New Delhi’s Ultimate Aim Is Trifurcation Of State: Er. Rasheed

0

Srinagar 08 February: Reacting to the decision taken by Governor Administration to grant divisional status to Ladakh, AIP President Er. Rasheed has said that New Delhi is creating a wedge, distrust and disparity between various regions.

In a statement issued today Er. Rasheed said “Nobody is against creating separate division for Ladakh region but government must come clean why it ignored people of Pir Panchal and Chinab regions who deserved not only separate divisions but much more and have been deprived from their genuine rights in every field. One has a right to ask government if it sincerely cares for the equitable development of the state why was not Hill Development Council created for Pir Panchal and Chinab Valley regions and what was the urgency to grant divisional status to Ladakh Region without taking into care the aspirations and rights of people of Chinab Valley and Pir Panchal regions”.

Er. Rasheed added that Union government seems busy in implementing its ill intended designs and one must not be surprised if New Delhi in near future declares Ladakh a union territory, so that its designs to trifurcate the state are fulfilled, just to weaken the people’s resistance seeking resolution to Kashmir dispute and change various equations.

Er. Rasheed reminded Governor Administration that while Handwara and Sopore deserved the status of district, government is busy in disappointing the Muslim dominated areas only to ensure that the long term agenda of deep state is implemented.

Er. Rasheed asked government to answer that if Now Ladakh becomes a division what is the need to continue with the hill development councils in the region and they should be immediately abolished to clear confusions in the minds of the people of rest of the state.

Er. Rasheed added that his party will offer all support to any organization or plate form which will fight for the division status to Chinab valley and Pir Panchal and against injustices in other ignored and deprived areas.

JK now has 3 Divisions – Jammu, Kashmir, Ladakh

0

JAMMU, FEBRUARY 08: Jammu and Kashmir Government has approved creation of a separate Administrative/ Revenue Division for Ladakh. This division will comprise Leh and Kargil Districts with its headquarters at Leh.

The Government has also approved creation of the posts of Divisional Commissioner (Ladakh), Lehand Inspector General of Police (Ladakh), Leh.

Further, a committee has been constituted under the chairmanship of Principal Secretary to Government, Planning, Development and Monitoring Department to identify the posts of divisional level heads of various departments that may be required for the new Division; particularly their staffing pattern, role and responsibilities and proposed location of these offices.

The issue was discussed at various fora and there has been a persistent demand for the creation of Division for Ladakh from many organizations including the Ladakh Autonomous Hill Development Councils (LAHDC) Leh and Kargil.

Ladakh is one of the most sparsely populated regions in Jammu and Kashmir and is the highest plateau in the State of Jammu & Kashmir, with most of it being over 9,800 feet above sea level. Ladakh region is geographically isolated with a sparse population and inhospitable terrain which remains landlocked for nearly six months in a year. Consequently, the Region is riddled with insurmountable problems with respect to delivery of developmental schemes, redressal of public grievances, conduct of administrative affairs and governance as such.

The people of Ladakh have, for a long time, been demanding effective local institutional arrangements which can help promote and accelerate the pace of development and equitable all-round growth and development having regard to its peculiar geo-climatic and topographic conditions, stimulate and seek fullest participation of the local community in the decision-making process. At present the powers of local governance have already been decentralized by formation of Hill Development Councils for the Leh and Kargil Districts. This was given effect to by enacting the Jammu and Kashmir Ladakh Autonomous Hill Development Council Act, 1997. Under the said Act, the Hill Development Councils were established both for Leh and Kargil Districts. In order to strengthen the respective Hill Development Councils Leh and Kargil, the LAHDC Act, 1997 has been amended further in 2018 to give them more powers.

During winter months the entire Ladakh region, comprising both Leh and Kargil, remain cut-off from rest of the country for almost six months and air travel via Leh is the only mode of transport available to this region, which makes it impossible for people to visit other parts of the country for various purposes. The remoteness and inaccessibility of the area makes the area eligible for establishing a separate Division for the said region.

Currently, the Ladakh region forms a part of the Kashmir Division of Jammu and Kashmir. There have been persistent demands from the region for creation of a separate Division claiming that the tough/distinct topographic conditions and unique cultural status, the Ladakh region deserves a special treatment particularly due to the distance from the capital.

Taking all these into consideration, the Government has decided to create a separate Administrative/Revenue Division for Ladakh. A Divisional Commissioner and Inspector General of Police for Ladakh Division will be appointed shortly. The Committee under Principal Secretary (Planning) will finalize all other details on posts, staffing, roles, responsibilities and location of offices.

This decision of the Government goes a long way in fulfilling the governance and development aspirations of the people of Ladakh region.

According to police sources, the avalanche hit a police post near the Jawahar Tunnel on Thursday evening. The missing people comprise six policemen, two fire service personnel and two prisoners.

A search and rescue operation began shortly after the avalanche but bad weather condition has hampered the efforts, the sources added.

Avalanches that occurred between Qazigund and Jawahar Tunnel those are yet to be cleared, traffic department officials said.

Incessant rain in Ramsoo-Ramban triggered landslides at Panthal, Anokhi Falls and Battery Chashma.

An order issued by Baseer Ahmad Khan, Divisional Commissioner, Kashmir has directed petrol pumps not to supply more than three litres of petrol per vehicle per day and just 10 litres of diesel to commercial vehicles until further orders.

Australia denies issuing arrest warrant for Bahraini refugee footballer

0

Australian authorities on Friday dismissed Thailand’s claim that it has issued the Red Notice for the arrest of Bahraini refugee footballer Hakeem al-Araibi, presently detained in Bangkok.

The Thai Foreign Ministry on Thursday suggested al-Araibi was arrested on arrival in Thailand in November 2018 after it “received the Red Notice alert from the Australian Interpol”, reports Xinhua news agency.

Responding to the assertion, Australia’s embassy in Bangkok issued a statement to “clear up confusion regarding the Interpol Red Notice issued against Hakeem al-Araibi”, saying Bahrain issued the Red Notice, which is a form of international arrest warrant.

Australia never issued a Red Notice against al-Araibi. This Red Notice was issued by Bahrain on November 8, 2018, shortly before al-Araibi travelled to Bangkok,” the statement said.

“The Red Notice should never have been issued because of al-Araibi’s status as a protected refugee. This was a breach of Interpol’s regulations.

“When the Australian government became aware of the situation, we ensured the red notice was rescinded as soon as possible. This happened on November 30, only three days after al-Araibi arrived in Bangkok.

“The Australian government has said unequivocally on many occasions that al-Araibi should be returned to Australia, where he is a permanent resident with protected status, as soon as possible, the statement added.

Al-Araibi, a former member of Bahrain’s national football team, fled his home country for Australia in 2014 after he was accused of vandalising a police station.

He was sentenced to 10 years imprisonment in absentia and Bahrain has applied to Thailand for his extradition so that he can serve the sentence.

Speaking in Thai court where he was refused bail on Monday, al-Araibi said he fears he will be tortured if returned to Bahrain.

Australian Prime Minister Scott Morrison has written to his Thai counterpart asking for al-Araibi’s immediate release twice.

Foreign Minister Marise Payne said the government was doing everything in its power to return al-Araibi to Australia.

The extradition trial will return to court on April 22.

Facebook junks ‘LOL’ app for children

0

San Francisco, Feb 8 Facing the flak from lawmakers and experts, Facebook has decided not to build a new app called “LOL” to let children share and post humorous meme content.

Instead, the social media giant said it would focus more on its “Messenger Kids” aimed at those under 13 years of age.

According to a report in CNET on Thursday, the company is restructuring a “youth team” of more than 100 employees.

“The youth team has restructured in order to match top business priorities, including increasing our investment in Messenger Kids,” a Facebook spokesperson said in a statement.

Facebook last month said it was experimenting with the “LOL” hub.

“‘LOL’ is currently in private beta with around 100 high school students who signed non-disclosure agreements with parental consent to do focus groups and one-on-one testing with Facebook staff,” media reports said.

Social media experts had warned that this was yet another attempt by Facebook — embroiled in several data breach and privacy violation cases — to woo young people and boost its stalled user growth.

Despite call for withdrawal by experts, Facebook has also decided to expand the reach of its Messenger Kids by introducing the video calling and messaging app. It was launched in the US in 2017.

Earlier on Thursday, Senators Richard Blumenthal, Ed Markey and Josh Hawley sent a letter to Facebook CEO Mark Zuckerberg, expressing concern about its practice of paying teenagers and young adults for access to their mobile phone and browsing data.

Facebook last month was found to be secretly paying teenagers $20 each, asking them to install a “Facebook Research” app that lets the company access personal data to know how they use their smartphones.

The company defended, saying it was only a research app.

The senators also sent letters to Google and Apple inquiring about their app store policies, asking for responses by March 1.
