Governor Malik accuses political parties of politicising R-day order

SRINAGAR, Jan 22 (PTI): Jammu and Kashmir Governor Satya Pal Malik Tuesday accused political parties of politicising an order mandating government employees to attend the Republic Day celebrations and said he stood by the order which was being issued since 2009.

Malik said there was nothing wrong in the order. “I stand by this. This is not a new order. It has been issued since 2009. This was there before me. Every year the same order is issued, not even with a change of comma or full stop,” he said.

“I have the orders from 2009 to 2018 with me”, he said. As per the order issued by the state administration on January 15, employees were warned that failure to attend the function will be construed as dereliction of duty and disobedience.

“It is the duty of every government servant to attend the (Republic Day) function which commemorates an important turning point in the history of our nation,” stated the order issued by Deputy Secretary Chander Prakash.

 “All the officers and officials of the state government stationed at Jammu and Srinagar are, therefore, enjoined upon to attend the functions as part of their official duty,” it said.

 The governor said the order went to all employees of the state government.

“There is nothing wrong in it. They have duty (on that day) and they should be present there. That is why it is being sent to them. There nothing like imposing nationalism on them.”

“From where does nationalism come into this? They have to perform their routine jobs”, he said. Lashing out at political parties for politicising the issue, Malik said they had become defunct and were losing their base which was why they were resorting to communalism.

“Please do not do such things. It is not good,” he added.

The governor alleged political parties were politicising the issue and dividing the society by communalising it to gain votes.  “This type of politics has destroyed Kashmir”, he added. PDP leader Waheed Para said nationalism could never be dictated.

“There should be ‘will’ for such events, not forced diktats. This clears how things happen and are happening in the ‘integral’ part. Patriotism can’t be enforced it should be inherent,” Para tweeted.

Independent MLA Engineer Rasheed termed it an “unconstitutional” order. 

 BJP leader Ram Madhav supported the governor, saying the order should be accepted as a matter of pride.

 “It is a matter of pride for every Indian. We all have to participate in the Republic day parade,” he said in response to a question on political parties reportedly criticising the order.

SRINAGAR, Jan 22: Police in Srinagar have busted a theft racket by arresting eight burglars and a contractor dealing with the stolen property, a spokesman said today.

“Stolen property worth lacs of rupees was recovered by the police, which had been stolen from various parts of Srinagar City,” he said. Giving details, the spokesman said that the police intensified patrolling and night checking following complaints of criminal activities from residents in Rajbagh area of the city.

“Last night while patrolling the area, 8 thieves were arrested and taken to police station where they remain in custody,” he said.

“While questioning, the accused persons disclosed their hideout where they had dumped all the stolen goods. Officers from the local police unit have seized the stolen items which include geysers, cooking utensils, copper, blankets, TVs and other house hold items,” said the spokesman.

During the course of investigation, he said, the police also arrested a contractor who has dealings in stolen property linked to this crime. “Investigation is going on to identify the other persons involved in these criminal offences,” he said.

SRINAGAR, Jan 22: Reporters Without Borders or Reporters Sans Frontières (RSF), an international body for journalists, on Tuesday called upon the Indian authorities to conduct a thorough investigation into the pellet firing at journalists in south Kashmir’s Shopian district.

In a statement on Twitter, RSF said the government forces’ violence’ against Kashmiri photojournalists is ‘unacceptable.’ “Unacceptable violence by #India’s security forces against photojournalists covering a gunfight in south,” RSF tweeted.

“We call on #indian authorities to conduct a thorough investigation on this blatant attack on press freedom. #JournalismIsNotACrime,” it tweeted.

Meanwhile, various Kashmir journalist associations on Tuesday condemned the attack on photojournalists by the forces during the gunfight.

In a statement, Kashmir press photographers association (KPPA) said the photo journalists visited the encounter spot in Shopian to carry out their professional duties. “…but they were showered with pellets from a close range,” it said.

“KPPA believes that the oft-repeated assault on the photojournalists is uncalled for and employing such tactics by the government forces won’t deter us from carrying out our professional duties,” the statement said.

The association also urged the Governor Satya Pal Malik and Director General of Police Dilbag Singh to look into the matter and order a magisterial enquiry into the incident followed by strict action against the erring personnel.

Kashmir Video Journalists Association (KVJA) also condemned the attack on journalists in Shopian.

“This has become a routine that journalists while performing their professional duties are either thrashed or at time showered with pellets,” KVJA statement said.

SRINAGAR, Jan 22:  One of the founders of Peoples Democratic Party (PDP) and former parliament member Tariq Hamid Karra on Tuesday slammed the PDP President and former Chief Minister Mehbooba Mufti over the justifications being given by her at present for forming the government with BJP after her father’s demise in 2016.

Mehbooba on January 7, this year, while addressing a commemoration ceremony of third death anniversary of PDP founder Mufti Mohammad Sayeed at Bejbehara, held few of her party leaders responsible for compelling her to form the coalition with the BJP after Mufti’s demise.

This year, on Jan 21, the party came out in open, accusing its one time senior leader Syed Mohammad Altaf Bukhari of sabotaging Agenda of Alliance by offering  Nagpur his services after Mufti’s demise.  Bukhari who was considered as a trusted lieutenant of PDP founder Mufti Sayeed has so far remained tight lipped over his expulsion and allegations leveled against him by PDP. Post expulsion, Bukhari told media that he will respond to these allegations at an “appropriate time.”

However, Karra in an exclusive chat with the Kashmir Despatch ridiculed Mehbooba over the reasons she has been “dishing out” for joining the BJP. Karra accused the PDP president of contradicting her own self. “She (Mehbooba) is contradicting her own self when today she says she was coerced to join the BJP by her own party men. You must recall the statements she gave in Delhi as well as in Srinagar when she formed the government with the BJP in April 2016,”said Karra.

Karra, the former Parliament member from Srinagar defeated NC patriarch Dr Faroooq on PDP’s ticket during 2014 Lok Sahha polls and bid adieu to his party  PDP in 2016, citing party’s decision to form coalition government with “communal” BJP as one of the prime reasons.  Other reasons given by Karra at the time of his resignation was the elevation of some PDP leaders within the party ranks. He even termed the PDP at that time a hub of political novices, paratroopers and thieves of the funeral cloth.

“I had predicted downfall of the PDP in 2016. Now, its doom has come and its’  heydays are gone forever. The party is at present on the ventilator and anytime the people at the helm could pullout the plug and kill it. At least for now, those at the helm are allowing it to breathe,” Karra told Kashmir Despatch and added that the leaders against whom he had upped ante way back in 2016 have destroyed the PDP brick by brick.

According to him, PDP hasn’t replied to his 18 questions he had asked the party while tendering his resignation in 2016. “Perhaps time for me to ask more questions has come. I am going make more skeletons to tumble out of the closets of the PDP soon,” Karra said.

Housing for All

The Srinagar district in Kashmir valley is witnessing a huge pressure resulting from Rural-Urban shift. Not only the basic amenities services are affected but the housing demand has become acute in nature in light of large scale urban migration.

Families that need land for construction of houses are not in a position to afford the costs. Paradoxically the businessmen who want to invest in real estate have plenty of land available leaving the middle class families struggling in urban areas to own a dwelling.

Pertinently, a major chunk of the migrated population from rural areas is the work force that belongs to economically weaker sections, low income groups and middle income groups of our society.

With almost no capital or not enough resources to afford a house or dwelling of their own, these families are forced to live in rented accommodation, slums or take shelter in informal settlements.

This situation never allows them to grow economically and overall hampers poverty reduction efforts. In order to fulfill the dream of these families to own their houses, the central government had announced a scheme ‘Housing for All’.

But this scheme didn’t pick as the sector was riddled with several challenges. Availability of land and high construction costs was the main impediment. Besides, the scheme lacked attractions as incentives and other possible concessions were not loaded in the scheme.

Need of the hour is the governor led administration must take cognizance of the lacunas of this scheme and take up the matter with the central government at an earliest.

Altaf Bukhari condemns use of force against journalists

SRINAGAR, Jan 22: Former Finance Minister Syed Mohammad Altaf Bukhari on Tuesday condemned the assault on photojournalists in Shopian who sustained pellet injuries while delivering their professional duties.

While expressing solidarity with the injured journalists, Bukhari demanded a thorough probe into the incident. “I strongly condemn this unfortunate incident  in which our four photo journalists are reported to have sustained pellet injuries today at Shopian,” Bukhari said, while adding that use of excessive force will always prove detrimental to the efforts of peace.

He said that any kind of attack on journalist fraternity is a direct attack on freedom of speech guaranteed under law. Covering protests by journalists including photo journalists is one of their primary professional duties, Bukhari said, while urging the governor to take immediate cognizance of the use indiscriminate force against these journalists who were discharging their professional duties in Shopian. The culprits must be identified and booked under law,” Bukhari demanded. The former minster prayed for speedy recovery of the injured scribes.

BWJA condemns attack on photojournalists

BARAMULLA, JANUARY 22: Baramulla Working Journalists Association (BWJA) Tuesday condemned the attack on a photojournalists that were performing their professional duties in Shopian.
In a statement issued here, BWJA said that soon after the encounter broke out between militants and security forces in south Kashmir’s Shopian district, the photojournalists had gone to cover the protests as part of their professional duties.
This is not the first time when media has been attacked in Kashmir by different security agencies, and today photojournalists of different organization were again harassed first and then they were attacked by security forces, said BWJA in a statement.
Four photojournalists were hit by pellets fired by the forces including Waseem Andrabi a senior photojournalist working with Hindustan Times newspaper. He was hit by pellets in his face.
Chairman BWJA, Mr Karamat Qayoom in a statement said that, media being a fourth pillar of democracy should have been allowed to cover the protests, these photojournalists were doing the professional duties, but unfortunately they were targeted for none of their fault.
These photojournalists are putting their lives at the risk for the sake of nation, and despite this they are being harassed and attacked time and again by the security agencies, and I condemn the police and other security forces action, said Chairman BWJA.
Meanwhile BWJA appeals the governor S P Malik and DGP, Shri Dilbagh Singh to personally look into the matter and take stern action against the erring officials whosoever found involved.

Div Com issues fresh avalanche warning

Srinagar, Jan 22 : Divisional Commissioner Kashmir, Baseer Ahmad Khan issued a fresh avalanche warning in nine avalanche prone districts of Kashmir division on Tuesday.

The warning has been issued for the avalanche-prone areas in district Anantnag, Kulgam, Budgam, Baramulla, Kupwara, Bandipora, Ganderbal, Kargil and Leh of J&K state.

As per the handout, the Divisional Commissioner Kashmir has asked the Deputy Commissioners of all these districts to advise the people living in avalanche prone areas not to venture out to avoid the loss of lives.

The Div Com also directed the concerned DCs to take all the precautionary measures and to keep the SDRF, Police and Para-medical staff with ambulances in readiness to avert any untoward incident.

UJC pays tributes to slain Shopian militants

Srinagar, Jan 22:  United Jihad Council (UJC) chief Syed Salahuddin has paid tributes to Shams-ul-Haq and associates who were killed in a gunfight with government forces in south Kashmir’s Shopian district on Tuesday.

Syed Salahuddin in a statement issued to GNS said nobody will be allowed to play with the sacrifices of Shams-ul-Haq and his associates.

“The sacrifices of Kashmiris have a long history, since centuries, and today the fourth generation is at war with a big power and is giving it a stiff resistance. These sacrifices will yield results very soon, InShaAllah,” he said while addressing a UJC meeting to pay tributes to “Shopian martyrs”.

According to statement, UJC vice president Saifullah Khalid also paid tributes to the slain militants.

“Shams-ul-Haq was a pious and brave mujahideen who had participated in several gunfights and incurred heavy damage to the enemies,” he said. (GNS)

4 photojournalists injured in pellet firing by govt forces in Shopian, condemnations galore  

Srinagar, Jan 22 : At least four photojournalists covering a gunfight in southern Kashmir’s Shopian have suffered pellet injuries.

Local reporters said that a group of photojournalists was covering the gunfight in Shirmal orchards when the government forces shot several pellet fires at them injuring many.

The injured include Hindustan Times photojournalist Waseem Andrabi; Rising Kashmir photo journlaist Nisar-ul-Haq; Kashmir Essence reporter Junaid Gulzar, Mir Burhan of ANN.

The photojournalists have suffered injuries in face and neck and have been shifted to primary health centres for treatment.

Reporters without Borders or Reporters Sans Frontières (RSF), an international body for journalists, on Tuesday called upon the Indian authorities to conduct a thorough investigation into the pellet firing at journalists in south Kashmir’s Shopian district.

In a statement on Twitter, RSF said the government forces’ ‘violence’ against Kashmiri photojournalists is ‘unacceptable.’

Former Jammu and Kashmir chief minister Omar Abdullah said that the ‘indiscriminate use of force will always be counterproductive.’

Taking to Twitter, Omar termed the incident as ‘highly unfortunate’.

“Highly unfortunate reports about journalists injured, including some with pellet injuries, while covering clashes in South Kashmir. I condemn this incident. The indiscriminate use of force, often without any accountability, will always be counterproductive,” Omar tweeted.

Jammu Kashmir Editors Forum on Tuesday condemned the attack on photojournalists and urged government to ensure safety and protection of media persons working in Kashmir. “It is their constitutional and moral duty to provide a conducive environment for media persons.”

JKEF while strongly condemning the incident, called for a strong action against those who were involved in the act.

It further impressed upon the state and central Governments  to improve their record for press freedom, “rather than resort to authoritative measures, that further malign their image”.

JKEF seeks intervention from J&K Governor Satya Pal Malik and DG Police Dilbag Singh to put an end to the attacks on journalists, said the statement.
