SRINAGAR, Feb 1: In a fresh administrative reshuffle aimed at ensuring smooth functioning of crucial departments, the Government of Jammu and Kashmir on Saturday assigned additional charges to two senior IAS officers, according to an official order issued by the General Administration Department (GAD).
As per Government Order No. 139-JK (GAD) of 2026, dated February 1, 2026, the changes have been made “in the interest of administration” and will remain in force until further orders.
According to the order, Naveen S L, IAS (AGMUT:2012), who is presently serving as Secretary to the Government, Civil Aviation Department, and is also holding the additional charge of Commissioner, Civil Aviation, has been entrusted with yet another important responsibility. He will now also hold the additional charge of Administrative Secretary, Public Grievances Department, in addition to his existing duties.
The Public Grievances Department plays a pivotal role in addressing citizens’ complaints and ensuring timely redressal of issues related to governance and public service delivery. The assignment of this department to Naveen S L is seen as a move to strengthen grievance redressal mechanisms and improve administrative responsiveness.
In another significant decision, the government has assigned Ms. Avny Lavasa, IAS (AGMUT:2013), who is currently serving as Secretary to the Government, Transport Department, the additional charge of Administrative Secretary, Hospitality and Protocol Department. She will continue to discharge her existing responsibilities in the Transport Department alongside her new role.
The Hospitality and Protocol Department is responsible for managing official events, state functions, and protocol-related matters involving dignitaries and visiting delegations. The additional charge is expected to ensure continuity and efficient handling of protocol affairs.
The order has been issued by order of the Lieutenant Governor and has been signed by M. Raju, IAS, Commissioner/Secretary to the Government.
Copies of the order have been forwarded to all Financial Commissioners (Additional Chief Secretaries), the Additional Chief Secretary to the Hon’ble Chief Minister, the Director General of Police, J&K, and the Additional Secretary, UT Division, Ministry of Home Affairs, Government of India, New Delhi, among others.
The latest assignment of additional charges reflects the administration’s effort to optimally utilize experienced officers to manage key departments amid evolving governance requirements in the Union Territory.
