Jammu, Mar 13 : Chief Minister Omar Abdullah informed the J&K Legislative Assembly today that the syllabus for the 2018–24 batches of J&K Administrative Services is in its final stages, and the examinations will be conducted soon.
Responding to a query from NC legislator Aijaz Ahmad Jan, Abdullah acknowledged the delays but assured the House that the process is nearing completion. He attributed the delay to the complexity of revising the syllabus, which is undergoing its first major update in nearly 25 years.
“To ensure alignment with national standards, we conducted a comparative analysis with other states and incorporated inputs from relevant departments, including Revenue, Law, and IT. Senior IAS officers were also consulted in the process,” he stated.
The Chief Minister assured that the final draft is ready and the process will be completed within a month.
Regarding the 2018 and 2019 batches of Junior JKAS officers, he clarified that existing rules do not allow them to be declared quasi-permanent. Their confirmation is contingent on passing the Departmental Examination, as mandated by service rules, including Rule 22(1)(a) of the J&K Civil Services Rules (1956), Rule 4 of the Combined Competitive Service Rules (2000), and Rule 16(1) of the Administrative Service Rules (2008).
Omar Abdullah noted that the Departmental Examination was delayed due to the administrative overhaul following the J&K Reorganization Act, 2019, which necessitated legal and structural revisions. A government committee, constituted under Order No. 1514-JK(GAD) of 2023, is finalizing the revised syllabus.
“The government is expediting the process, and once the syllabus is approved, the examination will be conducted immediately to ensure timely confirmation of probationers,” the Chief Minister assured.
