Date:

VINOD BHAT

NEW DELHI, Sept 19:
The Ministry of Information & Broadcasting (MIB) is all set to launch Special Campaign 5.0 from October 2 to October 31, 2025, with an ambitious agenda of enhancing cleanliness across its offices, streamlining record management, and reducing pendency of references. The campaign will cover the Main Secretariat as well as all Media Units and their field formations spread across the country.

In the preparatory phase, all units have been directed to finalize their targets, identify pending references, and take concrete steps to improve cleanliness and optimize space management. Special focus will be placed on disposing outdated materials, managing e-waste, and beautifying office premises. Dedicated nodal officers have already been nominated for each unit, including the Ministry headquarters.

To ensure smooth execution, Secretary (I&B), Shri Sanjay Jaju chaired a review meeting on September 12, 2025, with the heads of all media units and their nodal officers. He directed them to take timely and effective steps to achieve the set objectives of this year’s campaign.

A Proven Track Record of Success

The Ministry has consistently delivered impactful outcomes through earlier editions of the Special Campaign, which began in 2021 as part of the Government of India’s efforts to institutionalize Swachhata (cleanliness) and improve efficiency in governance.

Since inception, the campaign has generated ₹33.39 crore in revenue, disposed of 10.26 lakh kilograms of scrap, freed 12.9 lakh sq. ft. of space, and weeded out 1.69 lakh physical files. Moreover, 4,948 outdoor campaigns have been conducted, leading to the cleaning of 12,605 spots across India.

Year-wise Achievements

2022–2024 marked the most impactful years, with revenue peaking at ₹25.42 crore in 2022 and nearly 11.4 lakh sq. ft. of space freed.

In 2023 alone, 3,49,126 kg of scrap was disposed of and 47,094 files were weeded out.

During 2024, while the revenue stood at ₹1.83 crore, over 48,638 files were removed, maintaining the momentum of efficiency.

Best Practices from Past Campaigns

The campaign has gone beyond mere record disposal and scrap management, showcasing creativity and sustainability through innovative practices:

Special Campaign 4.0:

SRFTI Kolkata converted waste land into a garden.

DDK Patna built and decorated a hut using discarded materials from closed LPT/HPT units.

AIR Delhi installed a sanitary vending machine for women.

AIR Thiruvananthapuram cleaned up the massive 35-acre Beemapally Old SW Complex.

Special Campaign 3.0:

IIMC Delhi turned a scrap room into a Yoga Centre.

Main Secretariat, Delhi developed a recreation centre with gym and table tennis.

SRFTI Kolkata crafted benches and props using discarded scrap.

DDK Imphal transformed freed-up space into a two-wheeler parking lot.

Special Campaign 2.0:

DDK Ahmedabad cleared 44 tractor loads of wild growth, disposed of tonnes of scrap, and freed nearly 14,000 sq. ft. of space, generating ₹20.40 lakh revenue.

CBC Headquarters, Delhi weeded out over a decade-old paid bills using shredders, freeing 2,500 sq. ft. space and earning ₹1.9 lakh.

Looking Ahead

With Special Campaign 5.0, the Ministry is determined to build upon these successes. The emphasis this year is not just on cleanliness and pendency reduction but also on sustainable waste management, improved workplace aesthetics, and employee-friendly facilities.

Officials say the campaign has become an annual institutional exercise within MIB, combining the spirit of Swachh Bharat with tangible administrative efficiency. As one senior official put it, “Every campaign has left behind a legacy of cleaner spaces, reduced clutter, and a more productive environment.”

With past achievements setting high benchmarks, expectations are equally high for Special Campaign 5.0, which begins on Mahatma Gandhi’s birth anniversary, symbolizing the Ministry’s continued commitment to cleanliness and efficiency.
