Kashmir Veteran Dr Mahesh Dixit Appointed New IB Chief

NEW DELHI, June 25: In a significant reshuffle at the apex of India’s internal security establishment, senior IPS officer Dr. Mahesh Dixit has been appointed as the new Director of the Intelligence Bureau (IB), India’s premier domestic intelligence agency under the Ministry of Home Affairs.

A 1993-batch IPS officer of the Telangana cadre (erstwhile Andhra Pradesh cadre), Dixit brings with him more than three decades of policing and intelligence experience, including an extensive tenure in Jammu and Kashmir, one of the country’s most sensitive security theatres. His appointment comes at a time when India faces a complex security environment marked by cross-border terrorism, radicalisation threats, cyber challenges and evolving geopolitical dynamics.

Dixit is widely regarded within intelligence circles as a seasoned field officer with deep operational expertise. He served as Joint Director of the Intelligence Bureau in Jammu and Kashmir and later rose through the ranks to become Additional Director and subsequently Special Director in the agency. Among his most significant assignments was his tenure as Chief of the Intelligence Bureau’s Subsidiary Intelligence Bureau (SIB) in Srinagar, where he oversaw intelligence operations and security coordination across Jammu, Kashmir and Leh.

His association with Jammu and Kashmir has been particularly noteworthy. During his tenure in the Valley, Dixit handled critical intelligence operations and coordinated efforts related to counter-terrorism and internal security. His posting coincided with one of the most consequential periods in the region’s recent history following the abrogation of Article 370 in August 2019 and the reorganisation of the erstwhile state into two Union Territories.

Officials familiar with his work credit him with playing a pivotal role in assessing ground-level security developments, tracking regional security challenges, monitoring militant activity and supporting efforts aimed at maintaining internal stability during the post-Article 370 transition. His experience in Kashmir is regarded as one of the defining aspects of his career and has earned him a reputation for possessing a deep understanding of the region’s complex security dynamics.

In September 2024, the Appointments Committee of the Cabinet elevated him to the rank of Special Director, IB, placing him among the senior-most officers in the country’s intelligence hierarchy. Sources in the security establishment have described him as an officer with considerable experience in handling terrorism-related intelligence, strategic security assessments and sensitive field operations.
Over the years, Dixit steadily climbed the ranks within the Intelligence Bureau. He joined the organisation as Joint Director and was promoted to Additional Director in 2022 before being elevated as Special Director in 2024. He was also empanelled for Director General-rank positions in the Government of India, reflecting his seniority and experience within the national security framework.

The Intelligence Bureau, established in 1887, is India’s oldest intelligence organisation and serves as the country’s principal agency for domestic intelligence, counter-intelligence and counter-terrorism operations. The Director of the IB occupies one of the most critical positions in India’s security architecture, reporting through the Ministry of Home Affairs and playing a key role in national security decision-making.
Security experts believe Dixit’s long experience in intelligence operations, particularly in Jammu and Kashmir, will be valuable as the agency confronts emerging challenges ranging from terrorism and espionage to cyber threats and internal security concerns. His elevation is also seen as recognition of the importance of field intelligence experience in shaping national security strategy.

With his appointment, the Intelligence Bureau enters a new phase under an officer whose career has been closely linked with some of the country’s most demanding intelligence assignments. Expectations within the security establishment are that Dixit will focus on strengthening intelligence coordination, enhancing technological capabilities and maintaining vigilance against evolving security threats.

For Jammu and Kashmir, his rise to the top post carries special significance. Officers and observers familiar with the region note that few intelligence leaders have had as extensive an exposure to the Union Territory’s security landscape, particularly during the sensitive post-Article 370 period, making his appointment a notable milestone for the intelligence community.
