Delhi’s iron fist policy pushing Kashmiris to destruction: Hurriyat (M)

Srinagar, Feb 19:  Hurriyat Conference (M) has paid tributes to three armed youth and a civilian Mushtaq Ahmad killed in an encounter with government forces at Pinglena, Pulwama on Monday.

“It is iron fist policy of New Delhi which left no option for youth but to pick the arms as such a generation is being pushed towards death and destruction,” a Hurriyat (M) spokesperson said in a statement issued .

He said that delaying the resolution of Kashmir issue will cast a shadow on the peace for which the people of not just the subcontinent, but the entire south Asia is yearning for since past many decades.

It was high time that New Delhi must shun its “stubborn approach” and acknowledge the ground realities to start a meaningful exercise for the resolution of the dispute, he said.

The Hurriyat (M) spokesperson reiterated the amalgam’s appeal to the world community to take strong notice of the ground situation and impress upon New Delhi to stop its “killing spree” and push for the resolution of Kashmir issue.

New scheme for youth, women based SHGs on cards: Div Com

Srinagar, Feb 18 : The Divisional Commissioner Kashmir Baseer Ahmad Khan today said that government is preparing a new scheme for youth and women based Self Help Groups (SHGs), which is economically more viable, sustainable and creates good employment opportunities.  

He further said that self-employment through the constitution of Self Help Groups (SHGs) for youth (within the age group of 18-35 years) and women shall become the cornerstone of the economic development. He said that there is widespread acceptance of the need to create SHGs for youth and females, as a pre-requisite for poverty reduction and women empowerment.

The Divisional Commissioner made these remarks while reviewing the income generating economic activities and youth engagement activities in South Kashmir districts.   

The Divisional Commissioner directed Deputy Commissioners (DCs) to collect details with regards to specified areas in their respective districts especially in the sectors of agriculture, horticulture, cooperative societies, educational academies and coaching centers, sports academies and clubs, youth engagement activities and other industrial schemes, which have a great potential for youth and women. Concerned officers were also directed to share all schemes related to youth, women empowerment and SHGs with the Deputy Commissioners.

For the significant impact of the youth and women based SHG scheme, DCs and concerned officers were also directed to include beneficiaries on socio-economic category, capacity building programmes for youth and women SHGs

“The aim of the new SHG scheme is to reach out to all unemployed youth and women folk to link them with sustainable livelihoods opportunities and nurture them till they come out of poverty and enjoy a decent quality of life,” Khan added.

Directors of Industries, Agriculture and Education, Divisional Sports Officer, Additional MD JKSRLM, Joint Director  Horticulture, Deputy Director Youth Services & Sports, Assistant Commissioner (central) and other concerned officers were present in the meeting whereas all Deputy Commissioners (DCs) of south Kashmir participated the meeting through video conferencing.

JK Bank Postpones PO, Banking Associate Exams

Srinagar, Feb 18 : Jammu and Kashmir Bank Authorities have postponed examinations for Probationary officer (PO) and Banking Associates scheduled later this week amid appeals by aspirants.

J&K Bank Chairman Parvez Ahmed said the new dates for the exams will be notified separately.

“Lot of queries being received #JKBank exam. Though preparations are done, our partners in exam IBPS, TCS are here and visiting the test centers but keeping in view the inconvenience the applicants may have to face in the current circumstances, we are announcing the postponement of exams which were to be held on 21, 22,23 & 24 Feb. New dates will be notified in due course,” Bank’s chairman announced on twitter.

I will open fire on stone pelters if am commander: GD Bakshi

Srinagar : Retired Major General Gagandeep Bakshi G. D. Bakshi said that if I would have been the commander of Army right now in Kashmir, I will open fire open on stone pelters.

During the live debate on Aaj Tak TV channel Bakshi said “If I was the commander of army at this time in Kashmir I will shot open fire open youth who are pelting stone upon security forces.

He added that these stone pelters are “bloody non sense”, they should be killed first then we should kill militants.

He added if any stone pelters were killed they FIR will be file against forces and Mehbooba will cry and from now whosoever will cry kick them out of the world”.

He further added that Major Gojri should be awarded again for what he did with stone pelters in Kashmir.

He added that Mehbooba Mufti is responsible for this situation in Kashmir.

No examination postponed: KU Controller Exams

Srinagar, Feb 18:Kashmir University has clarified that university has not postponed any examinations.

Talking to news agency the Controller Examinations Kashmir University Farooq Ahmad Mir said, “Candidates should not pay any heed to rumours about the postponement of any examination. No examination has been postponed and all examinations will be held as per schedule.”

India Can Never Win Kashmir By AK-47; Indian Army Veteran Explains The Reason

For years, media has been telling us that there are 150-200 militants in Kashmir. Every year the security forces kill 150-200 militants. Next year, again we have a similar number of joining ranks; the throughput in the system remains the same.

We are killing militants, not militancy.

I recently spent time with the Commanding Officer of 19 Rashtriya Rifles, in South Kashmir. He is that typical breed of young infantry COs of the Indian Army; aggressive, decisive and wise beyond their years. He said something to me that will stay with me for a long time.

“I am responsible not just to the men under my command, but also to their families. Death of even one of my men is simply not acceptable to me, but I understand that defending the nation comes at a cost. So, I drive my men and myself to train in the freezing cold, day in and day out, without respite, for those 5 seconds of reckoning. When they come face to face with the enemies of the nation, they must win. In this game, there is no silver medal; its either gold, or death”.

As I travel through the breadth of South Kashmir, the hotbed of separatism and terror, I encounter a recurring sight; young Kashmiri men walking with their heads bowed, staring at a smartphone. Are they any different form young men around the world? Not really, except the content that most of them consume. Call it pure, unadulterated poison.

The Kashmir Valley is being radicalized at a furious pace. There are more than five hundred madrasas in Anantnag alone, unmonitored and free to decide what they will teach to the impressionable young. Thousands of such madrasas dot the landscape across Kashmir. In many such schools of religious learning, the teachers are no longer Kashmiris. They are from Deoband and they owe fealty to Jamaat-i-Islami. In these madrasas, the glory of Jihad is taught to children as young as five years old.

Smartphones in Kashmir have content that is shocking, and we have no strategy to counter it. If we say we do, we are lying. WhatsApp groups are used not just to gather stone pelters at the site of an encounter, but also to warn militants of movement of security forces. There are young men always close by, walking and watching. If they see an army convoy leaving the gates of an army camp, the message is broadcast immediately – the number of vehicles, direction of movement and estimated number of troops.

Fake Twitter handles and Facebook pages are created by the thousands, backed by Pakistan’s ISI. Blogs, Vlogs, music, videos, and literature…it is an entire industry set up to poison the Kashmiri mind, and it is high-volume, high-quality professional content. ISPR (Inter-Services Public Relations), the PR wing of the Pakistani Armed Forces is the mother of this e-Jihad. And the poisonous content they create lands up on the smartphone of the young of Kashmir. Mass scale brainwashing is happening right under our noses.

When I was posted in Jammu & Kashmir, encounters with foreign militants were common. Afghans, Sudanese and Pakistanis were some nationalities that came to India to seek heaven. They raped Kashmiri women, killed with impunity and roamed the streets with abandon. The Indian Army responded by setting up anti-infiltration grids. Over a period of time, the deluge of foreign militants became a trickle. An odd Pakistani still manages to sneak in, but the majority of militants in Kashmir are locals.

Pakistan has ensured that it no longer need export terror to India. Pakistan radicalizes the young of Kashmir in the name of jihad. These young men join the ranks of militant organizations. Just so that they don’t have second thoughts, their pictures are taken with weapons and circulated on social media. Once security forces get these pictures, these men are marked. Once they die in an encounter with security forces, huge funerals are organized. These funerals are actually recruitment rallies. militancy has been outsourced to the victim of terror.

This entire environment ensures that there is always a steady stream of militants in Kashmir, home grown and able to melt into their surroundings. This also gives Pakistan plausible deniability. They can hence rightfully claim that the “freedom struggle” in Kashmir is indigenous.

As I said, the throughput in the system remains the same. Checkmate.

Information Warfare (IW) must be recognized as a weapon of war. It is. Yet, it is not. IW is a halfhearted push, even in the army. We don’t seem to realize that the enemy is in the mind, not on the ground. Killing militants will not solve the problem. Getting all mushy with the locals will not solve the problem, either.

Social media is the cause of the majority of problems we are facing in Kashmir. We should have been able to counter it long back. We didn’t. Here is a roadmap that will tell anyone in a position of authority and willing to listen, how this can be done.

What is urgently required is a fully secure building in NCR Delhi, staffed by army officers at the top echelons. Let’s call this building, the BLUE BOX. The top ‘management’ of this Blue Box must be wafer thin. The rest of the team, thousands of them, will be civilians, with the mean age not exceeding 25 years. We need content writers, videographers, special effects experts, video editors, hackers, social media experts, research scholars, experts in Islamic theology, linguists, songwriters and musicians, all under the same roof. In that building, we need a recording studio, server rooms, IT hardware, software, high-speed Internet and all equipment related to content creation and social media. We need Kashmiri Muslim men and women working for us. Yes, there are thousands of them who put their lives on the line each day to tell India’s story. We must mobilize them.

All these professionals should be paid well and made to sign NDAs. Thousands of Twitter handles, Facebook profiles, Instagram accounts, blogs, Vlogs, websites and WhatsApp groups need to be created, a veritable firestorm of pro-India content.

There must be action at multiple levels. Creation of content to counter malicious propaganda, creation of content to push our own narrative and ‘managing’ local Kashmiri media are the three immediate challenges.

IW must percolate down to the Rashtriya Rifles Sector level. It is important for the Sector Commanders to have their own IW team of professionals (civilians included), which is directly plugged into IW of Victor Force and Kilo Force. These must, in turn, be plugged into the IW cells of XV Corps, Northern Command and ADGPI. It is also essential to post a qualified IW officer at the RR battalion level. He may not generate IW content directly, but most information will pass through him. Information Warfare is both top-down and bottoms-up. A simple top-down approach can be detrimental because when it comes to social media use, both information and content are mostly generated at the ground level.

The need of the hour is to go on a massive media and social media offensive. It is important to flood Kashmir with a counter-narrative.

RR Battalion and Sector Commanders must have the independence to deal with local and national media. The reasons are valid. It is not difficult to imagine a Tamil journalist living and reporting from New Delhi, or a Bengali reporting from Gujarat. The only limiting factor is language. Kashmir’s story is different. You have to be a Kashmiri to be able to stay in and report from the Valley. I am sure there is the possibility of a rare exception, but I am not aware of any. Indian journalists from outside the Kashmir Valley are just too afraid of being harmed or even killed, if they live and report from Srinagar. That fear is not without reason. Here, I speak about the national media, both print and electronic.

The local Kashmiri media is another kettle of fish. Hiding behind the façade of freedom of expression, it deals in rumors, insinuation and lies. While Indian media is known to be a little elastic with the truth, local Kashmiri media often behaves like the propaganda wing of the Hurriyat. I wouldn’t be surprised if individual reporters are on Pakistan’s payroll. Look at it from the ISI’s perspective. It makes perfect sense.

Private Kashmiri TV channels are an urgent requirement. DD Kashir is a dead duck. Private FM Channels should become a part of Kashmiri life. Both audio and video content must be beamed live across the Valley. Much of it must be web-based. Newspapers in Kashmiri and Urdu should be launched that tell our story. Distribute them free of cost, if we must. And all this should be plugged in to the Blue Box.

We simply have to find a way to communicate with Kashmiris through TV, print, radio, web and social media. There is no other road.

Massive infusion of funds is needed in the education system in Kashmir. Madrasas funded by Jamaat-i-Islami must be shut down and replaced with schools with a sensible, modern curriculum. Lets not get all touchy feely about this. The cost of our ‘liberal’ outlook is borne by soldiers.

This madness, which pervades Kashmir, is a mental illness. This madness will not go away, unless we attack its foundation. The foundation is in the mind.

We have been a careless nation. We have allowed this madness to spread in Kashmir, madness seemingly without end. But end, it must. The Blue Box is no longer a luxury. It is a question of survival.

Ministries and departments cannot run the Blue Box. It cannot be run by intelligence agencies. They simply don’t have the capability or the understanding. Teenagers and young adults, mavericks who don’t follow the rules, must run the Blue Box. And the army must supervise this operation.

It is time to call in the Indian Army once more. The only difference will be that this time, the laptop will replace the AK 47. It calls for a mindset change, a revolution in the army’s way of thinking. But history is witness that there is no student more willing than the Indian Army. Why involve the army, some would ask. Well, the Indian Army is the only institution that has men on ground and can get the job done. No excuses, no stories, no delays.

The Blue Box is what the Indian Army urgently needs in Kashmir. It has enough weapons, bulletproof jackets and helmets. There is no dearth of such equipment. But you cannot kill an idea, however poisonous, with an AK 47. Only an idea can kill an idea.

If we create the Blue Box, over time the throughput in the system will cease to exist. And Pakistan will face it biggest defeat since 1971.

In Jammu, Sajad Lone talks tough, says intimidation of Kashmiris unacceptable

Jammu, Feb 18 : Peoples’ Conference Chairman, Sajad Gani Lone on Monday said that intimidation and harassment of Kashmiri students, professionals and families living outside Kashmir was unacceptable and cannot be passed off as a purportedly natural outburst. “These incidents are tantamount to trivializing the enormous sufferings and the pain suffered by the people of Kashmir over the period of the last three decades while their lives were engulfed by the scourge of violence and terror. They have been at the receiving end of the devastation that comes with a prolonged conflict and they have borne the brunt. To attack them, single them out and harass them is shameful and those behind such mob-mentality and bullying should be dealt with in the strongest of terms”, Sajad Gani Lone said today on arrival in Jammu where he is going to reach out to members of the community to ensure their safety and security.
“If stone pelting is wrong in Kashmir, it is equally wrong in Jammu and should attract the same legal and administrative response. What is wrong in Kashmir can’t be deemed acceptable and tolerable in Jammu. Law and Order is the subject of the State Administration and they need to ensure there is zero tolerance for these mobs in Jammu and those who are involved are arrested and persecuted”, Sajad Lone further added.
“All State Governments are duty bound to ensure the safety and security of all Kashmiri students, professionals and families residing in their respective States and no laxity should be tolerated in this matter. I have spoken to various State Government authorities and Police Authorities in various States and sought foolproof safety and security of Kashmiri students and families in those States”, the PC Chairman added. Pulwama Gunfight: One more militant killed, death toll reaches 9

Srinagar, Feb 18 : One more militant was killed in an ongoing gunfight at Pingalan area of south Kashmir’s Pulwama district on Monday late night, taking the death toll to nine.

“#Pulwama encounter update: Third #terrorist killed. One #colleague HC Abdul Rashid martyred in the #encounter. Identities & affiliations of killed terrorists being ascertained. Arms & ammunition recovered. Case registered. @JmuKmrPolice @PIBHomeAffairs (sic),” Police wrote on Twitter.

Pertinently, the DIG Kumar has also received bullet injuries oh thigh during the gunfight.

Earlier, four army personnel, two militants and a civilian were killed during the encounter. While several forces personnel including army brigadier and DIG police south Kashmir received injuries.

Five senior officers among 70 employees suspended for unauthorized absence in Kupwara

Kupwara, Feb 18,: District administration on Monday placed under suspension 70 employees of different departments in frontier Kupwara district of north Kashmir.

An official statement said: “On the instructions of District Development Commissioner (DDC) Kupwara Khalid Jahangir, Assistant  Commissioner Revenue (ACR) Kupwara, Bashir Ahmad conducted a surprise visit of various offices in the District and found 70 employees were absent from their duties without any authorization”.

During the inspections, 20 officials at PHE Division Kupwara, 17 at Irrigation and Flood Control, 12 at Geology and Mining, and 21 at REW, BDO office Kupwara, Handicrafts and Fisheries Department were found unauthorisedly absent and were placed under immediate suspension, the statement said.

Besides, five officials which include Xen REW, BDO Kupwara, AD Handicrafts, District Minerals officer and AD Fisheries have been put under notice, which shall follow the charge sheet for initiating disciplinary action against them, the statement said.

Meanwhile, DC directed all the officials and employees working in the district to ensure punctuality in the offices.

Mehbooba, Omar appeal for calm

Jammu:18 Feb, ; In a joint appeal,  Jammu and People’s Democratic Party Presidemt Mehbooba Mufti and Jammu and Kashmir National Conference vice president Omar Abdullah on Monday expressed dismay over attacks on Kashmiris across the country and urged the government of India (GoI) to ensure the safety and security of Kashmiris everywhere.

 The two former chief ministers underscored the need to maintain communal harmony across the country. In their appeal, the leaders asserted that by attacking, terrorizing, intimidating Kashmiris, the youngsters of Kashmir are implicitly being told that they have no future outside of the valley.

  “Intimidating Kashmiris is aimed at creating a wedge between different communities in India. We should not allow the terror to divide us. By using such incidents to divide us, we fall into the trap of those behind the attack on CRPF soldiers; we are wittingly or unwittingly playing to the tunes of our enemies,” Mehbooba & Omar said.

  The leaders asserted that attacking innocent people because of their ethnicity or religion, is no way to honour the sacrifice of the CRPF men.

“Kashmiri Muslims or the Muslims of Jammu didn’t attack our CRPF Jawans the other day, terrorists did. This violence is a convenient tool used by some to shift the blame. Let us unite against terror, let’s not allow terror to divide us,” they said.

The two former CMs maintained it was tragic to see educated and civilized people spearheading vicious propaganda to paint Kashmiris and terrorists with the same brush. “The thought behind such attacks is to divide us. Our pain must not fuel such diabolical plans because eventually the axe forgets and the tree remembers,” they said. 

 Expressing dismay over the continuous rhetoric being used against Kashmiris the leaders said, “No mainstream political party will condone terrorism. The ferocity of the rhetoric by certain media channels is also dangerous. They churn lies, hatred and divisive agenda by berating the national interests.”

 The leaders while expressing concern over the reports of violence, and arson in Jammu described the happenings as worrying. Both the leaders urged the political dispensation and civil society of Jammu to ensure that cooler heads prevail.

  The leaders made an earnest appeal to the GOI to ensure that the directions issued to all state governments to ensure safety and security of Kashmiris are implemented. “It doesn’t augur well for a democratic country like India to hound its own people in its response to the heinous attack on our forces. Hounding innocent Kashmiris will indisputably disenchant them; the humiliation, suspicion, isolation will push innocent Kashmiris to the wall.

  “As a country we need to stand together in this hour of grief and sorrow and not allow forces inimical to unity in our country to find any space” Mehbooba and Omar together appealed.
