Jammu, August 6: In a significant step towards strengthening professional hospital management and improving healthcare delivery across the Union Territory, the Government of Jammu & Kashmir has operationalized the Department of Hospital Administration at Government Medical College (GMC), Jammu & Srinagar and re-designated the posts of Medical Superintendents and Deputy Medical Superintendents of the J&K Medical Education Department (Gazetted) Services as Professors and Assistant Professors.
The strengthening of Hospital Administration in the Government Medical Colleges marks another important milestone in aligning Jammu & Kashmir’s healthcare institutions with national standards and is expected to contribute significantly to improving the quality, accessibility and efficiency of healthcare services across the Union Territory.
The initiative reflects the continued commitment of the Hon’ble Lieutenant Governor, Shri Manoj Sinha, the Hon’ble Chief Minister, Jb. Omar Abdullah, Hon’ble Minister for Health & Medical Education, Ms. Sakina Itoo, and the Commissioner/Secretary, Health & Medical Education Department, towards modernizing healthcare institutions and promoting professional hospital management in Jammu & Kashmir.
The Government’s decision is being viewed as a landmark reform in professionalizing hospital administration. The Department of Hospital Administration is expected to produce qualified Hospital Administrators, provide technical support and handholding to district and peripheral hospitals, enhance the overall efficiency of public healthcare institutions, ultimately improving the efficiency and effectiveness of public healthcare services across Jammu & Kashmir.
Following the Government’s decision vide Government Order No. 437-JK(HME) of 2026 dated 26.05.2026 and letter no. ME-Gztd/33/2022-02-(125839) dated 05-08-2026 regarding the re-designation of the posts of Medical Superintendents and Deputy Medical Superintendents of the J&K Medical Education Department (Gazetted) Services, Dr. Dara Singh, Senior Most Medical Superintendent Grade-I/ Professor, Department of Hospital Administration at Government Medical College (GMC), Jammu has been assigned the charge of Head of the Department (HoD) vide Principal, Government Medical College Jammu’s Order No. GMC/2026/Order/2058 dated 06.08.2026.
Dr. Dara Singh has been closely associated with the development of Hospital Administration as a specialty in GMC Jammu. After being confirmed as Medical Superintendent, Government Medical College Jammu, vide Government Order No. 658-HME of 2018 dated 03.12.2018, he played a pioneering & pivotal role in establishing the Department of Hospital Administration at GMC Jammu. Under his dynamic leadership, the department commenced postgraduate teaching with the introduction of the first DNB (NBEMS) Hospital Administration programme in the institution in the Year 2022, creating opportunities for specialized training in modern hospital management.
With the formal assignment of the charge of Head of the Department, the Department of Hospital Administration at GMC Jammu is expected to further strengthen academic activities, hospital management practices and administrative capacity-building within the institution and beyond.
Hospital Administration has emerged as a specialized discipline requiring dedication, specialized academic qualification and professional expertise. At present, Medical Superintendents posted in District Hospitals under the Directorate of Health Services Jammu & Kashmir generally do not possess specialized qualifications in Hospital Administration. In many hospitals, senior surgeons or physicians are entrusted with the additional responsibility of Medical Superintendent. While these specialists possess immense clinical expertise, their engagement in administrative responsibilities often results in underutilization of their clinical skills and limits the scope for professional hospital management. The initiative will also ensure that qualified hospital administrators lead institutional management while clinicians devote their expertise to patient care, enable clinicians to devote greater attention to patient care while trained Hospital Administrators manage the increasingly complex administrative functions of healthcare institutions.
The establishment and strengthening of Departments of Hospital Administration at Government Medical Colleges in Jammu and Srinagar are expected to generate more employment opportunities and also create a pool of professionally trained Hospital Administrators who will support healthcare institutions across the Union Territory. The initiative is expected to bring long-term benefits and also aligns Jammu & Kashmir’s medical education and hospital administration framework with the standards prescribed by the National Medical Commission and the National Board of Examinations in Medical Sciences. This highly appreciable step taken by the Government will go a long way in transforming & improving the quality patient care & health care services in the long run.
