Crime Branch books Ex-BDO, Officers of BDO office Khansahab Budgam for IAY Scheme fraud

BUDGAM, OCTOBER 31: Crime Branch Kashmir presented charge sheet against 14 accused persons including the then BDO Khansahab, Panchayat secretary, Inspector Panchayat Khansahab Budgam.

According to the charge sheet the accused are involved in Case FIR No. 11/2010 for commission of offences punishable U/S 420, 468, 471, 120-B RPC 5(2) PC Act before the Court of Special Judge Anti-Corruption Srinagar.

The investigation conducted revealed that in the year 2007-08, the Block Development Officer Khansahab Budgam, has shown providing of financial assistance under Indira Awas Youjana (IAY) scheme to as many as 43 beneficiaries, out of which 11 beneficiaries were found possessing their own houses.

During the investigation  it came to fore that the accused Mohammad Sharief Wani the then Panchayat Secretary was in league with accused Abdul Rashid Mir (BDO) and Bashir Ahmed Gazi (Inspector Panchayat).

Abusing their official position in furtherance of criminal conspiracy the accused fraudulently resorted to manipulation and falsification of documents and sanctioned an amount of Rs 2,90,000 in favour of the beneficiaries despite having knowledge that the beneficiaries have not constructed any house. They conferred undue benefit to themselves and to the beneficiaries against a corresponding loss to the State exchequer to the tune of 2.90 lacs.
