India’s Bold AI Leap: Cracking Deepfakes, Powering Open-Source, Aiming Global

NEW DELHI, July 25: India has rolled out an ambitious and far-reaching Artificial Intelligence (AI) strategy aimed at turning the country into a global powerhouse in emerging technologies while ensuring that the benefits of AI reach every citizen. With a dual focus on empowering people and protecting digital ecosystems, the IndiaAI Mission is set to transform how the country innovates, governs, and safeguards its cyberspace.

Unveiled in Parliament by Union Minister of State for Electronics and Information Technology, Shri Jitin Prasada, the AI initiative reflects Prime Minister Narendra Modi’s vision of a tech-forward India rooted in local realities. It is designed not just to keep pace with global AI advancements but to lead the charge in shaping how AI serves humanity — responsibly, securely, and inclusively.

At the heart of this mission is the IndiaAI framework launched in March 2024. Anchored on seven strategic pillars, the initiative emphasizes building cutting-edge infrastructure, developing indigenous AI tools, and fostering a strong ecosystem of research, regulation, and accessibility. India is leveraging its $250 billion IT industry and its massive talent base — over six million tech professionals — to turbocharge this transformation.

India’s credibility in the AI arena is further solidified by global recognition. The country ranks among the top AI-ready nations in Stanford’s AI Index, with Indian developers standing as the second-largest contributors to GitHub’s AI repositories. To support open innovation, the Ministry of Electronics and Information Technology (MeitY) has operationalized the AIRAWAT supercomputing platform at CDAC-Pune, where three LLAMA-family open-source models are already available to developers via APIs.

But this push for AI adoption comes with a strong legal spine. India’s regulatory approach is rooted in robust digital governance. The Information Technology Act, 2000 includes provisions to combat identity theft, impersonation, and the malicious use of AI tools like deepfakes. Newer legal instruments such as the Bharatiya Nyay Sanhita, 2023, and the Digital Personal Data Protection Act, 2023 provide additional safeguards against cybercrime and data misuse, ensuring that innovation is grounded in accountability.

The government has also made digital platforms answerable. Under the IT Rules, 2021, social media companies are required to act swiftly—within 24 hours—against fake or manipulated content, including AI-generated media. Any delays or unresolved complaints can be escalated to the Grievance Appellate Committee. For victims of cyber abuse, a national cybercrime portal and a 24×7 toll-free helpline (1930) have been set up by the Ministry of Home Affairs.

Recognizing the growing threat of AI-driven cyberattacks, India has taken proactive steps to strengthen its cybersecurity framework. CERT-In, the nation’s top cyber agency, has issued guidelines on the safe development and deployment of AI and quantum technologies. Additionally, the Certified Security Professional in Artificial Intelligence (CSPAI) program — run in collaboration with SISA — is training a new cadre of experts to protect AI systems from manipulation and adversarial threats.

To guide ethical and forward-looking AI policy, the government has formed a high-powered Advisory Group on AI, led by the Principal Scientific Advisor to the Prime Minister. This think tank includes voices from academia, industry, and policymaking bodies, ensuring a balanced and context-sensitive regulatory environment for emerging technologies.

India’s AI strategy is not just about chasing technological glory—it is about meaningful change. From ensuring language inclusivity in AI models to enabling digital redressal for victims of cybercrime, the mission bridges innovation and inclusion. As India moves to harness AI for everything from governance to healthcare, its approach could serve as a blueprint for other democracies navigating the promise and peril of artificial intelligence.

With decisive policy, technical infrastructure, and a legal compass in place, India is not just preparing for the AI future—it is determined to lead it.
