Poonch, March 16 (GNS): An unknown vehicle on Saturday morning crushed a cyclist to death at Jhlas area of Poonch district of Jammu and Kashmir.

The cyclist has been identified as Prakash (48) son of Sheru of Khanter village, was also an employee worked as a daily wager with Municipal Committee Poonch.

Police officials, according to reports, said that it was a hit and run case.

“A case has been registered under FIR number 31/2019 under relevant sections of law and further investigations taken up to crack the case,” he said. (GNS)

Extremist appears in court charged with New Zealand mosque attack

CHRISTCHURCH (NEW ZEALAND), MAR 16 (AFP) A right-wing extremist who filmed himself rampaging through two mosques in the quiet New Zealand city of Christchurch killing 49 worshippers appeared in court on a murder charge Saturday.

Australian-born 28-year-old Brenton Tarrant appeared in the dock wearing handcuffs and a white prison shirt, sitting impassively as the judge read a single murder charge against him. A raft of further charges are expected.

The former fitness instructor and self-professed fascist occasionally turned to look at media present in court during the brief hearing that was held behind closed doors for security reasons.

He did not request bail and was taken into custody until his next court appearance scheduled for April 5.
Forty-two people are still being treated in hospital for injuries, including a four year old child, after an attack thought to be the deadliest directed against Muslims in the West in modern times.

Outside the court, guarded by heavily armed police in body armour, the sons of 71-year-old Afghan man Daoud Nabi demanded justice.

“It’s outrageous, the feeling is outrageous,” he said. “It’s beyond imagination.” Prime Minister Jacinda Ardern said Saturday the victims were from across the Muslim world, with Turkey, Bangladesh, Indonesia and Malaysia among the countries rendering consular assistance.

One Saudi citizen was killed and another wounded, according to Saudi-owned Al-Arabiya television news channel.

At least two Jordanians were among the dead, according to that country’s foreign minister, while Pakistan foreign ministry spokesman Mohammed Faisal said five citizens of his country were missing.

Ardern described the spree killing as a terrorist attack and said the shooter — who was not on any watchlist and did not have a criminal record — had legally purchased the two semi-automatic weapons, two shotguns and lever-action gun he used.

“The offender was in possession of a gun licence” obtained in November 2017, and he started purchasing the weapons the following month, she said.

“While work is being done as to the chain of events that led to both the holding of this gun licence, and the possession of these weapons, I can tell you one thing right now — our gun laws will change,” she vowed.

The suspect documented his radicalisation and two years of preparations in a lengthy, meandering and conspiracy filled far-right “manifesto”.

He live-streamed footage of himself going room-to-room, victim to victim, shooting the wounded from close range as they struggled to crawl away in the main Christchurch mosque.

Two other people remain in custody, although their link to the attack is unknown. A third person who was earlier arrested was said to be a member of the public with a firearm who was trying to help.

Two improvised explosive devices (IEDs) were found in a car and neutralised by the military, while police raided a home in Dunedin, where Ardern said the suspect was based.

Tributes to the victims poured in from around the world.
US President Donald Trump condemned the “horrible massacre” in which “innocent people have so senselessly died”, but denied that the problem of right-wing extremism was widespread.

Speaking in Sydney, Australian Prime Minister Scott Morrison described the gunman as “an extremist, right-wing, violent terrorist”.

The shooter’s two targets were the Masjid al Noor mosque, where 41 people were killed, and a second, smaller mosque in the suburb of Linwood, where seven more died. The remaining victim succumbed in hospital.
The dead were said to include women and children.

The survivors included 17 members of Bangladesh’s cricket team, whose game against New Zealand on Saturday has been postponed, and a Palestinian man who fled for his life after seeing someone being shot in the head.

“I heard three quick shots, then after about 10 seconds it started again,” said the man, who did not wish to be named.

“Then people started running out. Some were covered in blood,” he told AFP.

New Zealand police described the footage shot by the gunman which AFP has verified, but is not distributing as “extremely distressing” and warned web users that they could be liable for up to 10 years in jail for sharing such “objectionable content”.

The attack has shocked New Zealanders, who are used to seeing around 50 murders a year in the entire country of 4.8 million and pride themselves on living in a secure and welcoming place.

Police warned Muslims across the country not to visit mosques “anywhere in New Zealand” in the wake of the Christchurch attacks. Friday is Islam’s holy day.

J&K administration, MHA pitch for assembly elections in June

There is a strong possibility that assembly elections in Jammu and Kashmir, delinked from the Lok Sabha polls, will be held in June soon after the national elections conclude, views expressed by the state administration and the home ministry indicate.

The likely schedule will also fall after the holy month of Ramzan is over and before the Amarnath Yatra begins. Also, it will be before the current spell of central rule is due to get over in July. The schedule, once finalised, will help address criticism that the state is being denied a representative government.

In view of the volatile security situation in the Kashmir valley, it has been suggested that the state polls be conducted over seven phases, exceeding the five-phase Lok Sabha poll schedule. As was previously reported by TOI, the task of providing security to assembly candidates along with Lok Sabha contenders was seen to be too demanding with current cross-LoC tensions further complicating matters.

The home ministry had, in a written communication to EC on February 26, cited opinion of the J&K government received on February 22, stating that given the significantly higher requirement of security personnel and much larger number of candidates for simultaneous Lok Sabha and assembly polls, the parliamentary elections should be held first, immediately followed by the assembly polls.

The state government also suggested that EC factor in Ramzan, tentatively timed from May 5 to June 4, and Amarnath Yatra, which starts on July 1, while finalising the poll schedule for J&K.

A June assembly poll in J&K is expected to ensure that a new assembly is voted in before July 3, when President’s rule in the state is due to expire. As per the legal opinion submitted to the J&K government and shared with EC on February 20, while the assembly poll process must be initiated within six months from dissolution of the state assembly, process of holding polls need not be completed in this period.
In its communication to the home ministry dated February 22, a copy of which was endorsed to EC, the state government cited the exact number of central para-military forces required both in event of simultaneous polls and separate elections. Since decoupled polls would reduce requirement of security personnel in J&K by 20,000, deploying them in other states meant EC could limit the number of Lok Sabha phases countrywide.

The J&K government has opposed simultaneous polls right from the outset. In a video-conference conducted by EC with J&K chief secretary and DGP on January 21, the latter recommended that Lok Sabha elections be held first followed by assembly polls in June. The state government said in a simultaneous election, an estimated 1,000 candidates would need protection. The area of campaigning would be bigger with a larger spread to be sanitised. The state officials thus recommended assembly elections in J&K in June but before July 3.

On February 18, the Union home secretary in a review meeting with EC endorsed the J&K government’s opinion favouring a June assembly poll. However, it was only on February 26 that the home ministry formally wrote to EC, backing a June state poll immediately after the Lok Sabha exercise.

The ministry further said while it was putting nearly 2.7 lakh para-military personnel at disposal of EC for holding polls across the country, J&K alone would have over 70,000 para-military forces on duty for Lok Sabha poll, which can be retained for assembly elections in the state.(TOI)

Exclusive Interview : Delay in assembly elections politically motivated: Javed Dar

BARAMULLA, Mar 15: National Conference senior leader and former minister of state Javed Ahmad Dar on Friday said that delayed assembly elections tantamount to snatching of democratic rights of people of Jammu and Kashmir. Mr. Dar who has represented Rafiabad constituency in state legislative assembly from 2009 upto 2014 did not rule out ‘political manipulation at the behest of BJP led union government’ as a reason for the unnecessary delay in holding assembly polls in J&K.

In an exclusive interview with Kashmir Despatch, Mr. Dar spoke at length on current political scenario and the National Conference preparations for upcoming elections in the state particularly in North Kashmir.

Below are the excerpts from the interview:

“There is political uncertainty in North Kashmir. The election commission has announced dates for Lok Sabha polls and National Conference being a premier political party in Jammu and Kashmir had put its point of view that assembly and parliamentary polls be held simultaneously. But unfortunately the election commission has not sofar taken cognizance of that opinion. It was not only NC but other political parties had seconded this opinion to hold these polls together in Jammu and Kashmir. Actually people want a popular government to address their issues in the state and for that the elections should have been announced as early as possible. And above all since the Governor rule in J&K, certain amendments have been made which a Governor is not constitutionally authorized to do. It is the legislative assembly’s mandate to debate and discuss the public welfare issues and make amendments to the constitution or frame laws accordingly. The Governor has no prerogative to give concurrence or facilitate constitutional amendments in Jammu and Kashmir. These apprehensions are matter of concern for National Conference and for that matter people of the state. This is why we want an elected government in Jammu and Kashmir and take the major decisions.”

When asked about the reasons for delayed assembly elections in Jammu and Kashmir, Mr. Dar said that the Election Commission of India (ECI) has justified its decision not to hold assembly elections because of security situation in the state. “The ECI says the security scenario post Pulwama incident does not permit it to hold assembly elections. But let me inform you that the assembly elections were held in Jammu and Kashmir in 1996 when the insurgency was on its peak in Kashmir and the people participated in those elections. Then in 2002, 2008 and 2014 elections were held. In 2014, the NC was in power along-with its coalition partner Congress. In 2014 we had objected to holding of elections as we wanted to rehabilitate the flood hit people in Kashmir first. But certain political parties were adamant for the elections and the ECI went ahead for polls. What happened today? The abnormal security situation is not new to Kashmir. Killings of civilians, security force personnel are taking place for the last three decades now, almost on daily basis. We don’t condone killings and condemn the violence in all its manifestations. But in such a situation you are helpless. People have been witness to violence in last over three decades now but despite the fact, elections have been held and people have participated in those polls. Presently people of Kashmir feel disappointed in absence of an elected government. Because their day to day basis issues have piled up and the redressal of those issues lie with an elected government only. I don’t think the political activities have commenced in Kashmir after the announcement of Lok Sabha elections on a scale that was expected from the people. Because the people here feel let down by the ECI and that has given rise to brewing political apprehensions.

Asked how difficult is it for National Conference to keep its cadre together in light of the delayed assembly elections, Mr. Dar said: “There is no such problem within National Conference. NC is state’s premiere political party with mass based cadre. Yes we want an elected government as soon as possible and people are given their right to have a democratic set up in the state so that their difficulties are addressed. People do come to us asking about timing of assembly elections and such questions are prompted only because they suffer for want of basic amenities. NC is ready for elections as and when ECI announces dates because the elections are already delayed by eight months now. You cannot snatch peoples’ right to vote or to have a democratic government. There is no justification for this unnecessary delay. This delay has raised many a questions. Like the union government may be manipulating things before the assembly elections are held in J&K. May be they want create a cadre or base for BJP till the polls are announced. And above all, there are certain elements who do not want National Conference to come to power as they know NC is the only party that cannot compromise on the rights of people of J&K. So I think this is a tactical delay.”

When asked about NC’s expectations and preparations for coming Lok sabha polls, the former NC minister said: “Political parties are always ready for elections. We won’t give an easy walk to anybody and I am sure, God willing the NC candidate from North Kashmir Lok Sabha constituency will emerge victorious.”

On the profile and developmental scenario of Rafiabad constituency, Mr. Dar said that the developmental work carried out by him in Rafiabad constituency from 2008 upto 2014 is before public domain.  “Be it education, roads and buildings, PHE or any other sector, the NC performance has been marvelous. I with the help of my party created institutions like tehsils and blocks to facilitate more mobilization of people of my constituency and to provide them easy access to the government institutions at their door steps. I got some 29 bridges constructed in my constituency to strengthen connectivity in my area. I constructed a huge road network. The people later gave a chance to the PDP candidate but his performance is also before public. People had justifiably expected much from him because he was young and energetic but what he has done during his tenure as MLA will be answered in coming elections.”   

My duty to highlight the truth about Kashmir issue: Mirwaiz

Srinagar, Mar 15 : Hurriyat Conference (M) chairman Mirwaiz Umar Farooq on Friday said that as the Mirwaiz, it is his duty to highlight the reality and truth about Kashmir issue.

“Our struggle is not directed against the people of India or the Indian state, but against the repressive means and military approach against the people of Kashmir since 1947,” Mirwaiz said while delivering Friday sermon at the historic Jamia Masjid Srinagar where prayers were allowed after two weeks.

Mirwaiz Kashmir dispute is the oldest outstanding issue in the United Nations and the issue precedes the Partition of India. “Since 1931, the people of Kashmir and its leadership have been giving immense sacrifices for the cause. Since 1947, we have been demanding that the commitments made by India and Pakistan to the people of Kashmir which are vetted by the international community should be fulfilled,” he said.

Mirwaiz said since past several decades, the pulpit of the Jamia Masjid has been highlighting the people’s rights and aspirations and will continue to do so in future also. The pulpit will continue to always represent people’s aspirations and call for a peaceful settlement to Kashmir dispute, he said.

Hurriyat (M) chairman said the present political establishment in India is launching crackdowns, making arrests and issuing summons, slapping PSA and sending political and religious leaders and cadre to jails to suppress the voice of the people of Kashmir.

These things are not new to us and we have been experiencing this assault for decades now, he said.

“The resistance leadership has made it clear at the international forum including United Nations and OIC that the Kashmir issue needs to be resolved politically.  But a deliberate attempt is being made to obfuscate facts and our history of struggle through propaganda of the Indian state, particularly through the media which has vitiated the atmosphere against Kashmiris creating hostility against us. Anybody speaking about the resolution of the Kashmir issue is branded as anti-national and thereby a terrorist,” he said.

Mirwaiz urged upon the people of Kashmir to forge unity at “this crucial hour” and asked the youth to stand firm, calm and peaceful.  He said the leadership was clear and committed to its stand on Kashmir.

Mirwaiz also strongly condemned the dastardly terror attack on the two mosques in New Zealand where over at least 49 people were killed and dozens injured.

“Muslims across the globe are being made targets by Islamophobic anti-Muslim forces,” Mirwaiz said.

Teenager injured in attack by unknown persons

Srinagar, March 15 : A teenage boy was injured in an attack by unknown persons in Nowgam area here on Friday. 

Officials told GNS that about 9 pm unknown persons attacked  Sami Fayaz (18) son of Fayaz Ahmed of Gangipora Nowgam at Pehroo with some sharp-edged object.

Sami suffered injuries in the attack and was taken by locals who spotted him in the area to SMHS hospital for treatment. 

A police officer said the attack is being investigated. (GNS)

Tehsildar Among Several Revenue Officials Suspended After 51 Walnut Trees Felled In Shopian Village

Srinagar, March 15 : The authorities placed under suspension a Tehsildar among several revenue officials in Shopian after 51 walnut trees were felled without authorization in Keegam village of the south Kashmir district.

“It has come to the notice of undersigned that 51 (fifty-one walnut trees) have been unauthorizedly cut down in village Keegam some days back and the Tehsildar Keegam remained salient about the matter and did not bother to inform the undersigned or take any action the miscreants,” reads an order issued by the deputy commissioner Shopian.

The Tehsildar Keegam, the deputy commissioner said, showed negligence towards performing his legitimate duties.

“The Tehsildar stands transferred vide Govt. Order No . 35-Rev (Gaz) of 2019 dated:- 07. 04.2019 as Tehsildar Headquarter with Deputy Commissioner, Ganderbal but till date he has not joined his new place of posting and is still continuing his duties as Tehsildar Keegam,” the order, a copy of which lies with GNS, reads further.

“In the above backdrop, Tehsildar Keegam Showket Ahmad is placed under suspension with immediate effect and Tehsildar Kidder is directed to look after the routine works of tehsil Keegam in addition to his own duties till the incumbent joins his duties,” the order adds.

As per separate order, Naib Tehsildar, Patwari , Lumbarar and Chowkidar of Keegam have also been placed under suspension with immediate effect and attached with digitization section of Deputy commissioner office Shopian. Moreover, Station House Officer Keegam was directed by the deputy commissioner to lodge FIR against the culprits.

Complying with the directions, police has filed the FIR (32/2019) under section 436A of RPC. “We have started investigations,” a police officer told GNS. (GNS)

Assembly Polls in J&K: No pre-poll alliance with Congress: NC

SRINAGAR, Mar 15: Ruling out any pre-poll alliance with congress for assembly polls, National Conference Friday said that an announcement on Pre- poll alliance for parliament polls with congress was likely to be made on Saturday.  National Conference Provincial President Nasir Aslam Wani told a local news gathering agency RNA that negotiations between the two parties have reached at final stage and a formal announcement is expected tomorrow or by Sunday at the most. He however, denied the reports of talks getting staled on disagreement between the two parties on Jammu seat.

“No, who told you we have differences on Jammu seat. We have reached the final stage of negotiations and hopefully an announcement shall come by tomorrow or by Sunday at the most.”  Wani said that everything has been sorted out and both the parties were ready to contest the parliament elections jointly in Jammu and Kashmir.

The NC provincial president however, rejected local congress demands of a similar kind of alliance for assembly polls and said, there was no such proposal being worked out at this stage. He categorically said that NC does not have any plans of a pre-poll alliance on assembly polls as of now and was considering an alliance for parliament polls only.

When asked about the demand of local congress leaders of a similar alliance for assembly polls too, Wani said, the local congress leadership had no role in such decisions and it was all about high command which is in Delhi. “No, we don’t have any proposal for an assembly poll alliance. It is only parliament polls and nothing beyond.” Wani added.

Earlier local Congress leaders had demanded a pre-poll alliance with National conference for both assemblies as well parliament polls saying, “Such arrangements can’t be selective.”  Nearly half a dozen local congress leaders while speaking to RNA had said that the congress high command shouldn’t give National conference a free hand, instead should put rider on it for entering into pre -poll alliance for parliament polls.

How does Shabir Mir’s nomination affect Qayoom Wani’s prospects in PDP?

SRINAGAR, Mar 15: Estranged Peoples’ Democratic Party leader Shabir Ahmad Mir’s re-entry into the party seems to have not gone down well in his home constituency Tangmarag where people feel betrayed by the businessman’s repeated switch over of loyalties. 

Many political activists in Tangmarag area regretted for having pledged support to what they termed, “political turncoat” of recent times who according to them is out only for his own political interests instead of serving the masses.

Pertinently Mr. Mir rejoined PDP today after having left it in 2014 following PDP leadership’s decision to prefer Abbas Wani over him for the candidature for Gulmarag assembly segment.

The re-entry of Mir and his subsequent nomination for assembly mandate is immensely significant as it would be possibly end of the road for trade union leader turned Politician Abdul  Qayoom Wani in case he does not win the parliament elections.

Wani a prominent trade Union leader has recently joined PDP after seeking voluntary retirement and is contesting parliament elections on PDP ticket from North Kashmir Constituency. His entry into PDP was being viewed as a big boost for the party in the Tangmarag area. But announcing assembly mandate for Shabir Ahmad Mir by PDP president today has put Wani on a very thin line and he would be under immense pressure to perform . Local political analysts say that Mir’s nomination could be a hint for Wani to prove his strength and this can trigger a silent internal war in the local unit of Tangmarag.   Further Wani would have to walk on a very tight rope and Mir’s Ghar Wapsi has left him with minimal chances of error. Wani according to locals has now no option other than to win and if he fails to win a seat for PDP in parliament, it could eventually throw him to oblivion.

Once considered as the right hand of former Minster and DPN Chief Ghulam Hassan Mir, the businessman turned politician Shabir Ahmad Mir has changed many camps ever since he broke ties with the DPN.  After joining PDP he strived for mandate but was denied by Mehbooba Mufti.  Heartbroken by the denial, Shabir Mir left the party and decided to stand independently against not only G.H Mir but also to his newly found friend Abbas Wani whom PDP had chosen over him for the assembly elections.  But fortune seemed to be swinging other way as the junior Mir lost the political battle. As the people close to him say, that tunnel looked dark even from the other side too, Shabir Mir went desperate to find a political roof not only to settle himself but also give a hope to thousands of those who had voted for him with a hope to overthrow the two time MLA and minster G.H Mir. And the only party that could have given the refuge to a beleaguered fresh politician who had severed ties with two parties in just one year of his entering into politics was the National Conference. 

Mir Joined National Conference after some months and started working for the revival of the party which had received a drubbing in the last elections.

“The desperation in the camp was so evident and intense that we feared to lose all supporters and National Conference was the only choice we could have thought of for an immediate bailout.”

Mir soon after joining NC vowed to revive the party which had been defeated by its arch rival PDP in the recently held elections. But as the NC cadres say, the revival was never visible on the ground as the leader went into hiding soon after joining the party only to resurface in election time.

Many in the constituency say that the junior Mir had managed to breakaway a major chunk of DPN voters in 2014, but eventually left them in despair due to his “inconsistency and lack of political vision.” They say, Mir’s mercurial stance has made him a less significant and unreliable entity in the political circles   whom major parties like NC and even PDP do not want to fully rely upon.

Now when the PDP President has again reposed faith in him , it would be interesting to watch how PDP makes a balancing act between  Abdul Qayoom Wani and Mir as both are from the same constituency, and what would the party do with Wani in case he loses in the parliament elections.

It would be also interesting to watch whether Mir would be consistent this time and can he be able to win back the trust of PDP voters who already stand divided in three camps including former MLA Abbas Wani, Parliament candidate Abdul Qayoom Wani and now Shabir Mir. (RNA)

ED issues summon to Naseem Geelani

SRINAGAR, Mar 15: After National Investigation Agency (NIA), the Enforcement Directorate (ED) has issued a fresh summon to Dr Syed Naseem Geelani, son of Hurriyat Conference (G) Chairman, Syed Ali Geelani.

Sources while confirming to News Service said that ED has issued a fresh summon to Dr Naseem Geelani, asking him to appear before them on March 18, 2019.

Earlier, NIA had issued a summon to Dr. Naseem Geelani following a raid on his house here and was asked to appear before NIA court at New Delhi on March 11.
