NCRB Report-Card, 2020: J&K records 15% surge in reported crime

SRINAGAR : While nationwide, a 28% jump was seen in the crimes, Jammu and Kashmir too recorded a 15 % surge in the reported crimes in the year 2020, according to the latest report prepared by NCRB (National Crime Records Bureau).

At 1808.8, 1568.4, 1309.6 cases of crimes recorded per one lakh people, the report showed that the Tamil-Nadu, Kerala, and Delhi, respectively, are the most crime-infested territories in India. While at 100.4, 95, 64 cases (per one lakh people), the northeastern states of Sikkim, Manipur, and Nagaland recorded the lowest crime rates in the country.

Compared to 25,408 in 2019, the Union Territory of Jammu and Kashmir (including Ladakh) logged a total of 29,314 criminal cases including 10 offenses against the state and two criminal cases of sedition in 2020.

It’s important to note here, the NCRB report pertains to the cases that were either taken cognizance of by the state actors itself or were reported by the victims themselves, under the Indian Penal Code (IPC) or under the Special and Local Laws (SLL) in the year 2020. The report does not cover the cases that go unreported.

Pertinently, from 3,069 cases in 2019 to 3,414 (including nine in Ladakh) the report revealed that the crimes against women have also increased by 11% in 2020. Almost a 20% rise in domestic violence has also been noticed during the pandemic, forcing the UN to refer to it as the “Shadow Pandemic”.

Pertinently, Jammu and Kashmir have seen three years of consecutive lockdowns. First, in 2019, post-August 5 when the special status of the erstwhile state was revoked, and then for two more years, due to the arrival of covid-19.

The NCRB data revealed nine cases of dowry-related deaths in Jammu and Kashmir in 2020; 1,639 cases of assault on women, 1,744 cases of assault on women with the intention to outrage their modesty, 24 cases of abetment of women suicide, 243 cases of rape perpetrated against 247 victims including three minor girls, and 349 cases of cruelty against women where either their husbands or their male relatives were responsible for hurting them. 

The data further showed that 31 cases of stalking have been recorded in 2020, while 15 incidents of sexual harassment, including three cases of sexual harassment at work, have also been reported to the police. Apart from 35 cases of abetment to suicide, the Union Territory of Jammu and Kashmir has also recorded a 25% increase in the incidents of murder.

The crimes against children also witnessed an increase of around 29%, while Zero acid attacks and a sharp decrease in Kidnapping and abduction were also noticed. Furthermore, the police authorities in Jammu and Kashmir have also filed 21 criminal cases under section Sec. 505 IPC/Sec.505 r/w IT Act for circulating Fake News or Rumors against various media and other individuals. 

When Kashmir Despatch contacted A. K. Chowdhary, D.G. Special (Crime), the official attributed the increase in the crime rate in Jammu and Kashmir during 2020 to the Covid-19 lockdown.

 “Though, as of now we have not analyzed the data, according to NCRB, the majority of the increase to crime rate was fueled by Covid-19 lockdown. Hopefully, we would be seeing a decrease in the crimes post covid-19 pandemic,” the senior police officer added further.

However, with economic opportunities shrinking, the rise in incidents of riots, and communal fervor, the experts predict that the crimes in India may further increase in coming years, which in turn, would herald a darker future.

The experts cite the following reasons for the increase in crimes in India: Poverty, Peer Pressure, Drugs, Politics, Religion, Family Conditions, and Unemployment – all of which need a significant improvement in India.
