Srinagar, Apr 06 : The government has directed the departments to ensure “regular follow-up” with the concerned ministries in government of India for accessing funds under centrally sponsored schemes and ensure timely submission of utilization certification.

The non-submission of utilization certificates by various departments has been “impacting” the Centre’s fund flow, leading to “hampering” of growth to the state.

As per an order of the Finance Department, some departments either avoid follow up or are indifferent towards submission of utilization certificates to the concerned ministries in Government of India, which “adversely impacts flow of funds and thus hampers the development of the state”.

The order reads, “Centrally sponsored schemes play a pivotal role in achieving desired levels of development in the state, therefore, important to ensure expeditious implementation of such projects, which necessitates timely submission of UCs and timely achievement of physical and financial milestones.”

The government has directed the departments to ensure “regular follow-up” with the concerned ministries in government of India for accessing funds under centrally sponsored schemes and ensure timely submission of utilization certification.

The departmental heads have been directed to submit utilization certification to the government for transparency in utilization of funds of various developmental works.

However, it has been found that various departments have not submitted the utilization certification for various schemes to the government.

An official of the Finance Department said that it was mandatory for departments to submit utilization certification so that government knows where the money has been utilised.

According to a government circular issued to departments last year, it has been observed that various administrative departments do not fully utilize the funds authorized under different centrally sponsored schemes during the currency of a particular financial year and often seek “revalidation of the funds even upto the fag end of the next financial year”.

Government has issued circulars several times that departments do not fully utilise the funds authorized under different centrally sponsored schemes. (KNS)

Srinagar,Apr 6 : Launching  a  scathing attack on forces attempting  to fragment Jammu & Kashmir to disempowered its people,  People`s Democratic Party (PDP) president Mehbooba Mufti  said that the our society needs to collectively reject these renewed nefarious moves.

Speaking at a massive worker’s convention in Tangmarg,  Mehbooba said that division of our state on sectarian lines, aggravating the fault lines are the ways and means of fragmenting our state and weaken our special status and thus  dilute its muslim majority character.

“Recent statement of some right wing political leaders using lure of sops for a particular community, tactical mandate for lok sabha elections by some parties and fielding of proxies clearly point to a design to fragment the popular mandate of the people of the state. Because they want to paddle the lies that only Kashmiri speaking muslims of the valley are for the special status of the valley and all other sections of the society are not”, Mehbooba said.

  Those igniting the fires of  Gujjar-Pahari, Shia –Sunni, North-South divide are the real enemies of Jammu and Kashmir who need to be out rightly rejected,” she said.

Talking about the issue of scuffle in Central Jail Srinagar, Mehbooba said that reports coming in on the issue so far sound conflicting, however if the reports of shifting inmates outside the state are true it needs a serious rethink so as to not further the already inflammable situation.

Among others who addressed the rally were Senior PDP Leader Dr Mehboob Beig, Party candidate for North Kashmir Parliamentary constituency Abdul Qayoom Wani, party`s nominated candidate for Tangmarg assembly constituency Shabir ahmad Mir.

Div Com’s explanation on highway traffic ban confusing, unsatisfactory: Tarigami

Srinagar, Apr 6, : While calling for its immediate withdrawal of ban on the movement of civilian traffic on the 270-km-long Srinagar-Jammu national highway, CPI (M) leader Mohammad Yousuf Tarigami Saturday said the explanation of Divisional Commissioner Kashmir that “there will be no blanket ban on movement of civilian traffic on the highway” is unsatisfactory and confusing.

Addressing a party convention in Kulgam he said the ban on the movement of civilian traffic on the 270-km-long Srinagar-Jammu national highway twice a week would have serious repercussions.

“The Governor Administration must revoke the ban immediately and find an alternative for the safe passage of security forces convoys,” he said.

Tarigami said that the decision must have been taken by the government as a security issue, but why should be the issues of patients, students, employees, businessmen, and others who will suffer hugely due to this ban left unattended?

“This highway is the only road link that connects Kashmir with rest of the country. This is completely choking the freedom of movement for lakhs of residents as it will restrict people from going to jobs and will halt business activities. How will patients move? It is unheard-of in recent history,” he said.

“The ban will not only deprive patients of reaching to hospitals on time but is also bound to dent the Valley’s horticulture industry and tourism. There is a large chunk of apples stored in cold storages, which requires urgent transportation to a various destination in the country. The apple crop will be hit badly by the ban. Besides, it will also delay the chemical treatment of orchards. The ban is unjustified and will make small-time farmers suffer,” said Tarigami.

“The ban will also have serious implications for upcoming tourist season as it will only add to the woes of tourists and pilgrims. There is no alternative road connectivity to Kashmir and tourists would skip coming here. It will also result in a shortage of essentials as the Valley is entirely dependent on the supplies of essential items from outside,” he added.

He said that similarly, employees, who have to reach to their offices, will have to observe a holiday when there is traffic restrictions on the highway. And what will students do, who have to attend their school, colleges and universities on the day there is a ban on the movement of traffic on the highway?

“The biggest sufferers would be patients, who need immediate treatment, as instead of going to hospitals, they have to go to district magistrate’s office for getting a pass to travel on the highway. A patient can’t wait till a pass is issued as in some cases it can prove disastrous and life-threatening,” said Tarigami.

“There must be clarity on these issues and the government must find an alternative to it before imposing the ban. Hundreds of educational institutions and hospitals can only be accessed via this crucial road,” he added.

“The convoy movement timings must be devised so as there is no inconvenience to the general public. There is a need to fine-tune the standard operating procedure (SOP) for the movement of security forces convoys so as there is no clash with the movement of civilian traffic. The timing of the security forces’ convoy could be fixed such that it is different than the timing when highways and other roads witness peak civilian traffic movement,” said Tarigami.

Several injured after India Pakistan armies trade fire along LoC

Rajouri, Apr 6, : India and Pakistan traded fired along the Line of Control (LoC) in Jammu and Kashmir’s Rajouri district during wee hours on Saturday.

   Pakistan said that at least four minors among 6 Kashmiris were injured in Indian firing while India alleged that unprovoked firing from Pakistan army left a couple injured. The said that the couple Sanjiv Kumar and his wife Rita Kumari were hit by bullets inside their house in the Kalal area of Nowshera sector. They were rushed to hospital where their condition is stated to be stable.

Pakistani troops resorted to small arms firing which was retaliated by the Indian Army, they said, adding the cross-border firing lasted for a brief period.

Kashmir World’s Most Beautiful Place: Governor Malik

Governor Satya Pal Malik on Saturday praised the scenic beauty of Kashmir valley and said “Kashmir is world’s most beautiful place” and the people living here are very warm-hearted and hospitable.

Governor while urging people around the world to visit Kashmir, observed, “There is no threat to the tourists in Valley as the people living here show their utmost love and hospitality towards the tourists.”

He remarked that people from various parts of the world, who have visited Kashmir in the past, are witness to the welcoming nature of the people and have felt no threat of any nature.

Governor made this statement during his visit to Asia’s largest Tulip Garden in Srinagar where he was accompanied by all his four Advisors: K Vijay Kumar, Khurshid Ahmed Ganai, KK Sharma and Sh. K Skandan and Chief Secretary, BVR ‎Subhramanyam. Besides various high-level officials from Administration were present on the occasion.

Governor also went around the garden and inspected the facilities being made available for the tourists. He directed the concerned authorities for preparing a comprehensive proposal for improving the garden with modern equipment and technology.

Governor stressed on capacity building of the officers and officials so that they can improve their skills and access information about global best practices in order to enhance their capabilities for providing better facilities to the Tourists.

Governor was informed that the garden which is spread over 30 hectares of land and is situated in the mesmerizing foothills of the Zabarwan hills on the banks of the Dal Lake is Asia’s largest tulip garden where over 12 lakh tulips of 51 varieties have been grown, all in full bloom these days. The garden was thrown open for the public on Sunday.

PDP urges Governor to release pending wages of PHE daily wagers, issue orders for their regularisation

Srinagar, Apr 6, : Urging the Governor administration to fulfil  the long pending demands of PHE daily wagers, Peoples Democratic Party (PDP) on Saturday said that the administration cannot turn blind eye towards the woeful plight of these workers.

In a statement issued here, PDP General Secretary Ghulam Nabi Lone Hanjura said that it is ironic that the regularisation order of daily wagers issued by PDP led government has been shelved by the governor administration and deliberately these  workers are being pushed to the wall with their wages denied and rights undermined.

Hanjura stated that the government must address the issue on humanitarian grounds and should take into consideration the hardships the families including children of these daily wagers have to go through during the present ordeal.

The PDP General Secretary added that it is high time that the government releases the long pending wages of the PHE daily wagers and do not coerce them to prolong the strike.  He added that the daily  rated employees of the PHE have been working tirelessly in spite of the trying circumstances across the state to ensure water supplies do not get affected anywhere. However, said Hanjura, their plight cannot be overlooked and the governor administration is duty bound  to fulfil their demands on priority.

He said that without delay the government must release the pending wages besides issuing the regularisation order of the daily wagers as was approved by Mehbooba Mufti led government in the state

Army soldier on leave shot dead in Sopore

Srinagar, April 6 : Suspected militants on Saturday shot dead an army man in Warpora Sopore area of north Kashmir’s Baramulla district.

Reports reaching GNS said that the gunmen fired upon Mohd Rafeeq Yatoo at his home at Warpora at around 5:25 pm.

Yatoo taken to near by hospital, however, he died on the way, they said.

Sources said that Yatoo, a soldier with Jakli, was at home on leave when he was fired upon.

SSP Sopore Javid Iqbal told GNS that the militants fired upon Yatoo from point blank range and he suffered critical injuries.

He said that a team of security forces has been rushed to the spot and further details are awaited.

Meanwhile, Army, Special Operations Group of Police and CRPF cordoned off the area and launched a hunt to nab the attackers. (GNS)

NIA Arrests Fourth Accused In 2017 CRPF Lethpora Attack Case

National Investigation Agency (NIA) on Saturday arrested one more accused in Lethpora attack on CRPF in the year 2017.

“Syed Hilal Andrabi aged 35 years of Ratnipora, Pulwama, was arrested in case RC No. 10/2018/NIA/DLI,” NIA said in a statement.

The attack on CRPF Group Centre, Lethpora was carried out in the intervening night of 30-31.12.2017 by three militants of Jaish-e-Mohammad (JeM). During the investigation by NIA, militants were identified as Fardeen Ahmad Khandey, son of Ghulam Mohideen Khandey of Nazeempora, Tral, Distt Pulwama, Manzoor Baba, son of Ali Mohd Baba of Drubgam, Pulwama and a Pakistani Abdul Shakoor of Rawalakot, the statement said, adding that all three militants were killed in the encounter.

In this attack, five CRPF personnel lost their lives and three were grievously injured.

“Arrested accused Syed Hilal Andrabi is an active OGW (Over Ground Worker) of JeM. He is a key conspirator who provided logistic support in the form of sheltering the militants and conducting reconnaissance of the CRPF Group centre, Lethpora before the attack,” NIA said.

With the arrest of Syed Hilal Andrabi, total no of accused arrested in this case has risen to four, the statement reads, adding that three accused already arrested for being a part of the conspiracy for this attack include Fayaz Ahmad Magrey of Lethpora, Awantipora, Manzoor Ahmed Bhat of Pampore, Awantipora and Nisar Ahmed Tantray of Dar Ganai Gund,Tral, Awantipora.

After his arrest from Jammu, accused Syed Hilal Andrabi was produced before the competent court and his five days police custody has been obtained for unearthing the larger conspiracy behind this attack, NIA statement reads.
