Health worker test positive, Bandipora village declared red zone

Srinagar, July 10 : Authorities on Friday declared a Bandipora village as Red zone after a health worker there tested positive for COVID-19.

In an order copy which lies with Kashmir Despatch reads,Whereas, it has become imperative, in view of detection of COVID-19 positive cases in the District in Hagarpora habitation of estate Ashtangoo of Tehsil Aloosa District Bandipora, to initiate restrictive measures under Section 144 Cr.PC for immediate prevention of spread of the virus; Whereas, provisions of Epidemic Disease Act, 1897, and The Disaster Management Act, 2005, also empower undersigned to issue certain directions for safe, and preventing any harm to human life.

Now, therefore, in view of the new COVID-19 +ye cases in Hagarpora habitation of estate Ashtangoo of Tehsil Aloosa District Bandipora, I, Zahoor Ahmad Mir, KAS, Chairperson, DDMA/ District Magistrate, Bandipora, vide powers conferred upon me under Section-144 Cr.PC read with relevant provisions of Epidemic Disease Act, 1897, and the Disaster Management Act, 2005, do hereby order the following restrictions, with Immediate effect, till further orders.

Hagarpora habitation of estate Ashtangoo of Tehsil Aloosa District Bandipora shall be Red Zone and as such, no movement of any individual for any reason whatsoever shall be permitted into and out of the said Red Zone.

There shall be no vehicular movement in the interior roads of the red zone.

However, for any medical emergency, individuals can contact 24×7 Control Room on 01957-225024/225323.

Villages Aloosa & Kehnoosa, & rest of the habitations of estate Ashtangoo shall be buffer Zone of Hagarpora habitation, and as such, people of these areas shall strictly restrict their movement and shall not allow relatives/ visitors to their homes during restrictions.

Chief Medical Officer, Bandipora shall get the process of contact tracing done as per norms and 100, screening of the 300 meter perimeter.

The sampling of contacts, service providers, co-morbids & other vulnerable and their quarantine shall also be ensured as per SOP.

Chief Medical Officer, Bandipora shall also establish a health facility at suitable location in the Buffer Zones.

Muzaffer Ahmad Mir, Lecturer, DIET Bandipora (Mobile No.7889715496), shall be the Administrator of these areas who shall be assisted by Shri Mohsin Bashir, Teacher, BMS Halmatpora (Mobile No.7006445144).

He shall ensure implementation of the order in the containment Zones and shall also ensure availability of the basic facilities viz. Food grains, Medicine, Cooking Gas etc.

in the areas with the help of Tehsil Supply Officer, Bandipora officials of other essential services departments.

Tehsildar Aloosa, SHO Bandipora/ DO Aloosa and T50 Bandipora shall provide all necessary assistance to the Administrator.

Assistant Commissioner [Dot] Bandipora shall ensure fumigation of the areas as per SOP.

Tehsildar Aloosa and SHO P/S Bandipora/ DO PP Aloosa shall seal all lanes/ bye-lanes leading to the said Red Zone, by establishing Nakas. Since, it is not possible to serve prior notice of this order; it is, as such, issued ex-parte.

Sr. Superintendent of Police, Bandipora, shall get the order implemented in letter & spirit.

Any violation of this order shall invite punitive action under Section 188 IPC, & other relevant provisions of Epidemic Disease Act, 1897, and the Disaster Management Act, 2005 the order copy reads.
