Railway Minister Urges Officials to Realise the Vast Potential in Fly Ash Transportation Market and Help Convert The Waste of Power Plants into National Wealth

New Delhi: In a major success for railway reforms, Indian Railways has recorded a 170 per cent rise in cement movement in the last four months. The increase comes after Railways introduced a series of reforms in  cement transportation last year in November. These reforms are based on  innovative bulk cement tank containers for seamless end-to-end logistics. The Union Railway Minister, Ashwini Vaishnaw reviewed container sector reforms and their implementation today.

The cement reforms were introduced to increase rail-based movement of bulk cement and encourage a shift from road transport to cleaner and more efficient rail logistics. Railways introduced customised tank containers and bulk cement terminal policy to support multimodal handling of cement.

The Union Minister said the new system has made loading and unloading easier and is also reducing material loss. Cement manufactured at one place can now move directly to consumption centres in specialised tank containers, reducing multiple handling processes and improving plant-to-market efficiency. Since the containers are of standard shape and compatible with Ready-Mix Concrete (RMC) machines, cement reaches construction sites in ready-to-use form. This has reduced two stages of handling, leading to lower logistics cost and faster turnaround.

The improved turnaround in cement logistics is bringing a silent revolution in the construction industry. By reducing handling stages and logistics costs, the overall delivered cost of cement is expected to come down, which can translate into more affordable construction inputs. This cost efficiency is particularly significant for housing demand, as it supports the goal of making housing more affordable for the poor and middle class by easing pressure on construction costs across the value chain.

The innovative “Make in India” tank containers are designed for seamless movement from train to trailer and back to train, enabling efficient door-to-door logistics solutions. Each container supports mechanised loading and unloading, while also reducing spillage and packaging losses compared to conventional bagged cement transportation.

The Union Minister said the reform is also environment friendly as dust generation during loading and unloading has been significantly reduced. The shift towards bulk movement through containers is lowering fuel consumption, reducing emissions and promoting cleaner logistics while also reducing congestion on roads.

After the success in cement transportation, Railways is now working on a similar reform for fly ash transportation. Reviewing the sector with senior officials, Shri Vaishnaw urged officials to tap the vast potential in the fly ash transportation market and convert the waste generated by thermal power plants into national wealth.

The Union Minister noted that nearly 300 million metric tonnes of fly ash is produced in the country, but only about 13 million tonnes is currently transported by Railways. He asked officials to significantly increase Railways’ share and facilitate movement of fly ash to brick kilns, cement industries and construction sites across the country. Calling it a major “waste to wealth” opportunity, he said fly ash, often treated as waste by power plants, is actually a valuable resource for road construction, cement manufacturing and brick production.

Wider transportation and utilisation of fly ash will help reduce pollution, promote recycling of industrial waste and lower the cost of construction materials such as bricks and cement. It can also be used in several construction activities, supporting sustainable infrastructure development.

The reforms in cement transportation, coupled with the rollout of innovative container wagons, mark a significant step towards more efficient, cost-effective and scalable freight logistics in Indian Railways. Building on this momentum, the focus on fly ash is expected to further strengthen the “waste to wealth” approach, while expanding sustainable freight movement across key infrastructure sectors.

AIBOC urges PM Modi for immediate implementation of Five-Day Work Week in banking industry

0

KD NEWS SERVICE

SRINAGAR, May 14: All India Bank Officers’ Confederation (AIBOC), the largest organisation representing bank officers across the country, has written to Prime Minister seeking his urgent intervention for immediate implementation of a Five-Day Work Week in the banking industry.

In its letter, AIBOC welcomed the Prime Minister’s recent call for austerity, fuel conservation, reduction in avoidable travel and responsible use of national resources. The Confederation submitted that implementation of a Five-Day Work Week in banks would be a practical and nationally relevant measure in furtherance of these objectives.

AIBOC stated that banking services today are no longer confined to branch counters. With UPI, internet banking, mobile banking, ATMs, cash deposit machines, business correspondents, call centres and other digital channels functioning on a 24×7 basis, most routine banking services remain available to citizens even on holidays.

The Confederation emphasised that one additional weekly closure of physical branch operations would reduce commuting by lakhs of bank officers, employees and customers, thereby saving fuel, reducing traffic congestion, lowering electricity usage and decreasing the carbon footprint of the banking sector. It further pointed out that thousands of bank branches, particularly in semi-urban, rural, remote and power-deficient areas, depend on generator sets, and one additional weekly closure would save significant quantities of diesel over time.

AIBOC also highlighted that several major institutions, including Central Government offices, Reserve Bank of India, LIC, GIC and financial markets, already function on a Five-Day Week. The banking industry, despite being highly digitalised, continues to follow a six-day physical attendance pattern, causing avoidable expenditure and stress.

The Confederation submitted that the issue has already received broad acceptance in principle during the wage settlement process, with the assurance that daily working hours may be suitably adjusted to protect customer service, business needs and institutional responsibilities.

AIBOC has urged the Prime Minister to ensure final policy approval and notification of Five-Day Work Week in the banking industry at the earliest, stating that such a decision would promote fuel conservation, energy savings, lower emissions, better productivity, improved work-life balance and efficient public service delivery.

“Speaker turning J&K Assembly into Nawai Subah”: LoP Sunil Sharma

Slams decision to handover chairmanship of 8 out of 9 House committees to MLAs of ruling alliance

Jammu, May 13: Leader of Opposition Sunil Kumar Sharma on Wednesday said that Speaker Abdul Rahim Rather’s decision to hand over the chairmanship of eight out of nine House committees to MLAs of the ruling National Conference-led alliance smacks of a move to turn the J&K Assembly into the National Conference’s headquarters, Nawai Subah.

In a statement, Sunil Sharma said that the Jammu & Kashmir Assembly belongs to the people of Jammu and Kashmir and that the BJP will resist any move to turn it into the fiefdom of any party.

“The decision to appoint eight MLAs of the ruling party as heads of the committees is totally unjustified and an insult to the mandate of people of J&K ” he said, adding that the universally accepted principle of proportional representation has been trampled by the Speaker.

He said the Rules of Procedure and Conduct of Business in the Jammu & Kashmir Legislative Assembly empower the Speaker to nominate chairmen of House committees, but discretion must be exercised fairly in all decisions.

“The first-time MLAs from the ruling party have been appointed as heads of different committees, while senior legislators from the opposition have been ignored,” he said.

He said the ruling alliance, with 54 MLAs, will head 8 committees, while the BJP, with 29 MLAs, has been allotted the chairmanship of only one committee.

“Out of the eight committees allotted to the ruling alliance, five will be headed by the National Conference, which has 41 MLAs,” he said, adding that the move reflects a sinister design to turn the J&K Assembly into the headquarters of the ruling party.
