Brings justice and settlement to hundreds of cases
Under the guidance of Hon’ble Mr. Justice N. Kotiswar Singh, The Chief Justice of High Court of J&K and Ladakh, and Hon’ble Mr. Justice Tashi Rabstan, Executive Chairman, the 4th National Lok Adalat was successfully organized on 9th December, 2023 at the District Court Complex Budgam and Taluka Courts of District Budgam.

The event was a result of meticulous planning and dedication from the District Legal Services Authority (DLSA) Budgam, chaired by Mr. Khalil Ahmad Choudhary, Principal District & Sessions Judge.
The National Lok Adalat commenced with an auspicious inauguration by Mr. Choudhary at the District Court Complex Budgam at 10:30 A.M. The cases for settlement had been identified and allocated to seven different benches constituted by DLSA Budgam. Remarkably, two special benches were specifically formed to address labor and social welfare matters, catering to the unique needs of the community.
The esteemed benches of judges and magistrates included a team of experienced legal professionals, namely Mr. Khalil Ahmad Choudhary (Distt. & Sessions Judge Budgam) and Ms. Farah Bashir (Munsiff JMIC Budgam) on Bench No. 1, Mr. Aijaz Ahmad Khan (Additional District and Sessions Judge Budgam) and Mr. Sheikh Gowher (Spl. Mobile Magistrate Budgam) on Bench No. 2, Mr. Noor Mohammad Mir (Chief Judicial Magistrate Budgam) and Advocate Javid Ahmad Mir (Panel Lawyer DLSA Budgam) on Bench No. 3, Mr. Mir Wajahat (Sub Judge Chadoora) and Mr. Tajamul Islam (Panel Lawyer TLSC Chadoora) on Bench No. 4, Ms. Uzma Amin (Munsiff JMIC Chadoora) and Ms. Nusrat Nabi (Panel Lawyer TLSC Chadoora) on Bench No. 5, Ms. Massarat Jabeen (Munsiff JMIC Magam) In-charge (Additional Special Mobile Magistrate, Beerwah) and Mr. Mohammad Yaqoob (Panel Lawyer TLSC Magam) on Bench No. 6. Additionally, Ms. Fakhar un Nissa (Munsiff JMIC Chararisharief) and Mr. N.A Mashooq (President, Bar Association Chararisharief) chaired Bench No. 7. Bench No. 8 comprised of Mr. Ubaid ul Khazir (District Social Welfare Officer Budgam) and Mr. Mushtaq Ahmad Parray (Tehsil Social Welfare Officer Budgam), while Bench No. 9 was led by Mr. Zamir Ali (Assistant Labour Commissioner Budgam) and Mr. Farooq Ahmad (Labour Inspector Budgam).
The Lok Adalat addressed a range of cases including civil, criminal compoundable, cheque bounce, bank matters, MACT (Motor Accident Claim Tribunal), land compensation, matrimonial, electricity, and pre-litigation disputes. The pre-litigation matters encompassed various sectors such as PDD (Power Development Department), bank recovery, PHE (Public Health Engineering) cases, social welfare schemes, labor issues, revenue disputes, matrimonial conflicts, land disputes, BSNL (Bharat Sanchar Nigam Limited) cases, municipality matters, and other government schemes.
In an inspiring accomplishment, a total of 788 matters were brought forward for amicable settlements. With the dedicated efforts of the judges and magistrates, 449 matters were successfully settled, providing relief and justice to the parties involved. The settlements resulted in an impressive realization of Rs.9,13,53,115/- in total.
The 4th National Lok Adalat held at District Budgam stands as a testament to the commitment and effectiveness of the judicial system in ensuring fair and speedy resolutions. The event showcased the power of alternative dispute resolution methods in promoting harmony and reducing the burden on the courts. Through the efforts of the legal community and the support of the government, justice was served, and the community of Budgam witnessed a significant step towards a brighter future.
