Arshid Ahmad Lone Moves to Power Department, Altaf Hussain Hajam Takes Charge of District Fund Office

SRINAGAR, Nov 30: The Government of Jammu and Kashmir has implemented a comprehensive transfer order affecting financial administration across the Union Territory, relocating more than 90 officers today.
The transfers span all levels of financial administration, from senior Director positions to Treasury Officers, affecting departments including power distribution, healthcare, education, urban development, and public works. The widespread changes are part of routine administrative procedures to maintain efficiency in financial management across government departments.
The reorganization begins at the highest levels, with Mr. Rajesh Talwar moving from Law, Justice & Parliamentary Affairs to become Principal of the Northern Zonal Accountancy Training Institute in Jammu. Ms. Bharti Sambhyal, his predecessor, now serves as Director Finance at Sher-e-Kashmir University of Agricultural Sciences and Technology in Jammu. Mr. Imtiyaz Ahmad Wani, previously handling Transport and Labour & Employment Departments, has been reassigned as Director Resources in the Finance Department.
In education administration, Mr. Abdul Majid Bhat transitions from Higher Education to General Administration Department, while Mr. Satnam Singh moves from Tourism & Culture to Disaster Management, Relief & Rehabilitation Department. Mr. Ashok Kumar shifts from General Administration Department to Food, Civil Supplies & Consumer Affairs Department.
Further changes include Mr. Latif Ahmad Poswal’s transfer from Jal Shakti to Home Department, and Mr. Manzoor Ahmad Wani’s move to Sher-i-Kashmir Institute of Medical Sciences from SKUAST-Kashmir. Mr. Madan Lal now oversees Science & Technology Department in addition to Cooperative Department responsibilities.
The reassignments continue with Mr. Ramesh Singh taking charge at Shri Mata Vaishno Devi Ji University, while Ms. Sukhwant Kour Sasan moves from Cooperative Department to Higher Education. Mr. Haroon Ahmad Bhat transitions from the High Court to SKUAST-Kashmir, and Mr. Neeraj Gupta assumes responsibility at Jammu Power Distribution Corporation Ltd.
Among the notable transfers, Mr. Arshid Ahmad Lone has been reassigned from his position at Srinagar Municipal Corporation to become Chief Pay & Accounts Officer for the Chief Engineer of Kashmir Power Distribution Corporation Ltd. Simultaneously, Mr. Altaf Hussain Hajam moves from the power distribution corporation to take charge as Chief Accounts Officer of the District Fund Office in Srinagar. These routine administrative moves place experienced officers in key financial monitoring roles within essential services.
The extensive transfer list includes Mr. Kulbhushan Kumar’s confirmation as full-time Director Finance for School Education Department, and Mr. Intikhab Ahmad Sheikh’s move from SKIMS to Law, Justice & Parliamentary Affairs Department. Mr. Syed Shabir Ahmad now oversees finances at Kashmir Power Distribution Corporation Ltd, while Mr. Anil Kumar Dogra maintains his Revenue Department responsibilities while additionally managing Labour & Employment Department.
At the Financial Advisor and Chief Accounts Officer level, multiple reassignments have been implemented. Mr. Manav Gupta transitions from Home to Jal Shakti Department, while Mr. Amit Mahajan moves from audit services to J&K Medical Supplies Corporation Ltd. Ms. Rashim Deepika shifts from Science & Technology to Tourism & Culture, and Mr. Amit Kumar from J&K Prisons to Jammu Municipal Corporation.
The reorganization extends to treasury operations with Mr. Yasir Arafat moving to Joint Director (Central) Audit, and Mr. Sareer Ahmad Mir assuming additional responsibilities at District Fund Office, Ganderbal. Mr. Mohammad Shafi Wani will now also manage financial operations at Government Medical College, Handwara alongside his existing duties.
Other significant transfers include Ms. Farah Anjum’s posting to Financial Organization PDD Jammu, and Mr. Vaneet Singh’s confirmation as full-time CAO of J&K Health Society. Ms. Reena now serves as CAO of Social Welfare Jammu, while Mr. Mohd Hanief becomes Treasury Officer in Poonch.
The order also addresses several officers who were awaiting postings, including Mr. Mohd Tariq Malik’s appointment as CAO of J&K Anti Corruption Bureau, and Mr. Shabir Ahmad Zagoo’s additional charge of CAO at District Fund Office, Pulwama. Ms. Annie Jamwal and Mr. Janak Raj have been reassigned within the Accounts Officer cadre in Jammu.
This comprehensive administrative reorganization affects financial management across all major government sectors in Jammu and Kashmir, with officers instructed to assume their new responsibilities immediately.
