‘70% gram panchayats lack internet access in J&K’

Srinagar, Jul 12 : Out of 4,299 gram panchayats (GPs) in Jammu and Kashmir, 2,993 lack broadband internet connection, an official data published on a Germany-based global data and business intelligence platform Statista.com, revealed Friday.

As per news agency—Kashmir News Observer (KNO), this makes up nearly 70 percent of panchayats lacking high-speed internet connectivity under the scheme.

BharatNet scheme, also known as the National Broadband Mission, was launched in 2021 for implementation in a phased manner to all gram panchayats (approximately 2.5 lakh) in the country. The aim was to provide non-discriminatory access to broadband connectivity to all the telecom service providers.

The objective of the scheme was also to enable access providers like mobile operators, Internet Service Providers (ISPs), Cable TV operators, and content providers to launch various services such as applications like e-health, e-education, and e-governance in rural and remote India.

Currently, over 2.1 lakh villages and gram panchayats, were equipped with internet access across India. Of these, Uttar Pradesh had the maximum connectivity in its rural areas with over 47,000 internet-equipped gram panchayats, followed by Maharashtra during the measured period.

In J&K, a crucial meeting of the 5th State Broadband Committee constituted to oversee the broadband mission, was held last month under Chief Secretary J&K, Atal Dulloo, who emphasised fixing timelines for the completion of each of the components as the union was reportedly lacking in the implementation.

Dulloo also asked for carrying out the joint survey by the Rural Development Department (RDD) and BSNL to assess the readiness of all the panchayats for the installation of Optical Fiber Cable (OFC) and the functionality of VSATs, provided earlier.

According to official data, under the Amended BharatNet Program (Phase III), the central government has approved will cover all the remaining GPs and Block Headquarters—(KNO)

Srinagar, Jul 12 : The Power Development Department (PDD) said that it was receiving timely bills of electricity from only 25-30 percent of consumers from the non-metered areas of Kashmir region.

Top officials of PDD informed the news agency—Kashmir News Observer (KNO) that “Out of the total amount of electricity bill generated monthly in the non-metered areas, KPDCL is receiving timely bills of only 25-30 percent of consumers.”

The official said that non-payment of electricity bills was one of the reasons for power curtailments. “We have to pay to buy the power from other producers especially in winters.”

The official further said that even though the Aggregate Technical and Commercial (AT&C) loss in Jammu and Kashmir has reduced by nearly 10 percent, PDD was still topping the list in AT&C in India.

“As of now only 32 percent of residential areas have meters and 68 percent are almost on flat rates in KPDCL areas. There is no check and balance on those consumers residing in non-metered areas. Wherever we have not installed meters yet, billing is done on load basis,” the official said.

He further said, “In the non-metered areas, we are charging bills of a maximum use of one Kilowatt while we have observed that thousands of consumers are consuming nearly five Kilowatts. That is one of the main reasons the government is losing a huge amount of money because there are no meters.”

“Problem is with the residential consumers and especially in the Kashmir region. Feeder wise losses are very high. In some feeders losses are as high as 70-80 percent,” he said adding that in KPDCL areas, many small scale shopkeepers were using the residential connection for the commercial purposes.

The official added, “All the hue and cry happening in the Kashmir region is because we started calibrating the load on the inputs of energy being consumed by the consumers.”—(KNO)

Srinagar, Jul 12 : Soon after assuming their positions, Director SKIMS Dr M Ashraf Ganie and Dean of the medical faculty SKIMS, Dr Shariq Masoodi have been actively working to streamline and enhance the facilities for patients at the institute. Together with other key members, they have devised a comprehensive plan to address the challenges posed by patient flow and congestion in the emergency area.

An official from SKIMS Soura informed the news agency—Kashmir News Observer (KNO) that the plan includes immediate actions, short-term fixes and long-term strategies.

One of the significant steps is creating a separate entry for critically ill patients arriving in ambulances, ensuring they receive immediate medical attention, they said, adding that a dedicated Triage Center will be established for medical urgency cases, where senior residents will assess patients upon arrival to determine the most appropriate treatment path.

To expedite diagnostics, a separate biochemistry lab within the emergency area will be set up, which will reduce the need for patients to visit the main lab. This lab relocation within the emergency department aims to streamline patient management,” the official said.

He said the dedicated areas for specific medical needs will be created to enhance workflow efficiency without compromising bed capacity. Efforts will also be made to create a more conducive environment for patient care, he added.

The official further said the procurement of advanced medical equipment is underway to support improved patient care, and increased staffing levels will ensure SKIMS can effectively meet the growing healthcare demands. He said the infrastructure expansion plans are in place to increase space within the emergency department.

“Measures are being taken to regulate the number of attendants in the emergency department to foster a focused environment for care delivery. An expert committee will closely oversee the implementation of both short-term and long-term measures to ensure the seamless delivery of emergency medical services,” he said.

Addressing the high patient volume, with an average of 800-900 daily patients, Prof Ganie had already stressed the critical role of a well-functioning emergency department in delivering timely and effective care. On 5th Muharram, ‘Alam procession’ carried out in Sgr

Srinagar, Jul 12 : The 5th Muharram Alam procession was carried out with solemnity and fervor in various parts of Srinagar. The faithful gathered to commemorate the martyrdom of Imam Hussain and his companions in the Battle of Karbala.

According to details gathered by the news agency—Kashmir News Observer (KNO), processions commenced at various places including Chinkral Mohalla Habba Kadal, Zaina Kadal, Hazratbal and Lal Bazar with mourners marching through the streets.

The atmosphere was one of deep reverence as participants carried Alams (Flags) symbolizing the battle standards of Imam Hussain’s Army. The processions made their way through the designated routes, concluding at central points where religious scholars delivered sermons on the significance of Muharram.

The 5th of Muharram is a key day in the mourning period, with processions and gatherings held to remember the sacrifices made in Karbala.

Local residents said that these processions are a reminder of the values of sacrifice, justice, and standing up against tyranny.

Bilal Ahmed, a participant from Habba Kadal said that every year, they come together to honor the legacy of Imam Hussain and reflect on the lessons of Karbala.

Another local, Tahir Ali, shared, Muharram brings the community together. Despite the challenges we face, this is a time when we all stand united in our grief and our resolve to uphold the principles of our faith.

Muharram, the first month of the Islamic lunar calendar, is a period of mourning for Shia Muslims worldwide. “The first ten days are particularly significant, culminating in the day of Ashura, which marks the martyrdom of Imam Hussain, the grandson of Prophet Muhammad, in the year 680 AD.”—(KNO)

Udhampur-Srinagar-Baramulla Rail Link Project Nears Completion with Major Tunnel Milestones

Srinagar, Jul 12 : The long-awaited dream of traveling to Kashmir by train is closer to reality as significant progress has been made on the Udhampur-Srinagar-Baramulla Rail Link (USBRL) project. Tunnel T-15 and part of Tunnel T-14 has been completed, marking substantial milestones in this ambitious infrastructure endeavor.

As per news agency—Kashmir News Observer (KNO), the completion of these tunnels is seen as a pivotal step in enhancing all-weather connectivity between the Kashmir Valley and the rest of India. As per the officials associated with the project, the USBRL project, set in the challenging Himalayan terrain, required advanced tunneling techniques including heading, benching, invert excavation, kerb concreting, and the installation of Geo-textile, Geo-membrane, reinforcement, and concrete lining.

To address geological challenges such as loose rocks during tunnel blasting, an umbrella-type pipe roofing system was implemented. The New Austrian Tunneling Method (NATM) technology was employed, involving approximately 1,600 skilled and semi-skilled workers during the peak construction phase.

Spanning 272 kilometers, the USBRL project is of national importance and promises to transform transportation in the region. The Indian Railways conducted a successful trial run from Sangaldan to Reasi at a speed of 110 km/hr, navigating through Tunnel T-15 and part of Tunnel T-14—(KNO)

ECI Directs Completion of Voter Lists by Aug 20

Srinagar, Jul 12 : The Election Commission of India (ECI) has mandated the completion of all preparations for the proposed assembly elections in Jammu and Kashmir, with the second special summary revision of voter lists to be completed by August 20.

As per news agency—Kashmir News Observer (KNO), ECI Director Shubhra Saxena led a virtual meeting on Thursday with Jammu and Kashmir Chief Electoral Officer PK Pole and district election officers, providing crucial instructions.

The two-hour virtual meeting focused on election preparations, with officials detailing the steps taken so far. The special summary revision of voter lists, which commenced on June 25, will be completed by July 24. The period for registering objections and claims will run from July 25 to August 9, with resolutions expected by August 19. The final voter list is scheduled for release on August 20.

In addition to updating voter lists, efforts are underway to determine and expand the boundaries of polling centers. The number of polling centers is set to increase for the assembly elections compared to the Lok Sabha elections. Door-to-door verification will be conducted, supported by special camps on July 27-28 and August 3-4.

An election official noted that a secretary-level officer of the ECI will meet with Electoral Registration Officers (EROs) on July 12. The push for elections follows Prime Minister Narendra Modi’s announcement on International Yoga Day in Srinagar, where he declared the intention to hold assembly elections and restore Jammu and Kashmir’s statehood. Ensure top-notch arrangements for I-day celebration: Div Com

Srinagar, Jul 12 : Corresponding to the celebration of forthcoming Independence Day with enthusiasm, patriotism & gaiety, the Divisional Commissioner Kashmir Vijay Kumar Bidhuri on Friday chaired a high level meeting to ensure befitting arrangements for the observance of national festival and Flag hoisting ceremony.

The meeting was attended by Commissioner SMC/CEO SSCL; Deputy Commissioners of all Districts; Director Colleges, officers of Health, Floriculture, School Education, Information, Hospitality & Protocol, Government Medical College, SKIMS, RDD, PHE, PDD, R&B, AACL, UEED, YSS, SRTC, Transport, Fire & Emergency, Forest Protection, Sports Council and other departments.

While from security departments, the meeting was attended by IGP Kashmir Zone, DIG CRK, DIG Armed, SSPs and senior officers of CRPF, BSF and other agencies.

Addressing the meeting, Div Com underlined the importance of top-notch arrangements to exhibit colorful display to celebrate national event.

On the occasion, he asked the security & other departments to prepare their parade contingent and begin the practice in advance.

He directed concerned officers of the School Education Department for deputing the students for parade contingent training well in time for synchronizing the practice with other contingents.

Similarly, he instructed concerned departments for deployment of band contingents and upgrading the presentation.

Also, Div Com asked officers of Cultural, Education & Sports departments for making arrangements for the presentation of cultural programmes to enthrall the participants & guests.

SRTC was asked to make the arrangements of vehicles for the participants while the Hospitality & Protocol department was directed to make arrangements for providing refreshment to all participants.

The Floriculture Department was asked to decorate the stage with flowers of different colors for enhancing the vibrancy besides spraying of flower petals while hoisting the National Flag.

Regarding the live commentary of the event, Div Com directed officers of Information, Radio & Police departments to depute the expert officers one each for the assigned job.

Div Com directed concerned for making proper seating arrangement for participants besides ensuring drinking water facility and availability of uninterrupted electricity.

The Joint Director Information was instructed to begin the conduct of Quiz & Essay writing competitions for students under the theme besides organise National Anthem singing competitions.

Moreover, Div Com directed CE, R&B for making the arrangement for installing LED Screens at the venue and providing a good quality sound system.

Regarding the traffic management, Div Com directed SSP Traffic Srinagar to execute a meticulous plan for the movement of vehicles bound to the venue.

Besides, Div Com asked all the officers to sensitize their staff for displaying proper posture when the National Anthem is being played while Flag hoisting.

Bidhuri also directed concerned for conducting sanitation drive at the venue to ensure cleanliness all around.

Later, Div Com visited Bakhshi Stadium to inspect the arrangements where he gave a slew of directions to the officers of various departments for smooth & successful celebration of Independence Day—(KNO)

J&K’s healthcare system will touch new heights soon: Secy Health

Srinagar, Jul 12 : The government on Friday said the healthcare system in Jammu & Kashmir will touch new heights in the times to come.

As per the news agency—Kashmir News Observer (KNO), Secretary Health, Dr Abid Rashid Shah, speaking with the media persons said there is a continuous requirement to upgrade the healthcare infrastructure. He said the government is doing that and is spending a lot of funds on continuous upgradation of the health infrastructure.

“I am confident that in the times to come, our healthcare system will touch new heights and our healthcare professionals will get bigger and better opportunities of performing at the national and international levels,” he added.

The Secretary Health, who was speaking on the sidelines of the two-day workshop organised by the Postgraduate Department of Minimal Access and General Surgery in collaboration with the Hernia Society of India, said they have received a “positive response from the wonderful surgeons”, who have come from different parts of the country.

“They (surgeons) have pointed out one thing that the skill set and infrastructure of our healthcare institutions in the public healthcare system is very good. We have a moment of pride in this,” Dr Abid said, adding that there is a continuous requirement to upgrade the healthcare infra and the government is doing it—(KNO)

Amid forecast of rains, temp settles below normal in J&K parts

Srinagar, Jul 12 : Amidst the forecast of moderate rainfall and flash floods in Jammu and Kashmir, the maximum temperature has recorded a dip on Friday with Srinagar, the summer capital of the Union Territory, recording a day temperature of 29.6 degree Celsius.

According to the news agency—Kashmir News Observer (KNO), the highest temperature in Kashmir was recorded at Kupwara at 31.2 degree Celsius while the mercury in other parts settled below 30 degree Celsius today.

Qazigund, a gateway of Kashmir, has recorded a maximum temperature of 2702 degree Celsius while Pahalgam, a famous tourist destination has recorded a maximum temperature of 25.1 degree Celsius.

In Kokernag, the mercury settled at 25.8 degree Celsius while in Gulmarg, a famous ski-resort, the mercury settled at 22.2 degree Celsius.

The details however, reveal that except for Kupwara and Gulmarg, the mercury settled below normal in rest parts of the Valley today.

The three stations in Jammu division including Jammu, Katra and Bhaderwah, have also recorded below normal temperatures today.

In Jammu, the mercury settled at 34.0 degree Celsius while Katra and Bhaderwah recorded 30.4 degree Celsius and 27.2 degree Celsius respectively.

As per the details, Banihal and Batote recorded a maximum temperature of 28.8 degree Celsius and 28.1 degree Celsius respectively.

Meanwhile, the weatherman here has predicted a brief spell of rain for the next few days.

Director Meteorological department, Dr Mukhtar Ahmad, told KNO from July 13 to July 15, a brief spell of rain and thundershower is expected at scattered places while a brief spell of rain and thundershower is expected at isolated places on July 16 and July 17.

J&K Govt Reconstitutes Professional Board Of JCCBL

JAMMU, July 12: The Government of Jammu and Kashmir has reconstituted the Professional Board of Jammu Central Cooperative Bank Ltd (JCCBL) for two years under the J&K Cooperative Societies (Amendment) Act, 2018.

This initiative aims to implement revival packages approved by the Central and State Governments to help the bank meet the 9% Capital Risk Adequacy Ratio (CRAR) mandated by the Banking Regulation Act, 2012.
