Srinagar, September 8: The Jammu and Kashmir Government’s Health & Medical Education Department has assigned the temporary charge of Director, Health Services, Kashmir (DHSK) to Dr. Nighat Yasmeen, presently serving as In-charge Deputy Director, Headquarters, DHSK.
As per Government Order No. 676-JK(HME) of 2026, dated September 7, 2026, Dr. Nighat Yasmeen will look after the responsibilities of Director, Health Services, Kashmir, in addition to her existing duties, until a suitable regular arrangement is made.
The government stated that the temporary arrangement has been made to ensure the smooth discharge of important administrative responsibilities and effective delivery of patient care across the Kashmir division.
The order further makes it clear that the assignment is purely temporary and will remain subject to the outcome of any writ petition(s), if pending before the courts of law.
The government has also clarified that the temporary charge will not confer any preferential right upon Dr. Nighat Yasmeen regarding seniority, regularisation or promotion. Such matters, the order states, will be considered strictly in accordance with the applicable rules.
The order has been issued by M. Raju, IAS, Commissioner/Secretary to the Government, Health & Medical Education Department, on behalf of the Government of Jammu and Kashmir.
Copies of the government order have been forwarded to senior officials and institutions, including the Additional Chief Secretary to the Chief Minister, Principal Secretary to the Lieutenant Governor, Mission Director NHM J&K, CEO State Health Agency, Director SKIMS Soura, Managing Director JKMSCL, Commissioner Food & Drug Administration, and principals of various Government Medical Colleges.
The order has also been circulated to the Director, Health Services, Jammu, Director AYUSH J&K, concerned officer for compliance, Project Director AIDS Control Society and other officials concerned.
The latest administrative arrangement is aimed at maintaining continuity in the functioning of the Directorate of Health Services, Kashmir, pending a regular appointment to the post.
