Pahalgam Development Authority create hurdles while not issuing NOC’s to beneficiaries

Srinagar Dec 17: The centrally sponsored scheme ‘housing for all’ has fallen flat in Anantnag district where dreams of the beneficiaries are yet to get fulfilled due to non-issuance of ‘No Objection Certificate’ by Pahalgam Development Authority (PDA) for unknown reason.

According to news agency, the beneficiaries of centrally sponsored scheme ‘housing for all’ though have cleared all requisite formalities in getting two room based residential house but their dream is yet to get fulfilled due to apathetic behavior of Pahalgam Development Authority (PDA) who is not serving NOC’s to the beneficiaries.

As per reports, besides revenue department, Pahalgam Municipal Committee (PMC) after verifying thecredentials at grass root level have identified 556 beneficiaries in the district.

Sources said that the beneficiaries had been asked that they can avail facility of getting two room based residential house only after submission of relevant documents before the revenue department.

It is pertinent to mention that the central government has started the scheme some years back which isparticularly meant for poor peopleto grant them double room accommodation. The scheme is full-fledged funded by central government but unfortunately due to unknown reason the scheme has not been executed in Jammu and Kashmir Union Territory in letter and spirit and the beneficiaries are compelled to move from pillar to post.

Sources said though the beneficiaries of the scheme have completed all necessary formalities but due to non-issuance of NOC by Pahalgam Development Authority (PDC), the dream of beneficiaries is yet to get materialized.

One of the beneficiaries told news agency on the condition of anonymity that after completing verification process by the revenue officials and other concerned authorities, we submitted all essential documents but couldn’t avail the benefit of the scheme so far.

He added the revenue officials directed us to get ‘No Objection Certificate’ from Pahalgam Development Authority (PDA) but they didn’t issue the certificate so far to the beneficiaries while playing dilly dallying tactics.

He further said only NOC is needed so that we will avail the facility of centrally sponsored scheme meant for the poor.

Meanwhile beneficiaries have appealed LG Girish Chandra Murmu to look into the issue and take immediate steps in this regard.

Notably the residences of the beneficiaries who had been identified under the scheme had got damaged due to havoc caused by several years of snowfall and other natural calamities. (JKNS)
