Shuaib Naikoo Promoted to Selection Grade, Designated Additional Secretary

SRINAGAR, Sep 29: The Jammu and Kashmir Government has ordered a major round of promotions in the Jammu and Kashmir Administrative Service (JKAS), elevating 36 officers across the Super Time, Special and Selection grades, with several officers also being assigned higher administrative designations including Director General, Secretary, Special Secretary and Additional Secretary.
The promotions have been sanctioned by the General Administration Department (GAD) on a prospective basis, pursuant to Council of Ministers Decision No. 142/12/2026 dated September 22, 2026.
The three government orders issued on September 29 cover the three successive levels of the JKAS hierarchy—Super Time Scale (Level 14), Special Scale (Level 13) and Selection Grade (Level 12).
11 officers elevated to Super Time Scale
At the highest level of the latest promotions, 11 JKAS officers have been promoted to the Super Time Scale, Level 14 (₹1,44,200–₹2,18,200).
The officers promoted to this grade are Mathora Masoom, Shiv Kumar Gupta, Rajesh Kumar Shavan, Mohammad Shafiq Chak, Mushtaq Ahmad, Shafqat Iqbal, Om Prakash, Musheer Ahmad, Sudershan Kumar, Abdul Rashid War and Mufti Mohammad Farid-ud-din.
The order also assigns higher designations to a number of officers following their elevation.
Mathora Masoom, Rajesh Kumar Shavan, Mushtaq Ahmad, Om Prakash and Mufti Mohammad Farid-ud-din have been designated as Director General in their respective departments.
Shafqat Iqbal and Musheer Ahmad have been designated as Secretary in their respective departments.
The remaining officers will continue at their present places of posting until further orders.
The elevation to the Super Time Scale represents the highest level among the three grades covered by the latest round and places the officers concerned in the senior-most tier of the JKAS hierarchy below the higher-level arrangements applicable to the top administrative posts.
12 officers promoted to Special Scale
In the next tier, 12 JKAS officers have been promoted to the Special Scale, Level 13 (₹1,23,100–₹2,15,900).
Those promoted are Rakesh Kumar, Suresh Chander, Akhtar Hussain Qazi, Parveen Kumar, Rajeshwar Singh Charak, Dil Mir, Kanchan Bala, Jagdish Chander, Subhash Chander Dogra, Zaffar Shawal, Sunil Kumar and Peerzada Zahoor Ahmad.
Among them, Parveen Kumar, Rajeshwar Singh Charak and Kanchan Bala have been designated as Special Secretary in their respective departments following their promotion.
The remaining officers will continue at their present places of posting until further orders.
The Special Scale is one level below the Super Time Scale and above the Selection Grade in the administrative hierarchy reflected in the latest GAD orders.
Shuaib Naikoo among 13 promoted to Selection Grade
At the Selection Grade level, 13 JKAS officers have been promoted to Level 12 (₹78,800–₹2,09,200).
The officers promoted are Primroze Bashir, Anshumali Sharma, Hilal Ahmad Bhat, Mohammad Rafeeq Bhat, Sona Gupta, Chand Singh, Shuaib Mohammad Naikoo, Mohd. Rafiq, Atul Dutt Sharma, Shabir Ahmad Hakaak, Israr Ahmed, Mehmood Riaz and Ashraf Pervaz.
Shuaib Mohammad Naikoo, at Serial No. 7 in the order, has been specifically designated as Additional Secretary in the respective department following his promotion.
The remaining officers promoted to the Selection Grade will continue at their present places of posting until further orders.
Naikoo’s elevation to the Selection Grade and his designation as Additional Secretary marks his movement into a higher level of the JKAS administrative hierarchy, with the post of Additional Secretary carrying responsibilities below the Secretary-level appointments reflected in the Super Time Scale order.
Three-tier elevation strengthens senior JKAS structure
Taken together, the three orders represent a significant restructuring of the senior JKAS cadre, with promotions distributed across three successive levels.
The Super Time Scale (Level 14) constitutes the highest grade covered by the orders and includes officers designated as Directors General and Secretaries. The Special Scale (Level 13) follows it, with three officers being designated Special Secretaries, while the Selection Grade (Level 12) includes 13 officers, with Shuaib Mohammad Naikoo being designated Additional Secretary.
The designations attached to the promotions indicate the corresponding administrative responsibilities being assigned to officers at different levels. While the officers promoted to the higher grades generally retain their existing places of posting, the government has specifically attached senior designations to selected officers.
All the promotions have been made prospectively and remain subject to the outcome of any writ petition(s), if pending before competent courts of law, as specifically stipulated in the government orders.
The orders have been issued by the General Administration Department, Services, with M. Raju, IAS, Commissioner/Secretary to the Government, signing the orders on behalf of the Government of Jammu and Kashmir.
The latest promotions are expected to provide the senior JKAS cadre with a clearer distribution of officers across the higher grades and administrative designations, while allowing the government to continue with its existing posting arrangements until further orders.
