Policy to cover all 20 districts, streamline clearances, boost industrial growth

SRINAGAR, Oct 8: The Jammu and Kashmir Government has notified the Jammu & Kashmir City Gas Distribution (CGD) Policy, 2026, aimed at expanding access to cleaner fuels, accelerating industrial growth and modernising the Union Territory’s energy infrastructure.
The policy, approved by the Council of Ministers, provides an investor-friendly and time-bound framework for expanding the use of Piped Natural Gas (PNG) and Compressed Natural Gas (CNG) across households, commercial establishments, industries and the transport sector, office of J&KCM wrote on X.
The policy envisages coverage across all 20 districts of J&K and provides for single-window, time-bound clearances, streamlined establishment of CNG stations and standardised Right of Way norms.
Priority gas connectivity has also been envisaged for major industrial estates, including those in Kathua, Samba and Pulwama.
According to the government, the policy is aimed at providing safe, affordable and cleaner energy while reducing fuel costs, strengthening industrial competitiveness and attracting green investments.
It is also expected to create opportunities for employment, apprenticeships and skill development for local youth.
Chief Minister Omar Abdullah congratulated Minister for Food, Civil Supplies and Consumer Affairs Satish Sharma and the department for notifying the policy, describing it as an important step towards cleaner growth and sustainable development in J&K.
The policy also provides for phased expansion of gas distribution networks across all 20 districts and links the region with the national gas grid through the Gurdaspur-Jammu Pipeline.
The government said the initiative is expected to benefit households, commercial establishments, industries and the transport sector while contributing towards environmental protection and improved air quality.
