Teacher’s Killing: Police Files FIR For ‘Escape Or Attempts To Escape From Custody’

Srinagar, March 20 : A day after stating that teacher from Awantipora died in its custody, police on Monday filed FIR under RPC section for “escape or attempts to escape from custody”.

Amid the new twist, the magisterial inquiry at Srinagar has been also closed and a fresh magisterial inquiry has been initiated in Pulwama district of South Kashmir and a report sought in “four weeks”.

“A case under FIR number 09/2019 under section 224 RPC (A person escapes or attempts to escape from custody in which he is lawfully detained for any such offence) has been registered,” a police officer told GNS.

The punishment under 224 RPC section is in addition to the punishment for which the person to be apprehended or detained in custody was liable for the offence with which he was charged, or of which he was convicted.

On Tuesday, a police spokesman said: “In pursuance of terror case investigation, one suspect Rizwan Pandit resident of Awantipora was in police custody. The person died in police custody. In this matter, while following the procedure laid down in section 176 of CrPC a magisterial inquiry is underway. Separately, the police investigation has also been initiated in the jurisdictional area of the incident.”

Rizwan was principal of Sabir Abdullah Jobwarara Awantipora School, a private school and according to his family, he was detained two days back.

Talking to GNS, Deputy Commissioner Srinagar Shahid Iqbal Choudhary said that after the police informed that the incident occurred in Krew area of Pulwama following which case has been shifted in Pulwama.

Now Assistant Commissioner Revenue (ACR) Pulwama Qazi Masood has been appointed as an inquiry officer and a report has been sought in four weeks, an official from district administration Pulwama said. (GNS)

Ambulance laden with saplings draws flak on social media

Srinagar: A photo of an ambulance carrying saplings on Srinagar’s Boulevard went viral on social media on Wednesday.

The photo drew massive outrage on Facebook with many urging the state health department to act against people responsible for allowing the ambulance for personal use.

“Saw this AMBULANCE carrying orchard plant material on Boulevard Road, Srinagar today. In far-off areas, patients sometimes die because they are not shifted to hospitals at the right time due to lack of ambulances,” wrote senior Srinagar-based journalist Athar Parvaiz, posting the photo of the ambulance.

Similarly, businessman-cum-social activist Abdul Hamid Bhat, who also shared the photo, requested the health department to “cancel” registration of the ambulance.

“My request is please differentiate between load carrier and an ambulance,” he said.

Kashmir faces dearth of critical care ambulances and almost all the hospitals across the region have vans for transporting patients.

The majority of these ambulances lack advanced life support.

THE DARKEN DAYS

  • I wonder, I ponder on the circumstances around. The dark brown clouds of western disturbance floating on with a harsh speed with reddish velvety appearance, making the hearts wrenching and souls trembling, the days on and days of. The thunders so horrified, piercing through the bones that make others to hide and seek. The nature and scope of my thinking has lost its glory while the darkness evident all through the life. ……Alas…!. The vigour and glory, i was very fond of has lost now. The smile from every face has faded and shaded. Everyone keeping on the style of living but artificial, knowing that the life is a miracle now.

The circumstances warn that your journey from home to any where can stop for ever in a moment or so without any clue or foot print.
All know but live under threat and pressure. All know but keep on smiling even if unwillingly. All know but work half heartedly to keep pace with the world around.

  • What has happened to the mankind. All having tears and fears. The life, family, property and what not all at risk. Alround is hue and cry but all try to become leaders and feeders but to their own company. And rest is the society, rights and duties, all ignored at all costs.

I ponder for what the little fish are offering lives for all while big fishes are jumping over here and there. Roaring fiercely but not effective and with no confidence.

Circumstances have revealed that the vital brains have lost their vital ideas, sound minds have lost their sound thoughts, the fluent mouths have lost their fluency tongue and all is unseen before the open telescopic eyes of the world over.

The babies have lost their cradle songs, the children their plays, the youngesters their hide and seek and all the charm of gilli danda lost. The elders are ruined, busy in burying their future and remembering the days of their happy childhood, story telling under the icy decorated thatched roofs and nothing is saved now.
All around the people run and run with their heart in hands, clothing in brands and housing in concrete sands knowing that this all is short lived.

Aahhh……. all have dreams but no sleepy nights.

All are busy but without business.

All are gathering but nothing is gathered in the basket. All poets are quite. The story tellers have got new dimentions of story telling. They thus keep us busy telling stories although the day.

Where has gone the sincere smile of pretty faces. Where have gone the joyful kite flewing guys of spring. Just I was watching the sun set with all reddish colurs. I feared and trembled and about thirty years have passed. It is dark now darkness has covered everything. I could not see, hear, speak and walk more now. ….Waiting…in tears……

Present political chaos in Kashmir

The present complete breakdown in the political consensus between the Valley and the rest of the state; and the further fragmenting of opinion within the Kashmir Valley itself is an alarming sign.
 
Politics in the state today is completely divided and unlikely to meld in the near future. The BJP in the state also largely represents the non-Kashmiri populace, that has tasted state power for the first time in decades. The rise of non-Kashmiri political power is bound to have major long-term repercussions on the state.
 
The regional parties like National Conference and People Democratic Party represents mostly Valley Kashmiri interests and had received overwhelming voter support in the 2016 state elections because the average Valley Kashmiri voter wanted to keep the BJP out of power.
 
The unanticipated coalition between the PDP and the BJP came as a shock to the Valley’s Kashmiris. For the first time in history, the political supremacy of the Valley Kashmiri was challenged and the PDP might never be forgiven for allowing this to happen.
 
The fact is, history has never seen a more fragmented and divided state of Jammu and Kashmir. It is time that we accept this reality. Need of the hour is to have a united face for the political mainstream especially in Kashmir valley that could garner support of the masses to safeguard the special identity of the Kashmiris enshrined in the Indian constitution. 

Governor congratulates Shaurya Chakra recipient Irfan Ramzan Sheikh

Jammu, March 20 : Governor Satya Pal Malik has congratulated Irfan Ramzan Sheikh on being awarded ‘Shaurya Chakra’, the third highest peacetime decoration of India, for fighting militants who attacked his house in Kashmir.

The Governor observed that the courage with which Irfan fought militants is exemplary and will always be an inspiration for people to defeat ill designs of elements inimical to peace and harmony in the society.

Militant hideout busted in Baramulla, operation suspended for night

Srinagar, March 20 : Police on Wednesday claimed to have busted a militant hideout at Kandi area of Kalantra in north Kashmir’s Baramulla district.

SSP Baramulla Abdul Qayoom told GNS that the joint team of police and army busted a militant hideout at Kandi area of Kalantra adjacent to Nambalnar on Wednesday evening.  

 “We have suspended the operation in wake of darkness amid bad weather in the area,” SSP said.

The SSP said that some gunshots were reported soon after the joint team of army’s 29 RR, SOG and CRPF arrived in the area for launching a cordon-and -search operation. (GNS)

Highway closed as Rains, snow lash Valley

Srinagar, March 20 : The Srinagar-Jammu highway, the only surface link connecting Kashmir Valley with rest of the world, was closed even as rains and snow lashed Kashmir Valley on Wednesday.   

Traffic department officials said that traffic was stopped at around 6 a.m. after lurking threat of landslides in Ramban district

There was also light snowfall near Jawahar Tunnel while rains lased rest of the thoroughfare since Tuesday night.

“There were Intermittent shooting of stones from the hillock overlooking the highway near Panthiyal since morning which rendered the highway unsafe,” the official said. On Thursday, the official said, traffic shall ply from Jammu towards Srinagar.

Meanwhile fresh snowfall and rains lashed most of the Kashmir valley, bring temperature down considerably.

 A meteorological department official told GNS that Srinagar—the summer capital of Jammu and Kashmir –received 21mm of rainfall or snow from 8:30 hours till 5:30 hours. It also recorded a maximum temperature of 5.2 Degrees Celsius against 14.9 degrees Celsius normal for this time of the season, the official said.

Qazigund, the gateway town of Kashmir witnessed 10.2 of rain during the time and recorded a maximum of 4.6 degrees Celsius along with Kokernag which saw 4.8mm of rainfall.

Kupwara town in north Kashmir registered a low of 1.3 degrees Celsius and maximum of 4.6 degrees ceslius and rainfall of 8.4 mm during the day, he said.

Gulmarg, the famous ski-resort in north Kashmir, amassed 20 centimetres of fresh snow overnight and recorded a low of minus 2.0 degrees Celsius while the famous health resort of Pahalgam witnessed 6.9 mm of rainfall and registered a maximum of 4.2 degrees Celsius, the official added.

The weatherman has forecast rains at most places in Jammu and Kashmir in next 24-hours.

“There is possibility of widespread light to moderate rain/snow/thundershowers over the state in next 24-hours,” the official added. (GNS)

Govt keen to provide livelihood opportunities to unemployed youth: Div Com

Srinagar, March 20:   Divisional Commissioner Baseer Ahmad Khan today said that government will reach out to all the unemployed youth especially women to link them with sustainable livelihood opportunities so as to improve their quality of life.

He said Self-employment through constitution of youth (in the age group of 18-35 years) and Women into Self Help Groups (SHGs) has become the cornerstone of the development. The Div Com added that there is now widespread acceptance of organizing youth irrespective of gender into SHGs as it is a pre-requisite for improving their quality of life and empowerment.

The Divisional Commissioner was speaking at a meeting convened to review the performance of Self Help Groups of the south Kashmir districts.

He asked DCs to identify unemployed youth and women SHGs   to facilitate them with investments, subsidies, and in linking with banks for financing purposes to establish their business units.

To get tangible results, the Divisional Commissioner directed Deputy Commissioners to collect details of the areas in their respective districts where Agriculture, Horticulture, Education, Sports, youth engagement and other industrial activities have more potential for youth and women. Concerned officers were also directed to share all schemes to the Deputy Commissioners and send the plan to the Divisional Commissioner’s office within fifteen days.    

Additional Commissioner Kashmir Tasaduq Hussain Mir, Deputy Commissioner Srinagar Dr Shahid Iqbal, Director Education Mohammad Younus Malik, Director Horticulture Aijaz Ahmad Bhat, Joint Directors of Handicrafts, Handloom, Industries, Deputy Director Agriculture, Assistant Commissioner and other officers were present in the meeting whereas all Deputy Commissioners of the south Kashmir districts participated the meeting through video conferencing.

Equip panchayats with sports facilities: Div Com directs DCs

SRINAGAR, MARCH 20: To promote sports culture in the valley, the Divisional Commissioner Kashmir Baseer Ahmad Khan today directed the Deputy Commissioners to equip all panchayats with sports facilities like development of play fields, sports equipment and other related facilities.

The Div Com also constituted District Sports Task Force Committees (DSTFCs) which will be headed by Deputy Commissioners. Officers of Education, Youth Services & Sports, Sport Council, Rural Development Department, Police, CRPF, BSF, Army and eminent sports personalities of the district are its members.

The meeting was informed that these committees will draft action plan for present sports season and also monitor it regularly in their respective districts.

The Divisional Commissioner made these directions while reviewing the youth engagement activities across the south Kashmir districts.

He directed all DCs to identify state and Kahcharie land for the development of sports fields in such panchayat areas who did not have sports infrastructure.

The officials of Education department were directed to establish more Super 50 coaching centres for poor and needy students across the valley, besides selecting maximum number of youth for student exchange programme to other states so that they will share their experience with others in their localities.

The Div Com asked all DCs to involve more youth in extracurricular activities including cultural programmes, painting, photography, singing competitions, seminars, debates, educational tours, awareness programmes, volunteer services etc, making green clubs, coaching clubs, skill development, career counselling and other youth-related activities so that their energies could be better harnessed for constructive engagement.

All DCs were asked to send their holistic youth engagement plan to the divisional commissioner office within fifteen days for the necessary course of action.

The Divisional Commissioner Kashmir asked all concerned officers to work with close coordination so that youth engagement programmes become a big success across the valley.

Why double standards? Mehbooba on Aseemanand acquittal

Srinagar, Mar 20 (PTI) Peoples Democratic Party president Mehbooba Mufti on Wednesday questioned the grounds on which the accused in Samjhauta blast case were acquitted by a court on Wednesday.

“Despite damning evidence, the accused including a former RSS member have been acquitted. God forbid, had they been Kashmiris / Muslims, they would be pronounced guilty & imprisoned without even a fair trial. Why such double standards and leniency towards saffron terror?” the former Jammu and Kashmir chief minister asked.

Mufti’s reaction came after a special court in Haryana acquitted Swami Aseemanand and three others in the Samjhauta train blast case that left 68 people, mostly Pakistanis, dead in 2007.

The blast in the India-Pakistan train took place near Panipat in Haryana on February 18, 2007, when it was on its way to Attari in Amritsar, the last station on the Indian side.
