SC unlikely to hear Art 35A case on Tuesday

Srinagar, Feb 25 : The Supreme Court is unlikely to hear Article 35A case on Tuesday (Feb 26).


Congress Working Committee (CWC) member, Tariq Hameed Karra said that he attended SC today morning as Article 35A case is listed for this week. 


However, he said that the case would unlikely be heard on Tuesday as the case of Babri Masjid will be heard by the top court of India. (KNS)

Awful War Hysteria

The past few days in Kashmir were terrible for its citizens. A series of orders issued by the government not only snatched sleep of nights but paralyzed normalcy during the days. Vacate hospitals; dump ration, medicine, baby food and fuel…were some advisories from the government departments.

The Kashmiris were taken aback by these government directives leaving them guessing about something unpredictable. What had added to this confusion is the reinforcement of some 100 companies of forces who were airdropped and taken to their destinations through large convoys. Shifting of artilleries in border areas further scared the people.

But the question remained on whose directions these ‘unnecessary’ advisories were issued by the government departments? What was in offing that the government created panic situation across nook and corner of Kashmir valley. These all events followed the mass arrests by the security forces mostly during night raids.

People started gossiping and guessing about an imminent war between India and Pakistan scrapping of article 35-A. The situation came near to normal by the intervention of governor who issued a statement assuring of no crisis like situation. Need of the hour is to make the situation tranquil and instill confidence among the people that the government be at center or the state shall not take any such decision that is detrimental to peace and harmony in Jammu and Kashmir.

Expecting End To Petrol, Diesel Shortage By Tomorrow: Govt

Srinagar, Feb 25 : The administration expects an end to fuel and LPG shortage in Kashmir Valley by Tuesday evening, Divisional Commissioner Kashmir Baseer Khan said.

“We are expecting an end to the shortage of petrol, diesel, and LPG by tomorrow evening,” Divisional Commissioner Kashmir Baseer Ahmad Khan told.

Director Food Civil Supplies and Consumer Affairs (FCS&CA), said that 170 petrol, diesel and LPG tankers have crossed Panthal on Srinagar-Jammu highway and among these 55 are about to reach Valley.

Yesterday, the government said that petroleum and other products in the Valley “is critically low”.

“The availability of petrol in the Kashmir Valley is adequate to meet the needs for just one day and that of diesel for four days. There is no stock of LPG in the Kashmir Valley,” State Administrative Council (SAC) head by governor Satya Pal Malik was informed, according to an official spokesman.

“This is a result of the earlier blockage of the Highway for seven days and the ongoing blockage for the past four days, leading to disruption of supplies from Jammu to Srinagar. The government is taking measures to enhance the supplies to the Kashmir region,” the official spokesman has said. “However, as a precautionary measure, the Divisional Commissioner, Kashmir has rationed petrol and diesel supply, so as to conserve whatever is available for emergency purposes. Steps are being taken to increase the availability of stocks in the Kashmir Valley. People of the state should not read anything more into this but see it only as an administrative measure in a shortage situation,” the spokesman had said.

“On the medicine front also, the instructions to hospitals to increase the availability of medicines is also to be seen in the context of a shortage of supplies as a result of the prolonged disruption in transport.”(GNS)

Lethpora Attack : I&BM Sends Show Cause Notice to 13 TV News Channels

SRINAGAR, Feb 25: The Union Ministry of Information & Broadcasting has sent a show cause notice to 13 television news channels on Monday for broadcasting the media briefing of Pakistan Army spokesperson Major General Asif Ghafoor on February 22. Major General Ghafoor had addressed a press conference at Rawalpindi where he said Pakistan wasn’t preparing for war but had the “right to respond” to India’s “preparations of war”.

The show cause notice has sent to 13 TV news channels across India including Tiranga TV, for not following the ministry’s advisory on February 14, after the suicide car bomb attack in Lethpora Kashmir that killed more than 45 CRPF and fuelled the war like situation between India and Pakistan, warning private channels to be cautious about content following the attack.

The I&B ministry advisory had cautioned media to be particularly careful about publishing and broadcasting content that: Likely to encourage or incite violence, contains anything against maintenance of law and order, promotes anti-national attitude and contains anything that affects the integrity of the nation.

The notice reads that the Tiranga channel had shown the media briefing for 20 minutes and 45 seconds with “no intervention” by the channel on the “correctness or otherwise of the claims” made in the briefing. By doing so, the notice reads that the said channel has violated Rules 6[1] (e) and 6[1] [h]of the Programming Code which had been mentioned in the advisory: carrying a programme likely to “encourage or incite violence or … anything against maintenance of law and order or which promotes anti-national attitudes”, and carrying a programme “which contains anything affecting the integrity of the Nation”.

The show cause notice also mentions that the channel did not attempt to intervene to present the correct picture of the situation when the Pakistan Army spokesperson was presenting incorrect facts.

Similar notices were reportedly sent to 12 other news channels also including ABP News, Surya Samachar, Tiranga TV, News Nation, Zee Hindustan, TOTAL TV, ABP Majha, News18 Lokmat, Jai Maharashtra, News 18 Gujarati, News24, Sandesh News and News18 India.

All these channels have been asked to respond without 7 days of the issue of the notice with a reason as to why the government should not initiate action against them. (Agencies)

PIB Organizes Media Workshop At Shopian

Shopian, Feb 25 : Press Information Bureau (PIB) Srinagar today organized one-day media workshop for journalists at meeting Hall mini secretariat Arhama Shopian

Around 50 working journalists from Pulwama and Shopian districts participated the day-long workshop, titled “Vartalap”. The programme has been organized by PIB with support from District Information Centre Shopian.

During the event, number of experts shared their views about various topics including, role of media persons, government sponsored schemes, developments and other initiatives.

Terming media as a fourth pillar of democracy, District Development Commissioner Dr. Owais  Ahmad  said that media has a great role in dissemination of information regarding various sectors of the government to the people, including centre and state level schemes. He hailed the role of media fraternity of the district for playing their positive role in highlighting the developmental activities of the administration. He urged upon media persons to maintain coordination and bridge the gap between people and administration .

Geelani Surprised Over OIC Invitation To Sushma Swaraj

Srinagar, Feb 25: Surprised over the “unexpected” move of inviting Indian External Minister by OIC, Hurriyat Conference (G) chairman Syed Ali Geelani said that Muslims all over the world particularly in Kashmir are “bruised by continuous repression and torture”.

He said 57 Muslim countries have never come to the rescue of Muslim Ummah and now this representative forum, instead of putting balm on the bleeding wounds of Kashmiri Muslims, are ready to welcome “our killers and butchers”, rubbing salt on our wounds.

“Inviting those whose hands are drenched in our blood and their swords are still out to slit our throats is nothing but unfortunate and a myopic vision,” Hurriyat (G) chairman in a statement said.

He said the active members of this forum should have resisted such move and conveyed a clear and loud message the ruling class of India, with more than 20 million Muslims, that “treatment meted out to this largest minority and crushing them on one or the other context—is in no way acceptable to the guardians of this Ummah and can never be tolerated”.

“Jammu and Kashmir is the only region which has been forcibly occupied against all the moral, ethical, democratic and human norms. It is chained for the last 71 years and majority population is striving hard to get rid of this occupation,” Geelani said.

He said the mighty response from India has led to unending bloodshed and widespread devastation. “Killings, jails, torture, bullets, pellets, rape and molestation have become a usual tool by our oppressor. When all these measures have failed to calm the freedom sentiments of the people, India is now using its judicial onslaught to change the demography of this Muslim majority state as they have done in Jammu in 1947. Our prisoners are living in constant threat to their life as recently a Pakistani prisoner was lynched to death by its majority inmates,” he said.

Meanwhile, paying glowing tributes to slain youth of Kulgam encounter, Hurriyat (G) chairman said this conflict “continues to suck the blood of innocents”.

“Only the arrogance and deceitful attitude of the oppressor is responsible for this unending bloodshed and we as a nation can never compromise with this sacred mission of our martyrs,” he said. 

DC Budgam takes review of PM-SYM pension scheme implementation

BUDGAM, FEBRUARY 25: Deputy Commissioner, Budgam Dr Syed Sehrish Asgar today convened a meeting of officers to take review of implementation of Pradhan Mantri Shram Yogi Mandhan (PM-SYM) pension scheme across the district.

The DC stressed on covering all genuine unorganized workers working as MG-NREGA job card holders, brick kiln workers, pony wallas, labor card holders and all those who are unorganized workers across the district under the pension scheme across the district.

The DC stressed on concerned departments including Employment and Rural Development Department to coordinate with each other and complete the list of genuine workers expeditiously.

She emphasized on disseminating awareness about the scheme through print and electronic media so that no genuine worker is left out of the scheme.

Assistant Director Employment Budgam was asked to ensure maximum number of workers are registered daily and to inform the DC Office regularly.

Among others, the meeting was attended by ADC Budgam, Khurshid Ahmad Shah, ACD Budgam, Waseem Raja, AD Employment Budgam Hafsa Qayoom, District Social Welfare officer Budgam, Aqeel Ahmad and officials from other concerned departments.

Appointment of 10,000 Teacher Grade-II cleared

Government today cleared appointment of approximately 10,000 SSA-RReTs to the Teacher Grade-II in compliance of the State Administrative Council (SAC) decision taken in December, 2018. Concerned authorities are making all efforts to clear cases of all eligible SSA-RReTs in next three days.

In continuation of above process, a meeting of the High Level Committee constituted by the Government under the Chairmanship of Navin K. Choudhary, Principal Secretary Finance Department also met here today.

The meeting discussed threadbare the matters related to undergraduate RReTs who do not possess the requisite qualification for their appointment and regularization as Teacher Grade- II.

The Committee asked the School Education Department to collect the exact details of undergraduate RReTs within 15 days for taking an informed decision.

The meeting was attended by Rohit Kansal, Principal Secretary Planning Development and Monitoring Department; Ms. Sarita Chauhan, Commissioner/Secretary Higher Education Department; Mr. Hilal Ahmad Parray, Commissioner/ Secretary General Administration Department and Ajeet Kumar Sahu, Secretary, School Education Department.

The Committee further asked the School Education Department to seek more time from the government for submitting its report.

It is pertinent to mention that Government had constituted the above said Committee in August, 2018 to resolve salary and related issues of regularized ReTs (RReTs) under Sarva Shiksha Abhiyan (SSA) and teacher engaged under RMSA. Based on the recommendations of the said Committee, the State Administrative Council in December, 2018 decided to create a separate cadre of Teacher Grade-II for transition of all the RReTs appointed under SSA scheme as well as teaching staff under RMSA to the regular teaching cadre of the Government and created 39469 number of posts out of which 28363 were supernumerary posts. After the above said decision, number of orders have been issued by the School Education Department setting in motion the transition/ appointment of RReTs to the newly created posts of Teacher Grade-II. The Department had constituted two Committees i.e, District Level Screening Committee and Divisional Level Selection Committee for scrutinising the documents and records of RReTs and recommend their appointment to the post of Teacher Grade-II considering their eligibility. These Committees have cleared the cases of around 10,000 SSA-RReTs and concerned CEOs are in process of issuing orders for their appointment. Order of the remaining eligible RReTs are also expected to be issued within next 3-4 days after completion of the formalities.

However, the issue of undergraduate RReTs had remained unresolved and accordingly Government had mandated the same High Level Committee to work out the plan of action for such RReTs. The committee was informed by the Secretary School Education that out of remaining 7702 undergraduate RReTs , a large number of them have already acquired required qualification after their selection as ReT or regularization as RReTs. He further informed that the field officers have collected their application and are examining their eligibility. RReTs who have already acquired graduation degree would be eligible for appointment to the Teacher Grade-II without any further requirement. However, the exact number of such RReTs are not known to the department. Considering this constraints, the Committee decided to wait for another 15 days and asked the School Education Department to consolidate the data before the next meeting of the High Level Committee.

It is further added that the meeting of the Designated Committee, constituted by Government Order No: 115-GAD of 2019 was also held today under the Chairmanship of Shri Ajeet Kumar Sahu, Secretary School Education Department. The said Designated Committee has been constituted by the government for considering the cases of Regularization/ promotion of officers in School Education Department and for overseeing the entire process of appointment/ transition of RReTs as Teacher Grade-II as per the procedure laid down in the action plan approved by the State Administrative Council. The Designated Committee besides reviewing the entire process conducted so far, also discussed the issue of fixation of seniority and inter-se seniority of Teacher Grade-II. It was further decided that Department will work out the modalities for developing a software for keeping proper account of utilization and restoration of various teaching and non-teaching posts in the process of transition of RReTs to Teacher Grade-II.

Scraping Article 35-A will nullify JK’s accession with India: Mehbooba

Srinagar, Feb 25 : Peoples Democratic Party (PDP) President and Former Chief Minister Mehbooba Mufti on Monday urged all political groups of the state to come together and devise a joint strategy to safeguard Jammu and Kashmir’s special status.


Addressing a press conference here at her residence, Mehbooba said that Jammu and Kashmir is India’s only Muslim majority state which acceded to India under certain a condition and that condition was Article 370. “Article 35-A is part of Article 370 which confers certain rights to citizens of the state. By launching assault on Article 35-A, there are attempts being made to change the Muslim Majority character of Jammu and Kashmir,” Mehbooba said. 


She added that those who demand that Jammu and Kashmir’s special status should be scrapped must understand that that the relation between JK and India is based on Article 370. If this special status is scarped, it will nullify the legitimacy of accession of JK with the Indian Union, Mehbooba said.


The PDP President also made a fervent appeal to all political groups to rise above party affiliations and considerations and safeguard interests of the state in unison. She said that she is in contact with national conference Vice President Omar Abdullah and soon a joint strategy will be adopted to protect state’s special status from assaults being launched against it on multiple fronts. 


Mehbooba also underscored the need of establishing a joint front of all regional political parties and appealed CPI (M) leader Mohammad Yusuf Tarigami, Hakeem Mohammad Yasin, Ghulam Hassan Mir, Engineer Abdul Rashid and others to joint the unanimous fight for the safeguard of Article 35-A.


She maintained that at the present time not elections but protection of Jammu and Kashmir’s interests and unique identity is a priority for the PDP as well as for the people of Jammu and Kashmir. “I want caution the central government that they shouldn’t play with the fire and push people of Kashmir towards war. If Article 35-A is gone, I reiterate that there wouldn’t be anyone in the state to hold the tri-colour. The situation which will be much more dangerous than what we have been witnessing since 1947,” said the PDP President. 


She maintained further that it is unfortunate that the state is made part of election strategy every time there are elections in the country. “Ahead of 2014 elections, Afzal Guru was hanged and the court pronounced the verdict as satisfying the collective conscience of the country. At present, there are attempts being made to destabilise the situation in the state and create a war hysteria to secure votes,” Mehbooba said. 


She also questioned the creation of war like situation in the state by the government and stated that the chaos and confusion is being created without any reason. “In 2016, when Uri attack happened, I was put under pressure to launch a crackdown against separatists and religious leaders in Kashmir and create war like situation. I opposed such a directive and didn’t want any such thing to happen. At present, it is condemnable that people from various religious organisations are being bundled in jails and nocturnal raids becoming a routine,” said PDP President.


Mehbooba also slammed the decision of withdrawing the security of separatists and other political leaders in the state, terming such action nothing but a vendetta against those who dare to question and oppose the government policies. (KNS)
