSS affiliate had sustained injuries in the firing incident. He was later rushed to the hospital where he succumbed to his injuries.

Deputy Commissioner (DC) Kishtwar, Angrez Singh while talking media said that RSS affiliate and his PSO were killed in the attack following which restrictions were imposed in the town to thwart any possible protests.

He added that the situation was under control, saying there was no communal threat so far.  Meanwhile, the administration called Army for a flag march amid curfew in Kishtwar district following this attack. Deputy Commissioner, Kishtwar said the army has been called to carry a flag march while curfew was imposed soon after the incident to prevent any law and order disturbance.

“After being operated upon at the hospital, Chandrakant was airlifted in a special chopper to GMC Jammu,” the deputy commissioner told media persons. Meanwhile, a police officer confirmed to a local news gathering agency GNS about decamping of service rifle of PSO saying that massive hunt has been launched to nab the attackers.

Earlier, unknown gunmen entered inside the hospital at attacked the RSS leader while he was on duty in the hospital where he works as a medical assistant.

In the attack, his PSO was killed on the spot while some civilians fell unconscious leading to the assumptions of civilian’s death. However, as the situation calmed down it transpired that only the PSO was killed. On November 1 last year, suspected militants killed BJP state secretary Anil Parihar and his brother in an attack in Kishtwar.

Dr Veeri warns of mass civil disobedience movement if highway order not revoked

Srinagar : National Conference South Kashmir Zone president and former MLC Dr. Veeri warned government of mass civili disobedience movement if the highway order is not revoked.

While terming the order as anti-people and repressive act, Dr. Veeri said that the order will further the alienate of Kashmiri people and will have drastic affects.

“The whole leadership resented the highway blockade and it is time for home ministery to listen to us and revoke the order,”Dr Veeri Said.

“Tomorrow is another day of highway blockade and national conference will defy the order by hitting roads. We will hit roads along with vehicles to defy the highway ban,” he said adding that such orders are beneficial to no one and will result in alienate of Kashmiris.

Dr. Veeri further said that if the order is not revoked, the resentment of Kashmiris will snowball into major civil disobedience movement which will be impossible for government to counter.
