Manzoor Ahmad appointed as Ad Secretary with DyCM

SRINAGAR, May 27: In a fresh move aimed at administrative reorganization, the Jammu and Kashmir Government on Monday ordered the transfer and posting of two senior officials with immediate effect. The order was issued by the General Administration Department (GAD) through Government Order No. 620-JK(GAD) of 2025, dated May 26, 2025.
As per the official communiqué, Mr. Manzoor Ahmad, who was serving as the Additional Secretary (Legal) in the Power Development Department, has been transferred and posted as the Additional Secretary with the Hon’ble Deputy Chief Minister. Mr. Ahmad is a senior official known for his legal acumen and administrative efficiency in managing complex legal matters within the power sector. His transfer to the Deputy Chief Minister’s office is seen as a strategic decision to strengthen the administrative support system in the Deputy CM’s secretariat.
In another significant move, Mr. Abdul Khabir, a JKAS officer, who was working as Special Assistant to the Hon’ble Deputy Chief Minister, has been transferred and posted as Deputy Secretary to the Government in the Mining Department.
The GAD order stated that the changes have been made “in the interest of administration” and are effective immediately. The reshuffle is seen as part of the ongoing efforts by the Jammu and Kashmir Government to streamline governance and enhance departmental functioning.
The order was signed by M. Raju, IAS, Commissioner/Secretary to the Government.
Observers view these changes as part of a larger strategy to re-align key personnel in positions of influence to optimize governance and improve coordination between departments.
