Former Legislators’ Pension Proposed at ₹60,000; Widowed, Divorced Daughters Included in Family Pension
Srinagar , September 29: Jammu and Kashmir Chief Minister Omar Abdullah on Monday introduced a series of government bills in the Legislative Assembly proposing revisions in the salaries, allowances and pensions of elected representatives and former legislators.
The proposed amendments seek to increase the monthly salary of the Chief Minister from ₹70,000 to ₹95,000, while the salary of a Minister would rise from ₹65,000 to ₹85,000. The proposals form part of the legislative business of the ongoing Assembly session.
MLAs’ Monthly Salary and Allowances Proposed at ₹1.65 Lakh
Under a separate proposed amendment, the monthly salary and allowances of Members of the Legislative Assembly would increase from the existing ₹1.30 lakh to ₹1.65 lakh, an overall enhancement of ₹35,000 per month.
The proposed revised structure includes.MLA salary: ₹60,000 to ₹80,000.Constituency allowance: ₹60,000 to ₹70,000.Medical allowance: ₹10,000 to ₹15,000
The bill seeks amendments to the Salaries and Allowances of Members of the Jammu and Kashmir State Legislature Act, 1960.
Pension of Former Legislators Proposed to Rise to ₹60,000
Another bill proposes increasing the monthly pension of former legislators from ₹50,000 to ₹60,000.
The proposed amendment also seeks to expand the definition of family for pension purposes by including widowed and divorced daughters of former legislators.
The measure seeks amendments to the Jammu and Kashmir State Legislature Members’ Pension Act, 1984, and has been listed as L.A. Bill No. 15 of 2026.
GST Amendment Bill Introduced
Omar Abdullah, who also holds the Finance portfolio, introduced the Jammu and Kashmir Goods and Services Tax (Amendment) Bill, 2026.
The legislation seeks amendments to the J&K GST Act, 2017, with the stated objective of aligning provisions of the J&K tax framework with corresponding changes in the Central GST law. The bill has been listed as L.A. Bill No. 12 of 2026.
Jan Vishwas Legislation to Rationalise and Decriminalise Certain Offences
The Chief Minister also introduced legislation aimed at decriminalising and rationalising certain offences as part of the proposed ease-of-living and ease-of-doing-business framework.
The bill proposes amendments to a number of existing enactments and repeal of certain provisions considered no longer applicable. It is listed as L.A. Bill No. 16 of 2026.
Ease of Doing Business Measures Proposed
The proposed legislative changes also include measures intended to facilitate business activity and reduce regulatory hurdles for enterprises and institutions.
The government has stated that the broader objective is to move towards a rule-based regulatory framework, streamline compliance and facilitate investment and economic activity in Jammu and Kashmir.

The Assembly’s official portal confirms that the sixth session of the J&K Legislative Assembly is underway from September 21 to September 30, 2026, with the legislative business including government bills and other proceedings.
The proposed salary, allowance and pension revisions will now form part of the Assembly’s legislative consideration and passage process.(KNC)
