Ganderbal, May 13: Residents of the Dab Shallhar area in Central Kashmir’s Ganderbal district have appealed to the district administration to relocate the proposed diesel irrigation pump being installed along the Jhelum River, saying the current location would not adequately serve the farming community.

According to locals, the pump is presently being installed at the tail end of the area, which they claim would benefit only a limited portion of agricultural land.

They stressed that shifting the pump to the midpoint of the locality would ensure equal and effective irrigation facilities for farmers across the entire area.

The residents said agriculture is the primary source of livelihood in the locality and proper irrigation is essential for sustaining crops during the ongoing farming season.

They expressed concern that the existing plan may deprive many farmers of adequate water supply.

The locals have urged the Deputy Commissioner Ganderbal and the Executive Engineer of the Irrigation and Flood Control (I&FC) Department, Ganderbal, to personally look into the matter and take necessary steps to relocate the pump in the larger interest of the farming community.

The agency has arrested three individuals from Jaipur, one from Gurugram, and one from Nashik, while several other suspects are being questioned in various cities and may be arrested later, they added.

Among those arrested, 30-year-old Shubham Khairnar from Nashik is being brought to Delhi for further questioning after a local magistrate court granted the CBI a transit remand for him.

Nashik Police detained Khairnar on Tuesday following a request from Rajasthan Police.

After taking over the investigation on Tuesday, the CBI is conducting searches at multiple locations across the country based on emerging leads, they said.

The CBI has seized several digital devices, including mobile phones and laptops, from the suspects, which will be sent for forensic examination to trace messaging applications that may have been used to circulate the examination papers, they said.

According to agency sources, the CBI is coordinating with the Special Operations Group (SOG), Rajasthan, which had conducted a preliminary enquiry in the case.

“The CBI is pursuing all leads relating to the alleged paper leak through extensive technical and forensic analysis and remains committed to conducting a comprehensive, impartial and professional investigation into the matter,” an official in the know of developments said.

The CBI on Wednesday also visited the National Testing Agency (NTA) headquarters to collect documents related to the NEET UG examination, which was cancelled following allegations of paper leak, officials said.

The team also spoke to officials involved in the examination process, they said.

The CBI had registered an FIR and formed teams to probe the NEET UG alleged paper leak case, which resulted in the cancellation of the paper held on May 3.

The NEET-UG 2026 was conducted across 551 Indian cities and at 14 overseas centres. Nearly 23 lakh candidates had registered for the test, which was administered by the NTA at centres across the country.

KD NEWS SERVICE
SRINAGAR, May 12: Veteran legislator and senior CPI (M) leader M.Y. Tarigami has been appointed Chairman of the Jammu and Kashmir Legislative Assembly’s Committee on Environment, with the Assembly Secretariat formally constituting the panel for the term ending March 31, 2027.
The announcement was made through an official notification issued by the J&K Legislative Assembly Secretariat in Srinagar under the authority of Speaker Advocate Abdul Rahim Rather.
The newly constituted committee brings together a cross-section of legislators from different political parties and regions of Jammu and Kashmir at a time when environmental concerns in the Union Territory are becoming increasingly urgent.
Alongside Tarigami, the committee includes Prof. Gharu Ram, Sajad Gani Lone, Baldev Raj Sharma, Daleep Singh, Showkat Hussain Ganie, Javaid Ahmad Mirchal, Dr. Sajjad Shafi, Salman Sagar, Javaid Riyaz (Bedar), Dr. Rameshwar Singh and Ms. Devyani Rana as members.
According to the notification, the committee has been constituted under Clause 1 of Appendix-I to the Rules of Procedure and Conduct of Business in the Jammu and Kashmir Legislative Assembly. The panel is expected to function as an important oversight body, examining matters related to environmental governance, ecological conservation and implementation of policies aimed at protecting Jammu and Kashmir’s fragile natural ecosystem.
Tarigami’s appointment to head the committee is being viewed as significant in political and administrative circles, particularly given his long association with public issues concerning land rights, rural development, agriculture and environmental protection. Over the years, he has repeatedly raised concerns over ecological degradation, unregulated developmental activity and the impact of climate-related changes on vulnerable communities across Jammu and Kashmir.
The Environment Committee is likely to deliberate on a wide range of pressing issues confronting the Union Territory, including deforestation, pollution, shrinking water bodies, illegal mining, waste management and the increasing strain on urban infrastructure. Environmental experts have consistently warned that rapid urbanisation and unchecked construction activities are posing serious risks to the Himalayan ecology of the region, making institutional oversight more important than ever.
Sources within the Assembly said the committee may also review the implementation of environmental laws and conservation schemes while seeking reports from departments dealing with forests, urban development, tourism, water resources and pollution control.
Legislative committees traditionally play a key role in examining government functioning and recommending policy interventions, and the Environment Committee’s observations are expected to carry substantial weight in shaping future ecological policy decisions.
The notification issued by Speaker Abdul Rahim Rather was circulated to all concerned legislators as well as senior government officials, including Financial Commissioners and Additional Chief Secretaries, marking the formal commencement of the committee’s tenure.
With environmental concerns increasingly emerging as a major public issue in Jammu and Kashmir, the formation of the committee under Tarigami’s leadership is expected to place renewed focus on sustainable development and ecological accountability in the Union Territory over the coming year.

Srinagar Police Intensify Anti-Drug Crackdown, 143 Peddlers Arrested in One Month

Tauseef Ahmad

Srinagar, May 13: Srinagar Police have intensified their campaign against narcotics trafficking, registering 101 cases under the NDPS Act and arresting 143 alleged drug peddlers over the past month, officials said on Wednesday.

Senior Superintendent of Police Srinagar, Dr GV Sundeep Chakravarthy, said properties worth more than Rs 23 crore linked to drug trafficking networks were attached during the drive. Authorities also demolished illegal constructions allegedly built using narcotics money and froze several bank accounts connected to the trade.

Speaking on the completion of one month of the Nasha Mukt Bharat Abhiyan launched under the leadership of Lieutenant Governor Manoj Sinha, the SSP said the fight against drugs was being treated as a wider social and security challenge.

“Drugs are not only a criminal issue but also a social, economic and national security threat,” he said, adding that public participation was crucial in eliminating the menace.

Dr Chakravarthy said police are now focusing on dismantling the financial and logistical networks supporting narcotics trade, including hawala channels, handlers and illegal assets, instead of only targeting street-level peddlers.

According to the SSP, action is also being initiated to cancel licenses, impound passports and verify Aadhaar-linked details of individuals allegedly involved in drug trafficking.

He said awareness programmes are being conducted across schools, colleges and residential areas to discourage youth from falling into drug abuse.

Appealing to youngsters to stay away from narcotics, the SSP urged them to focus on education, sports and careers instead of substance abuse.

He also called on citizens to share information about drug peddlers, assuring that identities of informers would remain strictly confidential.

Warning smugglers and peddlers of tough action, Dr Chakravarthy said Srinagar Police would continue an aggressive crackdown on narcotics networks operating in the city.

LG Manoj Sinha Joins ‘Nasha-Mukt J&K’ Padyatra in Kupwara, Says Crackdown on Narco-Terror Networks Will Intensify

Over 730 Drug Smugglers Arrested; Properties Worth Crores Seized Across J&K: LG

“Drugs and Terrorism Are Two Heads of the Same Snake,” Says LG Sinha

Kupwara Must Remain Extra Vigilant as Border District Against Drug Smuggling: LG

Srinagar, May 13: Lieutenant Governor Manoj Sinha on Wednesday joined the ‘Nasha-Mukt Jammu Kashmir Campaign’ padyatra in Kupwara and said the ongoing anti-drug movement across the Union Territory has dealt a major blow to the narco-smuggling ecosystem over the past 32 days.

Addressing a public gathering during the campaign, the Lieutenant Governor said the combined efforts of the civil and police administration, along with public participation, have transformed the anti-drug campaign into a mass movement against narcotics.

He said that consistent action by the administration has severely weakened narco-terrorist networks across Jammu and Kashmir.

“Properties worth crores have been seized, assets confiscated, and passports of 15 smugglers have been recommended for cancellation. More than 730 smugglers and peddlers have been arrested so far,” the Lieutenant Governor said.

LG Sinha said that when the campaign was launched in April, many people doubted whether a large-scale public movement against drugs could succeed, but the response from people across Jammu and Kashmir proved otherwise.

“With people’s participation and massive support across the Union Territory, a truly organic movement has emerged across villages, urban localities, schools, colleges, and streets of Jammu Kashmir,” he said.

Highlighting the link between narcotics and terrorism, the Lieutenant Governor said drugs and terrorism cannot be viewed as separate threats.

“For decades, people in Jammu Kashmir saw drugs and terrorism as two different issues. But they are two heads of the same snake. One head earns money through drugs while the other uses that money to fuel terrorism,” he said.

The Lieutenant Governor further alleged that India’s neighboring country was financing terrorism through drug smuggling and using both drugs and illicit money against innocent people of Kashmir.

He said drug smuggling was destroying families and communities while simultaneously providing oxygen to terror groups.

“By dismantling drug smuggling networks, we are cutting the lifeline that feeds terrorism,” he added.

Referring to enforcement measures in Kupwara and Handwara, LG Sinha said that 28 drug smugglers from the two areas have already been lodged in jail.

He directed police and anti-narcotics agencies to ensure that no guilty person escapes action and stressed that Kupwara, being a border district, must maintain heightened vigilance against drug trafficking.

Officials said every police station in Kupwara has been directed to collect detailed information about active drug smugglers and peddlers and launch decisive action within the next 68 days.

The Lieutenant Governor also appealed to citizens to actively participate in awareness campaigns against drug abuse and emphasized the importance of rehabilitation for addicts.

“The drug addicts need compassion and support. They are our responsibility. We must help every young man and woman seeking counseling or treatment and ensure their return to the mainstream of society,” he said.

He further directed senior officers to ensure prompt action on complaints and information received through the Manas portal and toll-free helpline.

The Lieutenant Governor also took a strong stand against criticism of the anti-drug campaign and challenged critics to identify even a single innocent person who had been unfairly targeted.

He said people across Jammu and Kashmir were united in demanding strict action against drug smugglers.

“When people stand united, no force can stop us. In the coming days, the crackdown on drug smuggling networks will become tougher and more powerful,” he said.

Recalling his interaction with women from Dardpora village, LG Sinha said they narrated how drug smuggling had funded weapons that devastated their families, adding that drug traffickers and terrorists were inseparable partners in crime.

On the occasion, the Lieutenant Governor unveiled trophies for the Kupwara Forest League organised by the Forest Department and the Volleyball Championship being held under the Nasha Mukt J&K Abhiyan by the Youth Services and Sports Department.

He also felicitated the winner of a reel-making competition on drug abuse awareness.
