It is heartening that the present dispensation headed by the Lt. Governor has focused on the development across Jammu and Kashmir. The back-to-village programme conducted successfully last time in its third phase needed a follow up and that is what the present back to village programme-4 is all about.
People across Jammu and Kashmir have welcomed this initiative but the government must focus on the fulfillment of the promises made during the last three such initiatives where the officers had promised immediate redressal of the public grievances.
The district administrations in all the districts of J&K should come up with the fact sheets about the work done after the Back to Village programmes were held during the last three phases and make public fulfillment of the promises that were made by the officers on the ground.
Back to Village is the celebration of inclusive development, public participation and public awareness. It is a unique and ambitious exercise of taking the government to the doorsteps of people.
This programme provides an opportunity to the administration to watch over the interests of the common people and help them to prosper. Officers on the ground must establish close interaction and cooperation with the people as well as public representatives, monitor quality of delivery of public services and bottlenecks in the field to be assessed.
The motive of this initiative is to see the implementation of the government’s welfare schemes in letter and spirit. This is what the administration should pursue and work with dedication and sincerity so that the larger interests behind such a reach out programme are accomplished.
In J&K, this programme assumes more significance. As the officers go to the door steps of the people, they are provided with an ample opportunity to form close bonding with the people, understand their aspirations and thus reduce the level of alienation among masses.
